Kontra Daya has been warning about elite capture of the party-list system for years. Before the 20th Congress opened, it flagged 32 of the 54 winning party-list groups as not genuinely representing the poor or marginalized, including groups associated with political dynasties and big business.

The party-list system was created to broaden representation. It should not become a backdoor for contractors, political clans and economic interests to acquire congressional power and then participate in deciding where taxpayers’ money goes.

Government should pursue restitution as aggressively as prosecution.
