A SIMPLE WAY OF UNDERSTANDING HOW THE 2022 NATIONAL ELECTIONS WERE RIGGED

I present here how the 2022 National and Local Elections were rigged based on the digital forensics of Ret. Brig. Gen. Eliseo Rio, Jr., a reputable IT expert, in a simple way as I can, for people who are technologically challenged like myself. We will divide our presentation into three parts: A. The Official Plan; B. What Comelec Actually Did; C.Results/Consequences.
A.The Official Plan: End-to-End Transmission Path
1.This official plan, provided by TELCOS, was shown to the public, political parties, poll watchers, and watchdogs by Comelec before the 2022 elections. No private networks nor middle routers or gateways.
2. All Vote Counting Machines (VCMs) transmit simultaneously their Election Returns (ERs) to three servers: 1) Municipal servers; 2) Central Server; 3) Transparency Server. The Municipal, Provincial, and National (Central) Servers are official and serve as the base for proclaiming the winners, but not immediately accessible to the public. The Transparency Server Count is immediately known and accessible to the public.
3. Each VCM,107,000+ in all nationwide, has a unique public IP address assigned by the TELCOS’ Internet Service Providers (ISP) (e.g., Globe, Smart). It is the standard of all ISPs worldwide to provide a unique public IP address to a wireless modem. The public IP address is like a home address that needs to be unique to avoid postal chaos, which happens when houses in a subdivision for instance have the same addresses.
4. The TELCOS assign each VCM with a public IP address through a modem. The unique addresses of the VCMs, which transmit the ERs to the Municipal, Central, and Transparency servers are recorded in these servers.
5. The government paid 1.053 billion pesos for this official End-to-End Path.
B. What The Comelec Actually Did
1. What Comelec did in violation of the Official End-to-End Path came to light when Raw Files were posted on the Comelec website by Comelec personnel. If this were done purposely, rather than inadvertently, these personnel would practically be whistleblowers. An ironic twist of events, Comelec itself has provided the direct evidence of the electoral fraud.
2. Upon analyzing the Raw Files, Gen. Rio saw that they had the data of IP addresses of all VCMs (Vote Counting Machines) which transmitted votes to the Comelec Transparency Servers. These turned out to be Private IP Addresses that could only come from an illegal device connected to the Local Area Network (LAN) within Comelec and not from the Public Network of TELCOS. The Raw Files have provided documented evidence of the systematic rigging of the elections, beyond mere speculation or doubt.
3. The existence of the Private Network was kept secret and only revealed through the RAW FILES. This, a violation of the End-to-End Path, must have been done when the system was altered. At that time, Namfrel discovered a change in the hash tag that indicated a change in the VCM software which Comelec just dismissed as typographical error. Any alteration impacts the election results. The configuration of the VCM's SD cards was also carried out without witnesses as required by law. And just a week before Election Day, Comelec announced a major change in transmission protocol which Senators Lacson and Sotto complained might lead to election fraud, as it actually did.
4. The Private Network was interfaced with the Public Network, through what is called in computer security as MITM (Man in the Middle) which intercepted communications and altered the data transmitted into something else. This was practically a cyber attack on the entire system.
5. What was transmitted from the VCMs through the Public Network of TELCOS was intercepted by the MITM (Man in the Middle) and transmitted through an illegal device in the Private Network inside Comelec. From there TELCOS had nothing more to do with the transmissions. The illegal device (MITM) with Private IP address took over the entire process, manipulating it in connivance with Smartmatic.
6. In the science of IP, there is only one public IP address assigned for each VCM. Comelec used a single, illegal, secret device with one IP address to replace the 20,300 VCMs, to deliver the “shock and awe” win of BBM-Duterte which would silence any question or doubt. This is precisely what happened to the Opposition candidates who acknowledged the election results and have since maintained their silence. Having one address for the 20,300 wireless modems connected to the VCMs, goes against the standard IT network. It is MAGIC! Note that public IP address must be unique to avoid IP conflict error. The LAN (Local Area Network) will not allow duplicate IP addresses within the network.
7. Comelec Chairman Garcia defended the use of a single private network. He said that they mistakenly bought 3G modems while they should have bought 4G modems, but these modems carry the same IP address for 20,300 VCMs. Either he is blatantly lying, or he is incorrigibly uneducated about IT or both. In the science of IT networks, each VCM carries a unique and individual address, whether it is 3G or 4G.
Ret. Brig. Eliseo Rio, Jr. responding to Chairman Garcia wrote:
"Garcia not only was being deceptive and illusive, but doesn’t really know what he is talking about. First of all is that there is NO such a thing as a “4G IP Address”. Then he admitted that in all other AES elections from 2010 to 2019, different IP Addresses were used, and that it was only in the 2022 election that a single IP Address was used for 20,300 VCM modems. This is because in ALL past AES elections since 2010, all IP Addresses used were PUBLIC IP ADDRESSES assigned by the Telcos/ISPs. In the 2022 Elections, all IP Addresses used were PRIVATE IP ADDRESSES assigned by an illegal and secret PRIVATE Network created by Smartmatic."
8. There are two questions that are raised? Where did the 20 million votes come from that sealed the victory of BBM? “Tapos na ang boksing” in the first 40 minutes after counting started? How were these votes transmitted so fast, that never has this happened in any other country, even countries like the US, with the fastest internet in the world?
9.These 20Million votes did not come from VCMs through the TELCOS; they were created by a secret and illegal device inside Comelec. How the public voted did not matter because the election result was pre-programmed when the VCM code was altered and when the SD cards were illegally configured without witnesses. And the incredible speed of election returns was due to the fact that the transmission did not go through the internet, which should have, if the votes were transmitted through the TELCOS. The transmission happened inside Comelec’s LAN (Local Area Network ) which went directly to its Transparency Server.
C. What Happened: Results and Consequences
1. Comelec used the money of taxpayers to cheat them of their votes. There was no need for a secret private network in a network for which they paid Smartmatic. The electoral will of the Filipino people was subverted. To cheat the elections, they violated their official End-to-End Path. Comelec itself caused a cyber attack on the system.
2. PPCRV and NAMFREL counted the same corrupted and fraudulent data of Comelec, and declared it as accurate. They did not conduct digital forensics. Comelec used them as unwitting connivers and even as its spokespersons, rather than as its watchdogs. The question that we should be asking is why NAMFREL and PPCRV not questioning the fact that 20,300 VCMs have the same IP address as received by a single Server as shown in its Reception Logs that COMELEC itself uploaded in its website. Every IT practitioner knows that a single server cannot receive data from more than one device with the same IP address. It is like you receiving a message in your cellphone from two or more friends from distant places, all with exactly the same phone numbers. It is just impossible.
3.To this day, Comelec has not released the TELCOS transmissions, because simply: THERE WERE NO TRANSMISSIONS in the first hour (7:00 to 8:00PM) when the 20M votes were recorded by the transparency server. This would incriminate them criminally beyond reasonable doubt. Chairman Garcia, in his attempt to confuse the issue, said that the TNTrio are actually asking for Audit logs. It is clear in their Mandamus petition that they are asking for the preservation of TRANSMISSION LOGs. That is why they made the TELCOS as respondents, which have nothing to do with Audit Logs.
4. All Filipinos were urged to sign the Mandamus to put moral pressure on SC to compel Comelec to release the Transmission logs. It is the basic right of every Filipino citizen to know the truth and nothing but the truth about the 2022 national elections.
5 .The greatest scam in our electoral history was perpetrated by the same institution tasked with safeguarding the elections. But as significant as the scam is, the irony lies in the fact that the DIRECT EVIDENCE was provided by Comelec itself. In the end, evil destroys itself. Such is the nature and logic of evil. Could this be an act of divine intervention for a long- suffering people?
6. Everything is pointing to one and only one thing: Ferdinand Marcos, Jr. and Sara Duterte were not elected legitimately. They have no legal authority nor moral ascendency to govern our country.
