𝐃𝐂𝐏𝐓𝐡𝐞𝐆𝐚𝐳𝐞𝐭𝐭𝐞 || 𝐇𝐢𝐠𝐡 𝐂𝐨𝐮𝐫𝐭 𝐬𝐭𝐫𝐢𝐤𝐞𝐬 𝐝𝐨𝐰𝐧 𝐄𝐱𝐞𝐜 𝐌𝐞𝐦𝐨

The High Court issued a resolution striking down Memorandum Circular No.01, Series of 2025-2026 which intended to suspend official government and organizational business until the 3rd of January, 2026 in preparation for the upcoming Christmas and Holiday break.

Stated under the resolution, the Court declared that the memorandum issued has no legal standing as the different branches are governed by the principle of the separation of powers and operates under their respective rules and the 2025 Constitution.

Under the 2025 Constitution, the President is granted full control over the Executive Department and has the power to suspend or prorogue Parliament accordance with the rules set by the Constitution and other existing laws.

The Judiciary and the Constitutional Offices are governed by their respective internal rules as mandated by the Constitution.

Last Wednesday, December 3, 2025, the 𝙐𝙀 𝙋𝙤𝙡𝙞𝙩𝙞𝙘𝙖𝙡 𝙎𝙘𝙞𝙚𝙣𝙘𝙚 𝙎𝙤𝙘𝙞𝙚𝙩𝙮 and the 𝘼𝘽 𝙋𝙤𝙡𝙞𝙩𝙞𝙘𝙖𝙡 𝙎𝙘𝙞𝙚𝙣𝙘𝙚 𝘿𝙚𝙥𝙖𝙧𝙩𝙢𝙚𝙣𝙩, with the support of the UE Manila College of Arts and Sciences, welcomed students, youth leaders, faculty, and officials for a dialogue with 𝙈𝙖𝙮𝙤𝙧 𝘽𝙚𝙣𝙟𝙖𝙢𝙞𝙣 “𝘽𝙚𝙣𝙟𝙞𝙚” 𝙈𝙖𝙜𝙖𝙡𝙤𝙣𝙜 of Baguio City. The discussion drew attention to leadership as something lived, not conferred—shaped by the choices we make, the courage to face challenges, and the persistence to act rightly, even when it is difficult.

Mayor Magalong shared his experiences confronting corruption, navigating complex investigations, and carrying the weight of responsibility that comes with insisting on truth. One line lingered long after it was said: “Silence is not neutrality. It is complicity.”

The dialogue emphasized that leadership is not distant or abstract; it begins where people stand, in communities, classrooms, and neighborhoods. It calls on the youth to engage actively, question systems, and act with integrity using knowledge, creativity, and courage to make a difference in spaces that often go unnoticed

In a society where the headlines scream of corrupted systems and blurred truths, we are left to confront a critical question: 𝗪𝗵𝗲𝗿𝗲 𝗱𝗼𝗲𝘀 𝗶𝗻𝘁𝗲𝗴𝗿𝗶𝘁𝘆 𝘁𝗿𝘂𝗹𝘆 𝗯𝗲𝗴𝗶𝗻? When trust in institutions falters, the search for ethical decision making must turn inward, asking 𝘄𝗵𝗮𝘁 𝘄𝗲 𝗰𝗵𝗼𝗼𝘀𝗲 𝘁𝗼 𝗱𝗼 𝘄𝗵𝗲𝗻 𝗻𝗼 𝗼𝗻𝗲 𝗶𝘀 𝘄𝗮𝘁𝗰𝗵𝗶𝗻𝗴. 𝗪𝗵𝗲𝗿𝗲 𝗱𝗼𝗲𝘀 𝘁𝗵𝗶𝘀 𝗰𝘆𝗰𝗹𝗲 𝗼𝗳 𝗰𝗼𝗿𝗿𝘂𝗽𝘁𝗶𝗼𝗻 𝗵𝗶𝗱𝗲? Parliament has passed the UE Political Science Society Records Management Act, establishing a framework for preserving organizational documents and ensuring transparency in governance.

𝗣𝗮𝗿𝗹𝗶𝗮𝗺𝗲𝗻𝘁𝗮𝗿𝘆 𝗕𝗶𝗹𝗹 𝗡𝗼. 𝟬𝟬𝟭, 𝗶𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝗲𝗱 𝗯𝘆 𝗦𝗽𝗲𝗮𝗸𝗲𝗿 𝗝𝗼𝗵𝗮𝗻𝗻𝗲 𝗖𝗵𝗮𝗿𝗺 𝗠𝗲𝗱𝗶𝗮𝘃𝗶𝗹𝗹𝗮 and originally authored by 𝗦𝗲𝗻𝗶𝗼𝗿 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗲 𝗠𝗮𝗴𝗶𝘀𝘁𝗿𝗮𝘁𝗲 𝗝𝗼𝗵𝗻 𝗥𝗲𝗶𝗴𝗻𝗮𝗹𝗱 𝗥𝗲𝘆𝗲𝘀, establishes the PSS Records Management Authority which is tasked tasked with collecting, organizing, and managing the Organization’s official documents.

Furthermore, this legislation establishes the Organization Records, physical copies containing bills, resolutions, and other significant documents to be authenticated and placed under the custodianship of the UE Manila Department of Libraries.

The Act designates a Records Officer and creates specific archives for Executive, Parliamentary, Judicial, Presidential, and Financial records. It also implements strict penalties for document tampering or unauthorized disposal, including removal from office and disqualification from future positions.

Under the 2025 Constitution, after a legislation has been approved by Parliament and transmitted to the Office of the President, the President may either sign the bill into law, exercise the power to veto or in-line veto specific provisions of the bill, or wait for five days until it lapses into law without Presidential action.

In a recently promulgated resolution, the High Court under the stewardship of Chief Magistrate Faustino, mandated the attendance of all the members of the UE Political Science Society in its flagship event, the General Assembly.

The General Assembly, a constitutionally mandated event under Article IX, Section 4., serves as an avenue for the political and academic development of the members and officers of the Organization and shall provide
the opportunity for collaboration, communication, and a collective celebration of the programs, policies, advocacies, and achievements of the Organization.

The event will be held on the 16th of October in which officers of the Organization will formally take their respective oath of office, highlight the plans and programs of the administration for the whole Academic Year, and introduce new members to the UE Political Science Society.
