Vincent Michael "Kuya PA Mike" Labatete Quinto Velasco is the son of Former Supreme Court Associate Justice and incumbent governor, Governor Presbitero βPresbyβ Velasco and Mayor Lorna Velasco of Torrijos, and the sibling of former House Speaker Congressman Lord Allan Jay Velasco, and Atty. ed the love and guidance of his grandparents, Viring Labatete Quinto, a retired teacher, and Felix Quinto, a former forest ranger, where he spent his childhood days in Mataas Na Bayan, Mogpog. Kuya Mike is known for his significant contributions to governance and his dedication to public service. He initiated and organized programs such as the Presby Cup Free Basketball Clinic and Laruang Bitbit ay Ngiti. Kuya Mike seeks to instill values such as teamwork, discipline, and perseverance, using basketball as a medium to empower and inspire the youth. On the other hand, Laruang Bitbit ay Ngiti is a program which involves the distribution of donated toys, games, and school supplies to children in marginalized communities. He is an advocate of music, arts, and culture. He began his music journey at the age of seven, playing the piano. As a keyboardist and former member of the band Escape, he demonstrated his musical talent, with the band releasing an album under Alpha Records. He completed his education at De La Salle University and Far Eastern University Institute of Law, earning degrees in Human Resource Management and Law. He is currently serving as the Provincial Administrator of Marinduque.
