Silang, Cavite – The Philippine National Police Academy (PNPA) remains committed in upholding the highest standards of discipline, integrity, and accountability among its cadet corps. In line with its core values of Justice, Integrity, and Service, the Academy has released its disciplinary report for the Calendar Year 2024-2025, emphasizing that honor and character remain non-negotiable foundations of leadership development.

A total of 𝟭𝟱𝟮 𝗖𝗮𝗱𝗲𝘁𝘀 have faced administrative sanctions during this calendar year due to various violations of Academy rules and regulations. The breakdown of these disciplinary actions is as follows:

These figures reflect the Academy’s firm resolve to mold not only competent but morally upright future officers of the Philippine National Police.

The rules are strictly implemented inside the Academy, and discipline is closely observed in all aspects of cadet life — both disciplinary (as outlined in the Cadet Guidebook) and non-disciplinary (including academic and non-academic performance). The Cadets are trained to embody the value of discipline both inside and outside the Academy — not merely in words, but through consistent action. This stern response reinforces the institution's commitment to upholding the honor code and maintaining the integrity of its cadetship.

As future public safety leaders of the country, cadets are expected to uphold high moral standards, adhere to regulations, and fulfill their responsibilities with integrity. Any act of misconduct, dishonesty, or failure to meet the physical, academic, or character requirements is dealt with accordingly — through dismissal, suspension, or turnback.

“The Academy does not condone any behavior that undermines the standards of professionalism and ethical conduct. Every cadet is expected to uphold the honor of the institution and abide by the Code of Conduct at all times,” said PMGEN CHRISTOPHER C BIRUNG, Director PNPA.

Each case underwent due process through the Honor Committee, Cadet Disciplinary Committee, and/or Academic Board to ensure fairness and adherence to established protocols. The imposition of these penalties serves both corrective and preventive purposes — reinforcing accountability while serving as a deterrent to others.

The PNPA, renowned for its rigorous education and training programs and emphasis on discipline, fosters an atmosphere where cadets are expected to embody the highest standards of moral conduct. The honor system has been a cornerstone of the academy, leaving no room for compromise or leniency.

The Academy remains committed to developing disciplined and principled public safety officers who will serve the nation with distinction.

ATTENTION, ASPIRING PNPA CADETS!!📣

The Philippine National Police Academy (PNPA) is set to open their Cadet Admission Test Online Application System 2025 (CAT-OAS) this coming June 1 to September 30, 2025.

Documentary requirements needed for applicants:
— PSA Birth Certificate
— Passport-sized or 2x2 picture with name tag

The online application will officially be open from June 1 to September 20, 2025. While waiting, you may prepare the required documents in advance.

PNPA, NAGLULUKSA SA PAGPANAW NG BAGONG KADETE NA SI RYAN LUCENA NA TUBONG PEÑABLANCA, CAGAYAN

Nagdadalamhati ngayon ang Philippine National Police Academy (PNPA) kasunod ng pagpanaw ng bagong kadete na si Ryan B. Lucena mula bayan ng Peñablanca, Cagayan nitong Mayo 7, 2025.

Ayon sa ulat ng PNPA, unang dinala sa Academy Health Service si Lucena matapos itong mahimatay habang kumakain ng pananghalian. Una umano siyang na-diagnosed ng heatstroke kaya mabilis nilapatan ng paunang lunas bago dinala sa PNP General Hospital.

Kaugnay rito, namalagi si Lucena sa Intensive Care Unit (ICU) kung saan natukoy sa pagsusuri ng mga duktor na lumala ang kondisyon nito at nagdulot ng Cardiogenic Shock, Intractable Hyperkalemia, Acute Kidney Injury, at Rhabdomyolysis Nephropathy.

Kaugnay rito, bandang alas 2:54 ng hapon nitong Mayo 07, 2025 nang ideklara ng duktor ang pagpanaw ng kadete.

Samantala, inatasan na rin ng PNPA ang mga opisyal nito kaugnay sa pagsasaayos sa burol ng namayapang kadete kasama na ang pagsagot ng akademya sa lahat ng hospital bills nito habang ipinag-utos din sa tanggapan ng Police Regional Office 2 ang pagbibigay ng nararapat na pagkilala at parangal para kay Lucena.

𝐏𝐍𝐏𝐀 𝐌𝐎𝐔𝐑𝐍𝐒 𝐓𝐇𝐄 𝐏𝐀𝐒𝐒𝐈𝐍𝐆 𝐎𝐅 𝐀 𝐍𝐄𝐖 𝐂𝐀𝐃𝐄𝐓

The Philippine National Police Academy mourns the passing of New Cadet Ryan B. Lucena, who joined our Creator on May 7, 2025. The said cadet went into cardiac arrest while admitted at the Intensive Care Unit of the PNP General Hospital (PNPGH) and was declared dead by the attending physician at approximately 2:54 PM after continuous resuscitation and efforts were made to revive him.

The said cadet was initially brought to the Academy Health Service due to loss of consciousness during noon mess, possibly due to extreme heat. He was initially diagnosed with heatstroke and was given initial treatment and hydration and was immediately transported to PNPGH for further evaluation and management. He was admitted at the ICU of PNPGH for close monitoring, however, the said cadet’s medical condition deteriorated, which led to his untimely demise. Cause of death was Cardiogenic Shock, Intractable Hyperkalemia, Acute Kidney Injury.

Senior Officials of the academy have been tasked to manage the entire burial arrangements for Cadet Lucena, while Police Regional Office 2 has been requested to provide appropriate honors for the cadet , who is from Peñablanca, Cagayan. The PNPA National Flag will also be flown at half-mast. PNPA has provided for the full hospitalization expenses and will continue to provide for the entire burial needs of Cadet Lucena, including financial assistance.

The father and his family are likewise requesting privacy as they mourn his passing.

The Oath-Taking and Reception Rites of the New Cadets, who are members of PNPA Class 2029, took place last May 5, 2025. As the heat in Tartaria, Silang, Cavite, reached the “caution” category, with values between 27℃ and 32℃, the New Cadets were issued individual water canteens, and the Academy Health Service is providing a close 24-hour monitoring with proper hydration measures.

PNPA Administration will never cease working to establish effective yet proactive approaches to our cadets' training and development, with top priority given to their health, safety, and well-being.
