BARANGAY TANOD FOUND GUILTY OF ANIMAL CRUELTY OVER DEATHS OF IMPOUNDED DOGS
In the blistering summer of 2021, ten impounded dogs in Brgy. Kaingen, Kawit, Cavite died slow and agonizing deaths after being left in cages under the unforgiving heat of the sun. They were inhumanely caught and put in makeshift cages that were originally used for trash and garbage, offering them no shade or protection. Despite their relentless barks and cries, which were clearly audible from the nearby barangay hall, no one came to help them. These helpless animals suffered and perished from prolonged heat exposure and dehydration.
One brave, concerned citizen, Angela, an animal lover and furparent to her own dogs, refused to turn a blind eye. She reached out to PAWS for legal assistance and filed a formal case to seek justice not just for these dogs, but for every voiceless animal failed by those meant to protect them.
After thorough legal proceedings, Barangay Tanod Ronald Restorque was found GUILTY of violating the Animal Welfare Act. Unable to pay the fines imposed, he is now serving prison time for his insolvency.
ANIMAL CRUELTY IS A CRIME—AND NO ONE IS ABOVE THE LAW.
The Animal Welfare Act mandates the humane treatment of all animals, whether they are privately owned or in government custody. Public officials are not exempt from the law, and the impounded animals under their care must also be provided with adequate care. Treating them as disposable is not only inhumane—it is illegal and punishable by law.
We honor Angela for her deep compassion and unwavering commitment to justice, which she extended even to the homeless dogs who had no names, no families, and no one to fight for them. Her actions prove that when we stand up for homeless animals, we can help ensure that justice is served for them and their welfare is looked out for too.
Every animal deserves protection and respect, even those who have no owners or home of their own. Speak up, stand up, and be their voice.
