LTO, PINAGSISIKAPANG PASIMPLEHIN AT PABABAAN ANG GASTOS SA PAGKUHA NG LISENSYA AT REHISTRO NG SASAKYAN

Tinitingnan ngayon ng Land Transportation Office (LTO) ang posibilidad ng pagbabago sa proseso ng pagkuha ng driver’s license upang ito ay mapadali at mapababa ang gastusin ng mga aplikante.

Ayon kay Asec. Markus Lacanilao Chief, Land Transportation Office, kanyang pinag-aaralan ang posibleng pagbabago sa pagkuha ng lisensya at pagpaparehistro ng sasakyan ng sa ganon ay hindi na mahihirapan ang mamamayan.

“Amin pong pinag-aaralan kung paano mababago ang proseso ng pagkuha ng lisensya, lalo na yung mga dagdag gastos na pinapasan ng mga mamamayan. Isa po ito sa mga dahilan kung bakit nahihirapan ang ating mga kababayan,” pahayag ng opisyal ng LTO.

Sa kasalukuyang sistema, kailangang magbayad muna ng driving school bago makapag-apply ng student permit.

“Dati, kukuha ka muna ng student permit, saka ka mag-e-exam at magda-driving school ng 30 araw bago mag-renew sa non-professional o professional license. Pero ngayon, bago ka pa lang mag-apply ng student permit, kailangan mo nang magbayad ng driving school. Tinitingnan namin kung paano ito mababago o mababawasan sa legal na paraan,” paliwanag ni Asec.

Dagdag pa ng opisyal, malaking pasanin ito sa maraming Pilipino, kaya isa ito sa mga prayoridad na baguhin.

Samantala, sinuspinde rin ng LTO ang implementasyon ng One-Day Vehicle Registration System na nakatakda sanang ipatupad noong Oktubre 15.

“Ipinatigil ko muna ito para maintindihan ng publiko ang dahilan. Kasi po ang proseso ay nangangailangan ng paglipat ng data sa dalawang system—isa sa mga ito ay manual pa rin. Delikado po kapag manual dahil isang pagkakamali lang sa pagta-type, mamamayan ang maaapektuhan, lalo na yung mga bumili ng sasakyan,” paliwanag ng opisyal.

Isa pa sa mga dahilan ng suspensyon ay ang karagdagang computer fees at ang pagdadala ng cash payments ng mga car dealer, na posibleng pagmulan ng katiwalian.

“Dahil wala pang online payment system, napipilitan ang mga dealer na magdala ng malaking halaga ng pera—minsan daan-daang libo. Delikado po iyon at maaaring magbukas ng pagkakataon para sa korapsyon,” ani ng opisyal.

Giit ng LTO, prayoridad nila ang ganap na digitalization ng mga pagbabayad at transaksyon.

“Ang layunin natin ay maging fully online. Hindi na dapat cash-cash o manual system. Ang digital payment ay mas ligtas at mas transparent—para sa mamamayan at sa aming mga empleyado,” pagtatapos ng opisyal. — via SARA JANE JAUHALI

Laking pagtataka ng isang netizen sa pagpasok ng isang enforcer ng Land Transportation Office (LTO) sa isang bakuran sa Barangay Sicsican, Puerto Princesa City ngayong hapon, October 17.

Makikita rin sa video na ipinost ni Psyrock Law Sebalda, makikita ang pagtataka ng mga tao sa lugar at tinatanong ang LTO enforcer kung ano ang kanilang violation at kung sino ang nakitang gumamit ng mga sasakyan.

“Ang operation n’yo dapat sa highway lang. Bakit pinasok n’yo kami? Ano kayo? Grabe na LTO sa Puerto,” bahagi ng caption nito sa kanyang post.

Bagama’t sinasabing wala namang na-isyuhan ng ticket, inilista naman umano sa papel ang plaka ng mga nakaparadang motorsiklo sa loob ng bakuran.

Maging si Palawan 2nd District Board Member Ryan Maminta ay umalma narin dito at nagbigay ng kanyang reaksyon matapos mapanood ang video.

“Mawalang galang lang po mga kamanggagawa sa Land Transportation Office o LTO. Bawal na po ang istilo ng inyong panghuhuli maliban na lang kung kayo at may hawak na 'warrant’. Hindi na kayo pwede sa pribadong lugar - paglabag na yan sa karapatan ng mga kababayan natin. Limitado kayo sa panghuhuli ng mga traffic violations sa mga pampublikong lansangan at lugar,” ani Maminta sa kanyang post sa Facebook.

Samantala, patuloy namang nakikipag-ugnayan ang Palawan News Team sa LTO Palawan upang makuha ang kanilang panig.

Hindi parin kasi matukoy kung ito ay mula sa kanilang tanggapan o kasama sa grupo ng LTO mula sa MIMAROPA Regional Office na dumating dito sa lalawigan at nagsasagawa ng serye ng mga operasyon. – via CHRIS BARRIENTOS
