: The national government should rely on local governments and private groups to build classrooms instead of the Department of Public Works and Highways (DPWH), which charges nearly double, senators said. Sen. Bam Aquino cited Dumaguete City, where locally funded classrooms cost P2.1 million, public-private units P1.5 million, and DPWH classrooms P3.5 million.
Sen. Loren Legarda questioned why DPWH charges over P36,000 per square meter versus P20,000 for private projects. Nongovernmental groups, including the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) and Angat Buhay Foundation, reported even lower costs, while LGU-private partnerships finish classrooms faster—under a year compared with years for public projects.
To address the chronic shortage, Aquino filed Senate Bill No. 121, allowing LGUs and private entities to build classrooms with national funding. “If we can’t find a solution for the backlog of classrooms... the problem may persist under five more presidents,” he warned.
