In accordance with the Compromise Agreement signed by tenant Violeta Cabiles and landowner Romeo Lee, representing Mary Ann R. Japson, a field activity was conducted on July 3, 2025, to carry out an ocular inspection and tree inventory on the subject landholding.

The landholding is covered by OCT No. P-21802, Tax Declaration No. 8094, identified as Lot No. 2516, with a total area of 6.0873 hectares, situated in Barangay Umabay Interior, Mobo, Masbate.

The inspection was carried out by Senior Agrarian Reform Program Technologist (SARPT) Alex B. Amican, was duly witnessed by both parties and their authorized representatives. The activity was also supported by a Barangay Kagawad and Barangay Tanod, ensuring transparency and community participation.

This field operation was officially authorized by the Municipal Agrarian Reform Program Officer (MARPO), ENGR. JOJIE A. PACHECO, in compliance with the agreed terms under the mediation process and in line with DAR's mandate to settle agrarian concerns fairly and peacefully.

The successful conduct of this activity reflects DARMO Mobo’s continuous commitment to providing timely and participatory agrarian reform services for stakeholders in the municipality.

MEDIATION ON ARBS’ HECTARAGE ALLOCATION ISSUES

In support of the Department of Agrarian Reform’s commitment to resolving agrarian disputes and ensuring the efficient implementation of land reform initiatives, a mediation/dialogue was successfully held on July 2, 2025, at the DARMO-Mobo Office. The activity was led by Municipal Agrarian Reform Program Officer (MARPO) Engr. JOJIE A. PACHECO, with technical assistance of SARPT and DTSS personnel.

The mediation aimed to address issues raised by Agrarian Reform Beneficiaries (ARBs) concerning hectarage allocations on a landholding covered under the Comprehensive Agrarian Reform Program (CARP) through the SPLIT Project. The land in question is registered under the names IAN ANTHONY WILSON L. NUÑEZ, ET AL., embraced by OCT CLOAO-673, Lot No. 2258, with a total area of 20.6256 hectares, situated in Barangay PINAMALATICAN, Mobo, and involving seven (7) ARBs.

Under the facilitation of MARPO Jojie A. Pacheco, the concerned ARBs underwent a detailed discussion and validation process. Each participant was provided with the opportunity to present documents, clarify concerns, and resolve discrepancies related to land size and boundary allocations.
The mediation yielded the following outcomes:
• Accurate identification and validation of the ARBs and their respective land allocations;
• Consensus among all ARBs on the corrected and updated distribution details.

The conference ended on a positive note, with all ARBs reaching a mutual understanding and accepting the outcomes of the process.

This successful mediation reaffirms DARMO-Mobo’s unwavering dedication to ensuring just, transparent, and participatory agrarian reform implementation in the municipality.

The entire field operation was led by the SPLIT Project Team under the leadership of Municipal Agrarian Reform Program Officer (MARPO) Jojie A. Pacheco. It was supported by Senior Agrarian Reform Program Technologist (SARPT) Alex B. Amican and assisted by DAR Technical Support Services (DTSS) staff members Louell John C. Ramos and Rowelle Kim Balangawan.

In line with the continuous implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project of the Department of Agrarian Reform (DAR), the Municipal Agrarian Reform Office (DARMO) of Mobo successfully carried out a two-day field activity on June 27 and 30, 2025 in the barangays of Baang and Holjogon, Municipality of Mobo, Province of Masbate.

A key component of the activity was the posting of Notices for the Stakeholder Consultation Meeting related to the SPLIT Project, scheduled on July 27, 2025, specifically in Barangay Holjogon, Mobo, Masbate. These notices were formally validated on June 30, 2025, in compliance with the legal and procedural requirements of the SPLIT Project.

The primary objective of the activity was to orient stakeholders on the parcelization process of the Collective Certificate of Land Ownership Awards (CCLOAs) and the forthcoming issuance of individual electronic land titles (E-Titles) to qualified Agrarian Reform Beneficiaries (ARBs). Pacheco, following the results of the mediation and conference between Ms. Annaliza G. Ballovar, the actual occupant, and Mr. Martin Villamor, the authorized representative of Paz Linda V. Sanchez. The activity aimed to address the ongoing boundary dispute involving adjacent lots within the landholding formerly registered under Pedro Abas.

The subject property is covered by Title No. EPT-2589, Lot Nos. 1–3, Survey No. Psu-125845-1 AMD. (OLT), with a total area of 0.2236 hectares. The landholding is located in Barangay Umabay Interior, Municipality of Mobo, Province of Masbate.

In line with the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project of the Department of Agrarian Reform, the Municipal Agrarian Reform Office of Mobo successfully conducted activity on June 24–25, 2025, in Barangay Lomocloc, Mobo, Masbate.

The activity focused on the discussion of the parcelization process of the Collective Certificate of Land Ownership Award (CCLOA) and the issuance of the subsequent individual electronic titles (E-Titles) to the Agrarian Reform Beneficiaries (ARBs) concerned. The landholding involved is registered under TCT No. CLOA-T-4951, Lot No. 4730, Survey No. CAD-531-D, and is owned by Anysia Masamoc Azares, et. al., with three (3) ARBs as beneficiaries.

The event was facilitated by the SPLIT Team, led by Municipal Agrarian Reform Program Officer (MARPO) Jojie A. Pacheco, with the assistance of Senior Agrarian Reform Program Technologist (SARPT) Alex B. Amican, and the active participation of DARMO Technical Support Staff (DTSS) personnel Louell John C. Ramos and Rowelle Kim Balangawan.

The team also conducted the official turn-over of the Ownership Document Copy (ODC) of the CCLOA title from the ARBs as part of the preparatory documentation for the final issuance of the individual land titles.

NOTICE POSTED FOR UPCOMING STAKEHOLDER CONSULTATION ON SPLIT PROJECT IN BARANGAY LOMOCLOC

In preparation for the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, the Department of Agrarian Reform – Municipal Office of Mobo (DARMO-Mobo) posted an official notice today, June 19, 2025, announcing the Stakeholder Consultation Meeting to be held on June 24, 2025 (Tuesday) at 10:00 A.M. at the Barangay Hall of Lomocloc, Mobo, Masbate.

The purpose of the upcoming consultation is to inform and engage Agrarian Reform Beneficiaries (ARBs) whose lands are covered by Collective Certificates of Land Ownership Award (CCLOAs) regarding the parcelization process and the issuance of individual electronic titles (e-titles) as part of the SPLIT Project.

The official posting of the notice was led by SARPT Alex B. Amican, together with DTSS Louell John C. Ramos and DTSS Rowelle Kim Balangawan, in coordination with Barangay Officials of Lomocloc. This is in line with the Department’s commitment to ensure transparency, stakeholder participation, and proper dissemination of information.

The SPLIT Project aims to strengthen land tenure security by subdividing collective land titles into individual titles, thereby empowering ARBs with clearer property rights and access to support services.

Boundary Dispute Between Ballovar and Villamor Parties Subject of Mediation at DARMO-Mobo

MOBO, MASBATE – In line with the implementation of DAR Administrative Order No. 3, Series of 2017, the Department of Agrarian Reform Municipal Office (DARMO) in Mobo conducted a mediation and conference on June 19, 2025, to address a boundary dispute involving Lot No. 1-3 covered by Title No. EPT-2589, located at Brgy. Umabay Interior, Mobo, Masbate.

The dialogue was held between Mrs. Annaliza G. Ballovar, the actual occupant and complainant, and Mr. Martin Villamor, the authorized representative of landowner Paz Linda V. Sanchez, with the presence of Mrs. Nida F. Ampalayohan, representative of the Villamor family.

During the discussion, it was acknowledged that while the approved plan reflects the correct lot area of 0.2236 hectares, the actual boundaries on-site require verification. Mrs. Ampalayohan noted that the land had been cultivated by the Villamor family and contains trees planted even before the survey was conducted.

To resolve the issue fairly, both parties agreed to conduct an ocular inspection of the property on June 25, 2025, with the presence of DAR personnel and barangay representatives. The inspection aims to establish the physical boundary lines on the ground and clarify land use history.

DARMO-Mobo continues to promote peaceful and lawful settlements of agrarian disputes through dialogue, field validation, and community involvement.
