According to the law and the mandate of the people, all contractors who have acted as instruments of corruption are required to return the funds they have unlawfully taken. These funds do not belong to any individual; they belong to the citizens and to the nation they have betrayed.
If they claim that the money cannot be returned or assert that it no longer exists, the government will exercise its full authority to recover what was stolen. Every property, business, vehicle, and asset, whether registered under their name or concealed under the names of others, will be seized, forfeited, and liquidated to match the exact value of the embezzled funds and the deception committed against the public.
By accepting these responsibilities and signing these terms, they have bound themselves to accountability. There will be no escape and no exemption. Ill-gotten wealth will never remain in the hands of the corrupt. Everything will be returned to the people, because justice demands nothing less than full accountability.
If a corrupt contractor refuses to return stolen funds, Philippine law allows the government to recover the money through court-ordered repayment, asset seizure, criminal prosecution, and civil forfeiture, ensuring full accountability.
