Bisig Journal

Maaaring a

The search for a just and lasting peace is a continuing quest. The gains in this regard in the past four decades since the fall of the Ferdinand Marcos dictatorship needs to be revisited. What have we achieved with the formal negotiations between the Government of the Republic of the Philippines (GRP) on one side and the communist and Moro insurgents on the other? What landmark measures have been enacted to address the structural issues that keep Philippine society mired in poverty and various forms of inequality?

The academe must be at the forefront of ensuring that the quest for a just and lasting peace remains a relevant topic in public and scholarly discourse. For one, it would be a waste to let historic bilateral agreements between the GRP and rebel groups become mute and static; their upholding depends largely on how deeply engaged the public is with the matters raised in these documents. In addition, there is a pressing need to counteract the shrinking civic space occasioned by the incessant attacks of those opposed to formal peace negotiations despite the agreement of the GRP and NDFP to restart the formal talks, as articulated in the 2023 Oslo Joint Communique.

This proposed special journal issue of BISIG aims to help achieve these objectives by presenting new academic works, opinion pieces, and creative works on the issue of peace. With logistical help from Scholars for Peace, a network of academics and researchers who advocate for a just and lasting solution to armed conflicts in the country, this publication project aims to gather submissions not just from scholars but also from other sectors of society, including workers, peasants, the urban poor, indigenous peoples, the LGTBTQ+ community, the youth, and other marginalized groups so that they articulate their unique perspectives on the peace process.

The project will accept research articles and opinion pieces that are 5000 to 8000 words in length (inclusive of references), as well as research and field notes, transcripts of discussions, photo essays, and other similar outputs so long as they tackle any of the following topics:

- History of the formal peace processes between the GRP and rebel groups
- The bilateral agreements emanating from the peace processes
- The work conducted by the peace panel members and peace consultants
- How the peace talks affect grassroots communities
- Conceptualizing and critiquing the concept of industrial peace
- Unique perspectives on peace as understood by different sectors of society
- The chilling effect of red/terror tagging
