Pinanganak si Juan na may ibang pananaw sa mundoโ€”nakikita niya ang buhay gamit ang ibaโ€™t ibang kulay, na para bang may sariling buhay ang bawat isa, kumikinang gaya ng bahaghari sa kalangitan. Ngunit habang siyaโ€™y lumalaki, unti-unti niyang napapansin ang kanyang kaibahan. Ang kanyang kilos at pananalita ay madalas na tinitingnan nang matatalim, at siyaโ€™y binabato ng mga salitang tulad ng โ€œshokla,โ€ โ€œbaklush,โ€ o minsan ay mas masakit pa. Sa kanyang pag-iisa, madalas siyang napapatanong: โ€œBakit may mga taong ayaw sa akin? May mali ba sa akin?โ€

Sa bawat araw na lumilipas, ang dating makulay niyang mundo ay unti-unting dumidilim at nawawalan ng buhay. Ang kanyang tunay na kulay ay pilit niyang itinatago sa anino, upang hindi mahusgahan at masaktan ng masakit na realidad. Ngunit si Juan ay parang salop na unti-unting napupunoโ€”puno ng lungkot, galit, at mga katanungang tungkol sa kanyang dinaranas na hirap. โ€œDahil ba naiiba ako ay masama na?โ€ bulong niya sa sarili. โ€œDahil ba hindi ako tulad nila ay hindi na ako pwedeng matanggap? Hanggang kailan ako magtatago at magpapanggap?โ€

Isang araw, habang siyaโ€™y naglalakad sa kahabaan ng lansangan, nakakita siya ng isang batang puno ng saya at kulay. Sa pagkakita rito, bumalik sa kanya ang masayang alaala ng kanyang pagkabata, kung saan siyaโ€™y malayang nagpapakatotoo; sumasayaw, kumakanta, at nagmamahal nang walang takot. Nabuhayan ng loob si Juan. Nagsimula siyang lumaban, hindi lamang para sa kanyang sarili, kundi para sa mga batang gaya niya, na hindi dapat magpanggap o magtago gaya ng bituin sa likod ng mga ulap. Tumindig siya, buo ang loob. Sa bawat pagtulak ng mga tao, siya ay lalong tumibay; sa bawat panghuhusga, lalo niyang nilalakasan ang tinig na lumaban.

Sa bawat hakbang at sigaw, bumabalik ang kulay sa kanyang daigdig. Dumami ang mga tumitindig kasama niya, at lumakas ang sigawโ€”sigaw ng pagkakaisa para sa pagkakapantay-pantay. Hindi naging madali ang laban, ngunit habang tumatagal ay unti-unti nang nakikita ang tagumpay, bunga ng kanilang sakripisyo at tapang. Ang kanilang pinagdaanang laban ay naging patunay kung gaano kalakas ang komunidad. Patunay na sa kabila ng anumang pagsubok, magkakaroon ng espasyo para sa pagtanggap at pagmamahalan.

Inulan man ng pagsubok si Juan, may bahaghari namang dumating. Habang nakatitig sa makulay na kalangitan, napagtanto ni Juan na kaya ayaw sa kanya ng ibang mga tao ay dahil takot sila sa mga bagay na hindi nila maunawaan. Takot sila sa pagmamahal na hindi nila nakasanayan.

Ang mga kulay sa bahaghari ay hindi lamang nagsisilbing palamuti sa kalangitan; ito ay sumisimbolo sa mga laban, mga sakripisyo, at mga pag-asa. Naintindihan ni Juan na ang pagiging bahagi ng LGBTQIA+ ay hindi lamang tungkol sa kung sino ang tinitibok ng puso mo, kundi ang pagiging bahagi ng isang malaking pamilya na handang tumanggap, handang magmahal, at handang lumaban para sa mundong lahat ay malayang magpakatotoo.

Bicol University Jesse M. Robredo Institute of Governance and Development (BUJMRIGD) participated in the Asian Graduate Studies Summit (A-GRASS) 2025, held from May 21 to 24 in Ho Chi Minh City, Vietnam. As an academic partner of the Asia-Pacific Consortium of Researchers and Educators (APCoRE), BU joined other institutions in promoting research and collaboration aligned with the Sustainable Development Goals (SDGs) under the theme โ€œBridging Knowledge to Action: Transformative Graduate Education and Research for a Sustainable Asia.โ€

As part of the summit, JMRIGD proudly showcased its research efforts through both onsite and online paper presentations.

The onsite presentations took place on May 22, 2025, at Ho Chi Minh University of Technology and Education (HCMUTE), Vietnam. Professor Dr. Ana Marie R. Abante, EnP, Extension Coordinator and Faculty of JMRIGD, presented her study titled โ€œShoreline Realities: A Situational Analysis of Coastal Impact Zones in Gubat, Sorsogon,โ€ which falls under SDG 12 (Responsible Consumption and Production) and SDG 13 (Climate Action). Her study was awarded Best Paper for onsite presenters under these SDGs.

Prof. Jovelle L. Duana, Associate Director and Research Coordinator of JMRIGD, and the Technical Adviser of Lingkod, presented two papers. The first, โ€œDisaster Dialogue: Communication Difficulties and Approaches Between Government Authorities and Residents during the Response Phase of Typhoon Disasters in Legazpi City,โ€ aligns with SDGs 12 and 13. The second paper, โ€œLegislative Performance of the Sangguniang Panlungsod of Sorsogon City in Responding to the Challenges of the COVID-19 Pandemic,โ€ is categorized under SDGs 14 (Life Below Water), 15 (Life on Land), and 16 (Peace, Justice, and Strong Institutions).

Dr. Pritzie S. Rey, Affiliate Faculty of the Master in Public Administration major in Public Procurement (MPAPP) at JMRIGD, shared her research titled โ€œThe Use of PhilGEPS of Bicol University Through the Agency Procurement Compliance and Performance Indicator,โ€ also under SDGs 12 and 13.

Dr. Flored Jay N. Medina, Professorial Lecturer of JMRIGD, presented his study titled โ€œThe Sustainability of the Best Practices in the Implementation of the Ecological Solid Waste Management Act of 2000 in Legazpi City: An Assessment,โ€ which addresses the goals of SDG 12 and SDG 13.

The online presentations were conducted via Zoom as part of the summitโ€™s parallel sessions. Prof. Rachel L. Laurninaria, College Student Activities and Services Coordinator (CSASC) and Faculty of JMRIGD, presented her study titled โ€œStatus and Prospects of Tiwi Community College: Bases for Development Plan,โ€ under SDG 4 (Quality Education).

Prof. Deo L. Geocada, Faculty of JMRIGD, also presented his study titled โ€œAn Economic Hub for Fish Trade in the Municipality of Bulan, Sorsogon,โ€ under SDGs 1 (No Poverty), 2 (Zero Hunger), and 17 (Partnerships for the Goals).

The summit also featured a keynote address by Dr. Tram Nam Tu of Vietnamโ€™s Ministry of Education and Training, roundtable discussions, a research bootcamp with breakout sessions, and a cultural tourโ€”promoting knowledge exchange and regional collaboration.

๐—›๐—”๐—ฃ๐—ฃ๐—˜๐—ก๐—œ๐—ก๐—š ๐—ก๐—ข๐—ช | HARAPAN: The USC Candidates' Grand Debate Forum Live today, May 14, 2025, at 5:00 PM at the Bicol University (BU) Commencement Grounds, as part of the USC and CSC Elections 2025 happening on May 15.

The forum is divided into segments, each providing an opportunity for University Student Council (USC) aspirants to present their platforms, leadership track records, and stances on pressing socio-political issues. To support student participation, the Office of the President released Office Memorandum No. 199, Series of 2024, allowing students to attend the convocation.

The event is also streamed live via the Bicol Universitarian page.

๐—Ÿ๐—ข๐—ข๐—ž | Echo Activity Highlights BPA Students' Experience in Belgium Intensive Program

Three Bachelor of Public Administration (BPA) students, who were part of the Bicol University (BU) delegation in an international intensive program in Belgium, shared an Echo Activity at Room 308, Aquilino P. Bonto Building on May 6, 2025, with Professor Ilse Aerts from Vives University as a guest.

The BU delegates from the Jesse M. Robredo Institute of Governance and Development (JMRIGD), along with Dr. Noemi L. Ibo, JMRIGD Director, were Hermione Gianna L. Llagas, Lingkod Associate Editor; Lance G. Clemente, Lingkod Sci-Tech Editor; and Howell John Edgar B. Albano, a second-year BPA student.

During the activity, they shared insights from their two-week stay at Vives University of Applied Sciences, Bruges and Kortrijk campuses, from March 17-28, 2025. Their sharing centered around three aspects: social, cultural, and agricultural, within the context of the intensive program which focused on Futures Literacy.

Hermione Llagas highlighted the social aspect, sharing how essential socializing is in building international connections. Howell Albano focused on the cultural aspect, sharing how discovering new traditions and sharing their own helped him understand the value of open-mindedness and respect in connecting with other cultures. Meanwhile, Lance Clemente discussed the agricultural aspect through a video presentation, sharing how the program inspired him as a BPA student to support policies that promote food security and innovation in agriculture.

Dr. Ibo, during the Open Forum, shared that student exchange programs help build strong partnerships through the smallest things, like the use of bicycle as a mode of transportation and the use of cartons as a garbage pit. She emphasized that these small observations play a key role in fostering awareness and collaboration among delegates from different countries, eventually leading to glabal positive changes. This idea was echoed by Prof. Aerts, currently in BU as part of an international teaching exchange program, who noted that small things are more important, as the big ones will eventually follow. When asked about political activities at Vives, she mentioned that most students show low involvement and encouraged the audience to first take responsibility for their own countryโ€”specifically by getting involved and votingโ€”before pursuing opportunities abroad or engaging in cross-cultural collaboration.

Following the Open Forum and prior to the awarding of certificates to the JMRIGD delegates, a closing message was delivered by Ms. Evangeline Honrado, Director of the BU International Relations Office (IRO). She reminded the delegates that their participation in the program is not merely a privilege, but also a responsibility and a purposeโ€”to represent what Bicol University stands for and to share the value and opportunities the program has to offer.

๐—›๐—”๐—ฃ๐—ฃ๐—˜๐—ก๐—œ๐—ก๐—š ๐—ก๐—ข๐—ช | A seminar entitled โ€œEuropean Union, Sustainable Development Goals and International Economic Contextsโ€ has started in BU Student Hall, OSAS Building. The event is taking place from 1:00 to 4:00 PM, today, May 6, 2025.

The event is expected to involve topics in resource management, social security and other sustainability measures adapted internationally in Belgium and Europe to be discussed by Professor Ilse Aerts, a professor in Vives University of Applied Sciences in Belgium.

In attendance are the third-year students of Bachelor in Public Administration and Masters of Public Administration students. The event is also attended by the Jesse M. Robredo Institute of Governance and Development faculty and other students from the Graduate school through a Facebook live.
