I do not want to limit our understanding of the idea on how the democratic process works by giving a shallow basis, nor negate its essence to the point that I have to create another picture of it just to insist that it's not helping at all. But I'd like to emphasize that at some point, there's an intervention made by political institutions intended to influence the process which creates another conceptualized framework of what democracy really means by the use of legal weakness.

In the classroom setting, there's a person who will lecture you with different subjects. The scenario of learning would seem to be more effective when the two party discuss together, dissecting matters relevant to the topic.

The challenge for every educator is that, what must be the strategy to make sure that people on the chairs would really get interested with the learning environment. but, in one perspective, there's a weighing between the reality and the mere concept or theory.

So, there must be a collision of realistic factor, the moral responsibility, and encountering the saddest reality in order to achieve the rationale and the significance of Education. Zinn, A well-known American historian said that Education becomes most rich and alive when it confronts the reality of moral conflicts in the world.

It does not imply that it has to be like making the learning process more complicated. It can be in a simpler way but substantial.

Several great minds have believed that we can achieve peace through war. But I will agree with Howard Zinn when he asserted that perhaps the worst consequence of World War II is that it kept alive the idea that war could be just. This is somewhat an idea brought to us by war and peace. How do we perceive the meaning of peace and why there has to be wars and conflicts. History tells us how the present has become what it is as a product from the ancient struggles of man in a socio-political context. From time to time it has developed into a more civilized world. It has been said that in the primitive era, man is only concerned with survival giving more importance to the basic needs. The great philosopher Aristotle once said that man is a political animal intended to live in a polis (derived from the Greek word which means - a city). It can be understood simply that man by nature is a political animal. This context is relevant to what we call the establishment of the Political institutions in a particular society. However, before the period of Enlightenment or let's say, before the creation of the world, it's unacceptable for the human mind that there had already been an established political institution or a government which man could not ever imagine. And the exercise of our political right today was endowed to us by that supreme universal government. The lawmakers have ears to hear, eyes to see, the mouth to speak, the mind to comprehend and the soul to have those senses work together but are too blinded that they could not see the midhole and too dumb for they could not even understand the inequalities in the law. The Civil Code of the Philippines, particularly Article 3, provides that "ignorance of the law excuses no one from compliance therewith." Yet this legal principle presupposes that the people are sufficiently informed of the laws they are expected to obey.

The dilemma arises when the State itself fails to establish an adequate information and education campaign, especially for marginalized sectors, the less educated, those residing in geographically isolated areas, and citizens with limited access to government communication. Executive policies, statutes, and regulations enacted by the Senate and the House of Representatives are often disseminated in ways inaccessible to ordinary people.

In such circumstances, the strict invocation of Article 3 appears detached from social realities. For law to command obedience with moral legitimacy, the government must first ensure that its citizens are genuinely informed. Otherwise, compliance becomes less a product of civic consciousness and more a consequence of inequality in access to information.
