Inquiry on Agricultural Landholding of HRS. Bibiano Andaya
Barangay Marintoc, Mobo, Masbate

Pursuant to the mandate of the Department of Agrarian Reform (DAR) in ensuring transparency and responsive action to stakeholders, the DARMO–Mobo received an inquiry from the tenants of the agricultural landholding in the name of HRS. Bibiano Andaya, located at Barangay Marintoc, Mobo, Masbate.

The subject landholding has an area of 15 hectares and is being evaluated for coverage under the Comprehensive Agrarian Reform Program (CARP), as provided under Republic Act (RA) 6657, as amended by RA 9700, through the Compulsory Acquisition (CA) scheme.

The tenants formally raised questions and sought clarification on the following matters:

Rights and qualifications of tenants with regard to possible award of land as Agrarian Reform Beneficiaries (ARBs).

Obligations of landowners and tenants during the coverage and processing stage.

The inquiry was duly addressed to MARPO Engr. Jojie A. Pacheco, with technical assistance rendered by SARPT Alex B. Amican.

MARPO Pacheco assured the tenants that proper validation and land assessment procedures will be undertaken in accordance with CARP implementing guidelines. He emphasized that qualified tenants who meet the beneficiary selection criteria will be given due consideration in the land distribution process.

This report will form part of the ongoing documentation of landholdings for CARP coverage in Mobo, ensuring that tenant concerns are properly recorded and acted upon in line with the principles of social justice and agrarian reform.

Scheduling of Barangay Agrarian Reform Council (BARC) Orientation
Barangay Council of Mabuhay, Mobo, Masbate

In pursuit of strengthening grassroots participation and enhancing the role of local government in agrarian reform implementation, the Department of Agrarian Reform Municipal Office (DARMO)–Mobo coordinated the scheduling of the Barangay Agrarian Reform Council (BARC) Orientation with the Barangay Council of Mabuhay, Mobo, Masbate on October 13, 2025

The coordination was conducted today, October 6, 2025, with Hon. Marietta Loon, Punong Barangay of Mabuhay, as the official head of the local council.

The orientation is scheduled to equip the Barangay Council with essential knowledge on the functions, duties, and responsibilities of the BARC, focusing on:

The mandate and legal basis of BARC under the Comprehensive Agrarian Reform Program (CARP).

Dispute mediation and conciliation functions at the barangay level.

Collaboration mechanisms between DARMO and the Barangay Council for effective agrarian reform implementation.

Updates on the SPLIT Project in the municipality of Mobo.

The coordination was facilitated by SARPT Alex B. Amican, together with DTSS Staff Luel Ramos, and undertaken under the technical guidance of MARPO Engr. Jojie A. Pacheco.

The Punong Barangay expressed her support and commitment to ensure the active participation of the Barangay Council members in the scheduled orientation.

This initiative forms part of the continuing effort of DARMO–Mobo to empower local stakeholders in sustaining agrarian reform gains and promoting social justice at the grassroots level.

Barangay Agrarian Reform Council (BARC) Orientation
Barangay Council of Lomocloc, Mobo

In line with the continuing efforts of the Department of Agrarian Reform Municipal Office (DARMO)–Mobo to strengthen grassroots participation in agrarian reform implementation, a Barangay Agrarian Reform Council (BARC) Orientation was successfully conducted today October 6, 2025 for the Barangay Council of Lomocloc, Mobo, Masbate.

The activity was facilitated by SARPT Alex B. Amican, with the support of DTSS Staff Luel Ramos, under the technical guidance and direction of MARPO Engr. Jojie A. Pacheco.

The orientation aimed to provide the Barangay Council members with comprehensive knowledge on the following:

Mandate and Role of the BARC – as the frontline institution at the barangay level tasked to safeguard the rights of Agrarian Reform Beneficiaries (ARBs) and landowners.

Functions and Responsibilities – including mediation of agrarian disputes, monitoring of agrarian-related projects, and ensuring equitable implementation of agrarian reform programs.

DAR–LGU Collaboration – emphasizing the importance of partnership between DAR and the Barangay Council in promoting agrarian justice, productivity, and rural development.

Updates on SPLIT Project – highlighting progress in Lomocloc and nearby areas.

The session also included an open forum, where barangay officials raised concerns regarding land tenure issues, support services, and coordination mechanisms with DARMO. Constructive dialogue provided opportunities for clarifying BARC’s vital role in dispute resolution and farmer-beneficiary support.

The activity concluded with a commitment of partnership between the Barangay Council of Lomocloc and DARMO–Mobo in upholding agrarian reform laws and ensuring sustainable development in the community.

This orientation is part of the continuing advocacy of DARMO–Mobo to empower local stakeholders, strengthen agrarian institutions, and sustain the gains of the Comprehensive Agrarian Reform Program (CARP).

The Department of Agrarian Reform Municipal Office (DARMO)–Mobo has recently retrieved the Original Copy of the Original Duplicate Copy of the Certificate of Land Ownership Award (CLOA) under SPLIT involving Agrarian Reform Beneficiaries (ARBs) from Barangay Baang, Mobo. The ARBs include Regino G. Legara, et al., holding CLOA Title O-1721 with an area of 4.7187 hectares, and Cesar B. Deluyas, et al., holding CLOA Title O-2677 with an area of 5.3383 hectares.

The cumulative area of the collective CLOAs is 62.5992 hectares.

This activity was spearheaded by MARPO Engr. Jojie A. Pacheco, together with his staff SARPT and DTSS, as part of the continuing Support to Parcelization of Lands for Individual Titling (SPLIT) Project. The submission ensures proper documentation, validation, and turnover of CLOAs to guarantee that land tenure instruments issued to qualified ARBs are well accounted for and secured.

Through this initiative, DARMO–Mobo reinforces its mandate of providing land tenure security to farmer-beneficiaries, thereby strengthening agrarian reform implementation and rural development in the Municipality of Mobo.

On record, the Original Copy of the Original Duplicate Copy of the Certificate of Land Ownership Award (CLOA) was retrieved under the SPLIT Project for the following Agrarian Reform Beneficiary/ies (ARB): Luz L. Zarsuelo, et. al., with CLOA Title No. O-827 covering an area of 1.7824 hectares located at Lomocloc, Mobo.

This retrieval forms part of the DAR’s continuing mandate to parcelize collective CLOAs and distribute them to individual ARBs, thereby strengthening their rights of ownership and ensuring tenure security over their awarded lands.

The DARMO-Mobo assures that due process is strictly observed in the validation, documentation, and turnover of land titles in accordance with agrarian reform laws and guidelines.

Retrieval of Original Duplicate Copies of CLOAs in Compliance with DARPO Directive

In line with the directive from the Department of Agrarian Reform Provincial Office (DARPO) Masbate, as per the Memorandum issued by AMADEO C. CEDIÑO, OIC-PARPO II, regarding the 2025 target for the generation and registration of e-Titles, the Department of Agrarian Reform Municipal Office (DARMO) Mobo successfully retrieved the Original Duplicate Copies of Certificates of Land Ownership Award (CLOAs) from identified Agrarian Reform Beneficiaries (ARBs) within the jurisdiction.

The retrieval was officiated by MARPO Engr. Jojie A. Pacheco, together with DARMO Mobo staff and DTSS members, namely: Alex B. Amican, Louell John C. Ramos, and Rowelle Kim Balangawan.

The Certificates of Land Ownership Award (CLOAs) retrieved include the following: Prevelita S. Columna, et al., holding CLOA Title O-846 with an area of 1.6768 hectares located in Baang, Mobo; Reynaldo S. Columna, et al., with CLOA Title O-847 covering 2.0402 hectares also in Baang, Mobo; Prevelita S. Columna, et al., with CLOA Title O-849 having an area of 1.7413 hectares situated in Baang, Mobo; and Rosendo Ferrer Ranola, et al., with CLOA Title T-3329 comprising 6.3571 hectares located in Mandali, Mobo this 19th day of September 2025.

Summary of Retrieved Landholdings:

APPLICATION TO PURCHASE AND FARMER’S UNDERTAKING

Pursuant to the provisions of Republic Act (R.A.) No. 6657, otherwise known as the Comprehensive Agrarian Reform Law (CARL) of 1988, as amended, and its pertinent implementing rules and regulations, the identified and qualified agrarian reform beneficiaries (ARBs) under the Comprehensive Agrarian Reform Program (CARP) formally applied to purchase a parcel of land owned by Mr. DALMACIO B. ESQUILLO, covered by OCT/TCT No. P-6883, TD No. 2097, Lot No. H-V-82836, with Approved Survey No. N/A, containing a total area of 23.9384 hectares, more or less, situated at Barangay Balatucan, Municipality of Mobo, Province of Masbate.

The identified agrarian reform beneficiaries (ARBs) of the landholding are Jeralyn P. Valenzuela, a resident of Marcella, Uson, Masbate, who is the actual tiller and designated as a farmer, and Ryan M. Bagalihog, a resident of Armenia, Uson, Masbate, who likewise serves as the actual tiller and farmer of the subject landholding.

The Application to Purchase and Farmer’s Undertaking (APFU) was presided by Hon. DIANA TAMBAGO-SANCHEZ, Presiding Judge, Branch 7, Municipal Circuit Trial Court (MCTC), Mobo-Milagros, Masbate, V Judicial Region.

The activity was also attended and facilitated by Engr. Jojie A. Pacheco, Municipal Agrarian Reform Program Officer (MARPO), and Mr. Alex B. Amican, Senior Agrarian Reform Program Technologist (SARPT), of the Department of Agrarian Reform Municipal Office (DARMO) Mobo.

This formal undertaking signifies the ARBs’ commitment to comply with the terms and conditions of the Comprehensive Agrarian Reform Program and their responsibility as farmer-beneficiaries of the subject landholding.

The Department of Agrarian Reform Municipal Office (DARMO) of Mobo, under the facilitation of Engr. Jojie A. Pacheco, Municipal Agrarian Reform Program Officer (MARPO), together with Mr. Alex B. Amican, SARPT, conducted the proceedings relative to the Application for Issuance of Land Transfer Clearance (LTC) filed by the heirs of the late Antonio N. Balatucan.

They declared that the total aggregate landholding transferred/sold by them to Jennifer T. Lee involves a parcel of land covered by Transfer Certificate of Title (TCT) No. 082-2017000266, with Lot No. 1064, Survey No. CAD-531-D, containing an area of 0.0507 hectares, more or less, located at Umabay Exterior, Mobo, Masbate, and declared under Tax Declaration (TD) No. 8337, executed through a Deed of Absolute Sale.

This report forms part of the official documentation process for the issuance of the required Land Transfer Clearance (LTC) pursuant to the provisions of Republic Act 6657, as amended, and its implementing rules and regulations.

On the Conduct of Orientation for BARC Organization at Barangay Mandali, Mobo, Masbate

On September 15, 2025, the Department of Agrarian Reform Municipal Office (DARMO) – Mobo conducted an Orientation for the Barangay Agrarian Reform Committee (BARC) Organization with the officials of Barangay Mandali, Mobo, Masbate. The session was actively attended by Hon. Divina S. Viterbo, Punong Barangay, together with her Barangay Councilors, who expressed their full support for the strengthening of agrarian reform initiatives in their locality.
The orientation was facilitated by SARPT Alex B. Amican, who presented the role and responsibilities of the BARC in mediating agrarian disputes, assisting in program implementation, and protecting the rights of farmers, tenants, landowners, and small cultivators. The activity highlighted the importance of a functional and well-organized BARC in ensuring grassroots participation and cooperation in agrarian reform matters.
