In a significant move toward bringing essential public services closer to the people, the Northern Samar Government Service Facility was officially launched at the University of Eastern Philippines (UEP) in Catarman.

The facility will soon house frontline services from partner agencies such as CHED, NBI, and PRC, streamlining processes for students, alumni, employees, and the community.

The ribbon-cutting and blessing ceremony gathered key university and provincial officials, led by UEP President Dr. Cherry I. Ultra, former Congressman Hon. Paul R. Daza, and Vice Governor Atty. Clarence E. Dato, who represented Governor Harris Christopher M. Ongchuan and Congressman Edwin Marino C. Ongchuan, along with members of the Sangguniang Panlalawigan from the First District of Northern Samar.

Representatives from partner agenciesโ€”including the Commission on Higher Education (CHED), Department of Education (DepEd), Professional Regulation Commission (PRC), and National Bureau of Investigation (NBI)โ€”also graced the event, marking a collaborative step toward accessible public service delivery.

The blessing of the facility was officiated by Rev. Fr. Ryan Keven Canales, followed by a short program.

In her welcome message, Dr. Ultra reaffirmed the universityโ€™s commitment to fostering partnerships that promote public welfare. She commended Hon. Paul R. Daza for his vision and initiative, describing him as โ€œthe driving force behind the establishment of this facility,โ€ which she said would significantly benefit both the university community and the people of Northern Samar.

Speaking on behalf of the provincial leadership, Vice Governor Dato lauded Hon. Dazaโ€™s dedication, recalling how the project was immediately supported by both the provincial and congressional offices once proposed. He underscored how such collaborative undertakings embody the shared goal of inclusive governance.

In his message, Hon. Paul R. Daza expressed his fulfillment in seeing the project come to fruition. He reflected on the long-standing challenges faced by Nortehanons, particularly those from the Second District, who previously had to travel to Tacloban or Calbayog to access basic government services. Motivated by this reality, he championed the establishment of the Northern Samar Government Service Facility to bring these services closer to the peopleโ€”saving time, effort, and resources for many Nortehanons.

Closing the ceremony, UEP Vice President Dr. Nelia M. Adora extended her gratitude to Hon. Daza and all partners involved. She highlighted that UEP continues to strengthen its linkages with national and local agencies in pursuit of community-centered initiatives that go beyond education and contribute to regional development.

Located in UEP Zone 2, the newly inaugurated facility stands as a testament to the spirit of collaboration between the government and the academeโ€”serving as a vital hub where Nortehanons can conveniently access a range of government services within their province.

The University of Eastern Philippines (UEP), led by President Dr. Cherry I. Ultra, proudly congratulates the 31 new Registered Veterinarians from the College of Veterinary Medicine (CVM) who successfully passed the recent licensure examination held on October 27-29, 2025.

The college achieved an overall passing rate of 43.06%, comprising 16 first-time passers (50.00%) and 15 repeaters (37.50%) โ€” a reflection of UEPโ€™s steadfast commitment to academic excellence and professional competence.

This remarkable accomplishment stands as a testament to the dedication of UEPโ€™s faculty, the perseverance of its students, and the strong academic foundation that continues to produce skilled and compassionate professionals in the field of veterinary medicine.

Catarman, Northern Samar โ€” A symbolic celebration of peace, hope, and transformation took place at the Centennial Building of the University of Eastern Philippines (UEP) during the completion ceremony of Peacebuilders of Balay Darangpan. The event brought together government officials, local leaders, and representatives from partner agencies. This gathering showed the provinceโ€™s ongoing commitment to peace and reintegration efforts for former rebels.

The ceremony marked the end of the participantsโ€™ journey at Balay Darangpan, a facility established by the Provincial Government of Northern Samar to provide temporary shelter and rehabilitation for former rebels as they transition into active community members. During their stay, the Peacebuilders participated in programs focused on values formation, livelihood training, psychosocial healing, and civic reorientation. These programs aimed to prepare them for full reintegration into society.

University President Dr. Cherry I. Ultra attended the event and delivered an inspiring message. She highlighted the important role of education in promoting peace, national unity, and sustainable development. Dr. Ultra stated that the University is committed to supporting government programs that promote restorative justice and inclusive growth. She emphasized UEPโ€™s role in guiding youth towards peace, patriotism, and civic responsibility.

In her speech, Dr. Ultra pointed out that the government's reintegration program represents a shift from punishment to restoration. This approach aims to transform lives and strengthen communities. She also referenced the biblical verse James 3:18, reminding everyone that true peace is key to righteousness and progress.

The event was attended by different provincial and municipal officials โ€” representatives from the Provincial Social Welfare and Development Office Ms. Jenny O. Darish, RSW and Ms. Janette Bragais - Borac, RSW; Sinag ng Hilaga and CSO Representative, Ptr. Paul R. Reynaldo; NSPPO Provincial Director PCol Sonnie B. Omengan; DILG Provincial Director Geraldine C. Maquelabit; 803rd Brigade Commander BGen. Carmelito T. Pangatungan; and Northern Samar Governor Christopher Harris Ongchuan. Each expressed pride in the Peacebuilders' achievements and reaffirmed their commitment to sustaining peace and development efforts across Northern Samar.

As the ceremony concluded, the newly reintegrated Peacebuilders stood as living examples of hope and change. They showed that transformation is possible through compassion, education, and unity. The event celebrated individual progress and the shared goal of lasting peace and inclusive progress.

On its second day, the University of Eastern Philippines (UEP) sustained the distribution of the Tulong Dunong Program (TDP) grants from the Commission on Higher Educationโ€“Unified Student Financial Assistance System for Tertiary Education (CHED-UniFAST) at the UEP Gymnatorium.

The event gathered numerous student-beneficiaries and parents, many of whom personally represented their children to receive the educational assistance.

Gracing the program were UEP President Dr. Cherry I. Ultra, former Congressman Hon. Paul R. Daza, former Board Member Dr. Jing Layon, and CHED-UniFAST Regional Lead Coordinator Engr. Lester Quiton.

In his message, Hon. Daza emphasized the vital role of education in breaking the cycle of poverty and uplifting communities. He clarified the distinctions between the Tulong Dunong Program (TDP) and the Tertiary Education Subsidy (TES), highlighting their respective benefits and purposes. He also underscored the significance of government initiatives such as 4Ps in promoting equitable access to education.

Hon. Daza expressed his gratitude to Engr. Quiton and CHED Regional Office VIII for their continued partnership and dedication to streamlining financial assistance programs for students. Before concluding, he assured the beneficiaries of his openness to concerns and encouraged them to reach out to him through his social media platforms.

The distribution of TDP grants will continue until tomorrow at the UEP Gymnatorium.

The office of Representative Jude A. Acidre, Chairperson of the House Committee on Higher and Technical Education (CHTE), has officially appointed Hon. Atty. Don L. Abalon as his Permanent Representative to the Board of Regents (BOR) of the University of Eastern Philippines (UEP). This appointment is effective from September 8, 2025, until June 30, 2028, unless it is revoked sooner.

This appointment follows Section 3 of Republic Act No. 8292, also known as the Higher Education Modernization Act of 1997. This law allows the Chairperson of the House Committee on Higher and Technical Education to be an ex-officio member of the governing boards of all State Universities and Colleges (SUCs) across the country. As the permanent representative, Atty. Abalon will perform the powers, responsibilities, and duties of a Board of Regents member, except for the authority to vote for the SUC presidency, as required by law and related policies.

The University of Eastern Philippines, under the leadership of Dr. Cherry I. Ultra, fully supports Congressman Jude Acidre and his representative Hon. Atty. Don L. Abalon. The University Administration will continue to work hand in hand with Congressman Acidre and his representative to pursue programs and initiatives that will further improve academic excellence, institutional development, and the overall progress of the UEP Academic Community.

To ensure a safe and protected UEP academic community, the Office of the University President Dr. Cherry I. Ultra released Memorandum Order no. 210 series of 2025, upon the recommendation of the Director of the University Medical and Dental Health Services Unit, informing all concerned of the guidelines relative to the wearing of face masks and strengthened hygiene practices within the work places and during conduct of classes.

The order informed that the university will implement optional wearing/use of face masks within the work places and during the conduct of classes. The order also direct all those who are experiencing illnesses, such as but not limited to fever, runny nose, cough, colds, or skin rashes among others to mandatorily wear/use face mask in their workplaces and during the conduct of classes.

Further, the order also encouraged the general public to follow health measures accross all colleges, offices, classrooms, and other university facilities

The Human Resource Management Office (HRMO) of the University of Eastern Philippines (UEP) has released an update on the processing and release of honoraria for part-time lecturers covering the Second Semester of AY 2024โ€“2025 and the First Semester of AY 2025โ€“2026.

A total of 190 part-time lecturers have already been issued their semestral contracts of service for the First Semester of SY 2025โ€“2026. The HRMO report details the payroll progress and disbursement schedule of various batches of lecturers, reflecting the officeโ€™s ongoing efforts to ensure timely processing of faculty compensation.

For the Second Semester of SY 2024โ€“2025, Batches 1 to 37, comprising 212 lecturers, have already received their payroll disbursements between March 17 and October 20, 2025. Additional payrolls for DV 1โ€“2 and DV (RLE) were also disbursed in August and October, respectively. Batch 38, consisting of six lecturers, has been processed and is currently set for payment or disbursement. Meanwhile, Batches 39 and 40 remain under evaluation and payroll preparation, with the HRMO continuing to receive pertinent documents for processing.

For the First Semester of SY 2025โ€“2026, the HRMO has begun payroll preparations for the first batch of 25 lecturers whose documents were received from October 24 to 27, 2025. Batch 2, whose documents were received on October 28, 2025, is currently under evaluation pending the submission of required documents.

Through this timely update, UEP through its HRMO reaffirmed its commitment to efficiency and transparency in handling part-time faculty contracts and payrolls.

In its continuing pursuit of accessible and inclusive education, the University of Eastern Philippines (UEP) hosted the Commission on Higher Educationโ€™s (CHED) Tulong Dunong Program (TDP) distribution ceremony on October 28, 2025, at the University Gymnatorium.

The Tulong Dunong Program, implemented under CHEDโ€™s Unified Student Financial Assistance System for Tertiary Education (UniFAST), provides financial aid to deserving students from both public and private higher education institutions. The initiative embodies the governmentโ€™s unwavering commitment to empowering Filipino youth through education.

Gracing the event were UEP President Dr. Cherry I. Ultra, Office of Student Affairs Dean and University Registrar Prof. Arnold P. Rapsing, Vice Governor Atty. Clarence E. Dato, former Congressman Paul R. Daza, former Board Member Dr. Jing Layon, and CHED Regional Office VIII officials Dr. Jane A. Latorre and Engr. Lester Quiton. Also in attendance were the student-beneficiaries and their parents, whose presence reflected a shared aspiration for educational advancement and community development.

In her welcome address, Dr. Ultra underscored the significance of scholarship programs like the TDP in making higher education attainable for all. She reaffirmed UEPโ€™s steadfast commitment to delivering quality and inclusive education and expressed gratitude to CHED, UniFAST, and the local government for their continued partnership in ensuring equitable access to learning opportunities.

Speaking on behalf of Governor Harris Christopher M. Ongchuan, Atty. Dato conveyed the provincial governmentโ€™s strong support for educational development. He noted that while the governorโ€™s administration is anchored on the pillars of Health, Capacity Building and Climate Resilience, and Opportunities (HCO), education remains central to empowering the youth and uplifting communities.

Delivering the message of 2nd District Representative Cong. Edwin Marino C. Ongchuan, Atty. Dato emphasized the congressmanโ€™s enduring advocacy for sustainable education for all Nortehanons. He highlighted ongoing initiatives and financial aid programs aimed at strengthening educational accessibility across Northern Samar.

Meanwhile, former Congressman Paul R. Daza, representing 1st District Representative Cong. Niko Raul S. Daza, discussed studentsโ€™ rights and privileges under Republic Act No. 10931, or the Universal Access to Quality Tertiary Education Act. He also clarified the distinctions between the Tulong Dunong Program (TDP) and the Tertiary Education Subsidy (TES), providing students with a clearer understanding of the governmentโ€™s comprehensive support system for learners.

Following the inspirational messages, the ceremonial distribution of financial assistance commenced. Representing CHEDRO VIII Regional Director Dr. Maximo C. Aljibe, Engr. Quiton delivered the closing message, reaffirming CHEDโ€™s continued dedication to inclusive education through initiatives like the TDP. He stressed that education remains the cornerstone of national development and individual empowerment, especially in communities such as Northern Samar.

The event culminated in the release of financial grants to qualified student-beneficiaries, facilitated by the UEP Cashierโ€™s Office.

Running for three days, the Tulong Dunong Program distribution stands as a testament to the collective efforts of UEP, CHED, and local government partners in upholding every Nortehanonโ€™s right to quality, affordable, and transformative education.
