The 17th Sangguniang Panlungsod of Ormoc approved during its plenary session on Tuesday, October 13, 2026, a resolution authorizing the city mayor or acting city mayor to enter into a Memorandum of Agreement (MOA) with the Municipality of Isabel, Leyte, allowing the temporary disposal of its residual solid waste at the Ormoc City Sanitary Landfill.
Under the agreement, Isabel will be permitted to dispose of a maximum of 10 metric tons of residual waste per week until December 31, 2026, subject to the landfill's available capacity and strict environmental regulations. The municipality must shoulder all collection, segregation, transportation and hauling expenses, including applicable tipping fees, while hazardous, infectious, recyclable and biodegradable wastes will be prohibited. The arrangement is intended to address Isabel's limited access to sanitary landfill facilities while ensuring compliance with Republic Act No. 9003, or the Ecological Solid Waste Management Act of 2000.
The resolution was jointly moved by Councilor Burt J. Pades, chairperson of the Committee on Laws and Ordinances, and Councilor Jasper M. Lucero, vice chairperson of the Committee on Environment and Natural Resources and Energy Conservation. The agreement follows a recommendation by the city's Environment and Natural Resources Office (ENRO), which emphasized the need to protect Ormoc's remaining landfill capacity while extending temporary assistance to the neighboring municipality. The MOA will take effect upon signing by both local government units, with Ormoc retaining the authority to inspect and reject waste deliveries that violate the agreed conditions.
