๐‹๐Ž๐Ž๐Š: Metro Manila, Philippines โ€” The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued an advisory warning of heavy rains in several parts of the country as a low-pressure area (LPA) continues to affect the weather.

As of 3:00 a.m. on September 1, the LPA was spotted 570 kilometers east-northeast of Virac, Catanduanes. PAGASA said the weather disturbance will bring moderate to heavy rainfall over the Bicol Region, Aurora, Bulacan, Quezon, Rizal, Metro Manila, Visayas, Mimaropa, and the rest of Central Luzon and Calabarzon. The agency also warned of possible flooding and landslides, while the southwest monsoon is expected to bring additional rains.

In response, the Department of the Interior and Local Government (DILG) announced the suspension of classes in all levels across several provinces and cities, including the National Capital Region, Cavite, Laguna, Quezon, Camarines Norte, Camarines Sur, Albay, Catanduanes, Sorsogon, Masbate, Northern Samar, Occidental Mindoro, Antique, Negros Occidental, Pampanga, and Rizal.

As part of the Buwan ng Wika celebration, the Komisyon sa Wikang Filipino (KWF) hosted a webinar attended by lawmakers, language advocates, and members of the deaf community to highlight the importance of both spoken and signed language in fostering cultural identity, inclusivity, and effective communication, especially during times of disaster.

The program was moderated by Mitzi Mae Tabao, an on-the-job trainee from the Information and Publications Division.

Senator Jinggoy Estrada delivered the opening message, underscoring the importance of valuing our native language and culture as the foundation of national identity. This was followed by Senator Erwin Tulfo, who spoke about the power of the Filipino language and other native tongues as vital tools for understanding and unity.

Senator Win Gatchalian emphasized the role of language in shaping the values and identity of Filipinos through the continued promotion and preservation of both Filipino and native languages.

Mr. Jomar Caรฑega, Chief Language Researcher and Head of the Information and Publications Division of KWF, shared the commissionโ€™s current programs and initiatives aimed at strengthening the Filipino language.

Mrs. Carolyn Dagani discussed the importance of Filipino Sign Language (FSL) as an integral part of the national language and as a basic right for deaf youth to express themselves and be understood. She was joined by interpreters Jemuel Japson and Edna Comia.

During the open forum, participants discussed challenges and proposed solutions to improve communication for deaf and hard-of-hearing individuals during emergencies such as earthquakes, typhoons, and fires.

The webinar concluded with valuable insights and a deeper understanding of the role of language, whether spoken or signed, as a bridge toward equality, progress, and unity.

READ: According to its morning bulletin, the Philippine Institute of Volcanology and Seismology (Phivolcs) recorded 31 volcanic earthquakes and 30 brief volcanic tremors at Taal Volcano over a 24-hour period. Each tremor lasted about a minute, signaling a noticeable uptick in activity.

An earlier advisory released on August 10 revealed that the Taal Volcano Network (TVN) detected a rise in real-time seismic energy (RSAM), along with persistent volcanic tremors. Between August 9 and 12, the network logged 19 volcanic quakes and 21 tremors, significantly higher than the four quakes and one tremor observed from August 1 to 9.

Phivolcs explained that these volcanic earthquakes are typically triggered by the movement of magma or related underground processes beneath or near the volcano. Despite the increase in seismic events, Taal Volcano remains under Alert Level 1.

LOOK: Starting today, August 13, senior citizens, persons with disabilities (PWD), and students no longer needed to fill out forms to get their 50% fare discount when riding MRT-3, LRT-1, and LRT-2.

Transportation Secretary Vince Dizon said the move aims to save time and reduce inconvenience for passengers. He explained that filling out the form usually takes one to one and a half minutes, which causes delays for other commuters.

The Department of Transportation hopes that these changes will help to improve the daily train experience of commuters.

LOOK: According to the QC Health Department - Epidemiology and Surveillance Division (QCESD), 207 leptospirosis cases and 24 deaths were recorded from January 1 to August 3, mostly due to continuous heavy rains and flooding.

Although this is 15% lower than the same period in 2024, the high number of deaths remains alarming. Most cases involved men aged 41 to 50, while patients were ranged from 5 to 75 years old.

Health officials say leptospirosis is mainly caused by wading in floodwaters contaminated with rat or other animal urine. Ongoing rains, recent typhoons, and the southwest monsoon have increased flooding in in low-lying areas, that caused raising the risk of infection.

Residents are strongly advised to avoid floodwaters, or, if unavoidable, wear boots or other protective footwear. Anyone who has been exposed should visit the nearest health center for check-up.

READ: Between April and June, the Philippine economy grew by 5.5 percent, showing a slight uptick from the 5.4 percent expansion recorded in the first quarter of the year. This modest increase was largely supported by a reduction in inflation, which likely helped boost consumer spending as prices became more manageable for households.

On the other hand, government spending was limited due to a freeze on public disbursements linked to the election period, which curbed overall public sector expenditure during these months.

Even with this growth, the pace was significantly slower compared to the 6.5 percent expansion registered in the same quarter last year. Additionally, the figure fell just short of what market analysts had anticipated.

๐—ฅ๐—˜๐—”๐——: Last Saturday, August 2, The Philippine and US militaries held a joint exercise at Clark Air Base to practice delivering emergency aid to flood-affected communities. Using the US MV-22 Osprey aircraft, the teams transported food packs from the Department of Social Welfare and Development (DSWD), demonstrating fast response, coordination, and teamwork in disaster relief efforts.

The emergency response is part of ongoing joint action between the Philippines and the US to strengthen their strong strategic and partnership.

๐—Ÿ๐—ข๐—ข๐—ž: Starting School Year 2025โ€“2026, eligible private school teachers will receive an increased annual salary subsidy of P24,000, up from the previous P18,000. This adjustment was confirmed after the State Assistance Council approved the proposal.

The subsidy hike was prompted by President Marcosโ€™ call during his fourth State of the Nation Address, where he stressed the importance of equal opportunities and improved education standards across sectors.

Education Secretary Sonny Angara pointed out the pay gap between private and public school teachers and emphasized the need to address it, during a signing event held Thursday in Makati City.

The Teachersโ€™ Salary Subsidy is part of the GASTPE initiative, created under Republic Act No. 8545, also known as the Expanded Government Assistance to Students and Teachers in Private Education.
