The Philippine Senate will maintain its ban on confidential funds for civilian agencies in the proposed 2027 national budget, Senate President Sherwin Gatchalian said.

Under the Senate’s position, confidential and intelligence funds would remain limited to agencies with clear law enforcement and national security mandates, while civilian agencies such as the Department of Information and Communications Technology and Department of Transportation would not receive confidential funds.

The issue is especially sensitive as the Senate continues the impeachment trial of Vice President Sara Duterte, whose previous use of confidential funds has become a central subject of scrutiny. Gatchalian said questions about her use of such funds would not be raised during her 2027 budget hearing because the matter is already before the impeachment court.

The Senate is also reviewing the proposed ₱7.2-trillion 2027 national budget, with lawmakers promising tighter scrutiny of spending and greater transparency.
