During a plenary session in the House of Representatives on Monday, Congressman Sergio C. Dagooc of APEC Party-List expressed firm opposition to the growing calls for the privatization of electric cooperatives, warning that such a move could reverse decades of gains in rural electrification and development.

According to the lawmaker, electric cooperatives were established by law as vehicles of the government in the implementation of its national policy on rural development through total electrification. These cooperatives, he added, were never designed for profit but for service. This is particularly true for communities that private utilities historically deemed too remote or unprofitable to serve.

Today, electric cooperatives continue to serve millions of Filipino households across the country, forming the backbone of the country's rural electrification program.

โ€œTo advocate for the blanket privatization of electric cooperatives is to disregard the social, historical, and developmental role they have played in our nation,โ€ Rep. Dagooc said.

While acknowledging that some cooperatives do face governance challenges, the lawmaker cautioned against using isolated cases as a basis for discrediting the entire sector.

โ€œIt is inaccurate, even dangerous, to generalize these issues across the entire sector. [T]o discredit the entire sector and label all cooperatives as failures is not only unjust, it is intellectually dishonest, deliberately misleading, and outright deceitful,โ€ the legislator added.

He emphasized that many electric cooperatives are well-performing, financially sound, and deeply embedded in the communities they serve. โ€œThey are trusted institutions that have grown alongside their member-consumer-owners,โ€ the representative stressed.

Rep. Dagooc further highlighted the dangers of allowing private entities to โ€œcherry-pickโ€ profitable areas already made viable after decades of government investment and cooperative efforts. Rep. Dagooc warned that this move could leave less profitable, harder-to-reach communities without support or access to electricity.

โ€œ[T]hat is the heart of the matter: rural areas will be left behind. Kung ipapasa natin ang responsibilidad sa pribadong sektor, ang mga lugar na malayo, maliit ang konsumo, o mahirap pasukin ay muli na namang mapag-iiwanan,โ€ he emphasized.

Moreover, he underscored that electric cooperatives are more than utilities, they are expressions of democratic participation. โ€œTheir boards are elected, and their decisions are made with community input. That is governance rooted in the people. Privatization strips that power away from communities,โ€ the lawmaker added.

Instead of privatization, the legislator called for targeted reforms such as stronger oversight, increased institutional support, and continued investment in the rural electrification program of the government.

With the 19th Congress fast approaching to the end of its session, the Senate of the Philippines has approved on second reading the bills granting legislative franchises to electric cooperatives serving the provinces of Aklan, Benguet and other areas of Pampanga, Antique and Capiz.

House Bill No. 10243, grants Aklan Electric Cooperative Inc. (AKELCO) a franchise to construct, install, establish, operate, and maintain distribution systems in the municipalities of Altavas, Balete, Banga, Batan, Buruanga, Ibajay, Kalibo, Lezo, Libacao, Madalag, Makato, Malay, Malinao, Nabas, New Washington, Numancia, and Tangalan. Other areas also being served by AKELCO namely, Sapian and Brgy. Damayan from Capiz, and Pandan and Libertad from the province of Antique.

House Bill No. 10483, seeks to grant Benguet Electric Cooperative (BENECO) a franchise to operate and maintain distribution systems in the city of Baguio and municipalities of Atok, Bakun, Bokod, Buguias, Itogon, Kabayan, Kapangan, Kibungan, La Trinidad, Mankayan, Sablan, Tuba, and Tublay.

House Bill No. 10242, meanwhile, grants Pampanga Rural Electric Cooperative Inc. (PRESCO) a franchise to provide electricity to the residents in 34 barangays of the municipalities namely Mexico, Arayat, Sta. Ana and Magalang from the province of Pampanga.

Power Bloc Representatives Presley De Jesus of PhilRECA Party-list and Sergio Dagooc of APEC Party-list are among the authors of the franchise measures.

The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) expresses its full support and appreciation to the Committee on Public Services Chairperson Senator Raffy Tulfo for initiating the swift action at the Senate to call for the approval of these important franchise bills, a significant step toward powering rural communities and ensuring energy access for all Filipinos. #
