STATEMENT ON HUMANITARIAN CONCERNS IN RELATION TO THE CONTINUED DETENTION OF FORMER PRESIDENT DUTERTE

The Philippine Government's admission that a so-called "welfare check" was surreptitiously conducted confirms that the ICC has allowed agents of the government that abducted Former President Rodrigo Roa Duterte to intrude upon him and exploit his frail and compromised health. This is nothing less than an abuse of power against a vulnerable individual.

In addition, credible information received by the family from hospital sources reveals that Former President Duterte had to be subjected to laboratory tests after being found unconscious on the floor of his room. The family was not informed of the "accident" and no explanation was given. These alarming developments raise grave concerns about the capacity of the ICC to guarantee the security and safety of FPRRD.

Even the most basic care for the complaint of an ingrown toenail — easily treatable — cannot be done swiftly. The ICC has persistently ignored the clear need for a 24-hour bedside caregiver.

The continued detention of Former President Duterte under such troubling conditions is not only unjust but inhumane. It amounts to punishment without having been convicted of any crime.

If the ICC is to remain true to its mandate as a court of justice, it cannot turn a blind eye to the health and wellness condition of FPRRD. To deprive an elderly man — abducted, denied his rights under Philippine law, and subjected to surveillance disguised as "welfare checks" — of basic dignity and proper care is not justice. This is cruelty.

FPRRD is not a flight risk, has never threatened witnesses or complainants, and has no intent to assume the office of Mayor. There is no other reason for his continued detention except to make him suffer for the complaint of disgraced former Senator.

The ICC should act now to rectify this gross injustice and ensure that Former President Rodrigo Roa Duterte is afforded the proper care and, ultimately, the humanitarian considerations he rightfully deserves.

⚠️ Babaeng Civil Engineer at Contractor, Patay sa Pananambang sa Ilocos Norte
​Isang babaeng civil engineer at contractor ang binaril at napatay sa isang pananambang sa Dingras, Ilocos Norte noong gabi ng Biyernes, Setyembre 26, 2025. Ang insidente ay naganap sa Sitio Nagmarcaan, Barangay San Marcelino.

​Ayon sa mga ulat mula sa B.R. Laoag, ang biktima ay isang 52-taong-gulang na civil engineer at residente rin ng barangay kung saan siya tinambangan. Batay sa report, minamaneho niya ang kanyang sasakyang Mitsubishi L300 nang siya ay tambangan, na naging sanhi ng pagkahulog ng sasakyan sa isang kanal sa gilid ng kalsada.

​Sa mga paunang ulat, isinugod pa sa ospital ang biktima matapos magtamo ng maraming tama ng bala. Gayunpaman, sa isang kasunod na ulat noong umaga ng Sabado, Setyembre 27, 2025, kinumpirmang binawian na ng buhay ang biktima habang ginagamot.

​Nagsasagawa na ng imbestigasyon ang mga awtoridad upang matukoy ang motibo at kilalanin ang mga salarin sa likod ng pananambang. Hinihintay pa ang mga karagdagang detalye, kabilang ang opisyal na paglalabas ng pangalan ng biktima, habang nagpapatuloy ang imbestigasyon.

👉 Sa kanyang resignation letter kay Pangulong Marcos, sinabi ni Magalong na:

“Ang mga pahayag mula sa Malacañang hinggil sa aking appointment, na taliwas sa mga termino ng aking pagtatalaga, ay nakasira sa tungkulin at mandato na ipinagkatiwala sa akin.”
