This study involves the construction of an IoT-Based USV with surveillance and alert systems for flood navigation and first responder assistance. By integrating the use of submersible drones and intelligent machines into flood management and response strategies, the Philippines can enhance its ability to respond to flooding events more efficiently and more effectively. In accordance with the United Nations Sustainable Development Goal 9 which calls for the construction of resilient infrastructure, the promotion of inclusive and sustainable industrialization and foster innovation, this study contributes to increasing the utilization of robotics during flood management and emergency responses in the Philippines. Therefore reducing the damage done to communities and infrastructure while avoiding the risk of deaths. Additionally, in circumstances where direct communication is difficult, responders and survivors can communicate with each other through teleported robots and drones
