THE BIG SIX WHO GOT P811 BILLION FOR FLOOD CONTROL PROJECTS EXPOSED | CBCP President Cardinal David hits systems that “enrich the few and endanger the many”!
The devastation and misery we witnessed during the last one week as incessant rains brought about by Typhoon Crising and the “habagat” caused widespread flooding in different parts of the country highlighted the monstrous corruption of the Marcos administration.
No less than Cardinal Pablo Virgilio David called out the administration for “a sin against the poor, a betrayal of public trust and a mockery of justice” for its dismal failure to mitigate the flooding problem.
“We are told that it’s the climate — yes, climate change is real, and it is devastating. But let us be clear: the real disaster here is corruption,” David said in a pastoral letter to his diocese in Caloocan City.
The pastoral letter was released Friday, July 25, 2025.
“The very funds meant to protect our people have been siphoned off by systems that enrich a few and endanger many,” Cardinal David said. “We must name it for what it is: a sin against the poor, a betrayal of public trust and a mockery of justice,” he added.
The Cardinal articulated the issue of flooding very well and pulled the rug under the blatant refusal of President Ferdinand R. Marcos, Jr. to accept responsibility for the problem.
We do not deny that climate change has radically altered the weather patterns and typhoons have become more destructive than ever.
But the situation was exacerbated by the wanton greed of legislators known to be the closest allies of Marcos in the House of Representatives.
Data shows that over the last two years, six Congressmen, including presidential first cousin Rep. Martin Romualdez, cornered P811 billion in flood control projects.

The budget for flood control has more than doubled since 2022, but many parts of the country remain under water when the rains come.
This is not surprising.
Corruption that was aided and abetted by Marcos has allowed a few greedy legislators to steal the money intended for flood control.
A few days ago, Marcos justified the onslaught of floods as a result of what he called the “new normal” in weather patterns.
“This is not an extraordinary situation anymore. Do not think of it as a special situation, this is... I hate to use the overused phrase but this is the new normal. Ganito na talaga ang buhay natin kahit ano pa ang gawin natin,'' Marcos said.
