I've been following Philippine politics long enough to recognize a coordinated counter-attack when I see one.

And what unfolded on February 23, 2026, at Club Filipino in San Juan was textbook political warfare—the kind that makes you sit up, grab your notebook, and start connecting dots.

Before you go any further, know that this is a personal reading of events and motivations, not a formal statement of facts or a legal conclusion.

Let me walk you through what happened, who's behind it, and why the timing matters more than the actual allegations.

🟄 THE BOMBSHELL THAT DROPPED ON OPENING DAY

February 23, 2026. As the ICC opened the confirmation of charges hearing against Rodrigo Duterte in The Hague, a lawyer named Levito ā€œLeviā€ Baligod was holding a press conference back in Manila. With him: 18 men claiming to be former Philippine Marines who allegedly worked as bagmen delivering cash in suitcases.

The claims were staggering. We're talking P805 billion in cash supposedly collected from the Valle Verde residence of fugitive former congressman Elizaldy "Zaldy" Co and distributed to politicians including President Marcos Jr. and former House Speaker Martin Romualdez.

But the real bomb? They claimed P56 million (roughly $2 million) was delivered to ICC investigators when they visited the Philippines in December 2023. According to these supposed marines, the ICC team was "wined and dined" by former senator Antonio Trillanes IV and his group.

Same day. Same hour. The ICC hearing begins in The Hague, and suddenly there's a massive bribery scandal in Manila targeting the very people who helped build the case against Duterte.

If you don't find that timing suspicious, you haven't been paying attention.

🟄 WHO IS LEVI BALIGOD?

Baligod isn't some random lawyer.

He made his name representing whistleblowers during the 2013 PDAF scandal—the pork barrel scam that brought down Janet Lim-Napoles and several lawmakers. He was the face of anti-corruption advocacy for a hot minute.

But here's what people forget: based on reports, his own whistleblowers dropped him.

Benhur Luy and Merlina SuƱas terminated his services in 2014, complaining he was too busy with "other advocacies."

That's not exactly a ringing endorsement from people whose credibility he helped establish.

Fast forward to 2026, and Baligod is running for representative of Leyte's 5th District. He needs publicity, he needs a platform, and he's found both by aligning himself with the Duterte camp's narrative.

🟄 THE 18 "MARINES" WHO WEREN'T

The Philippine Navy moved fast. Within 24 hours, they debunked the credentials of these supposed former Marines. Four of the 18 were never in the military at all. Most of the others? Dishonorably discharged.

Senator Panfilo Lacson listed the problems with their story:

- They claimed to be associates of Master Sgt. Orly Guteza, a figure from Senate investigations into flood control corruption
- Their timelines don't match military records
- Their rank designations are inconsistent
- No credible chain of command to justify cash deliveries of this scale

But Baligod presented them with all the pageantry of legitimate whistleblowers. Photos with suitcases. Detailed accounts of deliveries. The whole production.

🟄 ZALDY CO: THE FUGITIVE AT THE CENTER

To understand this story, you need to know who Elizaldy "Zaldy" Co is and why his name carries weight.

Co was a congressman representing the Ako Bicol party-list. His company, Sunwest Construction, became the center of investigations into ghost flood control projects worth hundreds of billions of pesos. The Sandiganbayan declared him a fugitive from justice when he fled the country in 2022.

He's now believed to be in Portugal, using a Portuguese passport to avoid extradition. The Valle Verde residence mentioned in the allegations? That's Co's property.

So there's real corruption here—that part isn't fabricated. As reported, Co is a fugitive connected to massive flood control scams.

What Baligod did was clever: he took a real corruption scandal (Zaldy Co's flood control projects) and grafted it onto the ICC investigation, mixing truth with fiction to create something that sounds plausible.

🟄 WHO'S AMPLIFYING THIS STORY?

Look at who's pushing this script and you'll understand the political agenda:

Mike Defensor - Former congressman, hardcore Duterte ally, known critic of the Marcos administration. He's been on every talk show that will have him, hammering the bribery angle.

Jay Sonza - Former broadcaster who ran for vice president in 2010 under Kilusang Bagong Lipunan (Marcos Sr.'s old party). He's a longtime Duterte supporter who's been using social media to spread the allegations.

Imee Marcos – Senator and presidential sister who has jumped in by calling for a Senate probe into the 18 men’s affidavit, effectively giving the suitcase storyline official backing and fresh media oxygen.

Baligod himself - Now a political candidate who needs name recognition and positioning.

These aren't neutral observers doing investigative journalism. These are political operators with clear loyalties pushing a spin that serves very specific interests.

Leila de Lima—who’s been on the receiving end of Duterte’s persecution and knows many of these Duterte-aligned operators well—once described figures like these as ā€œdubious, discredited personalities.ā€ That’s her assessment of the Duterte camp’s usual messengers, not a blanket label for everyone now circling this story.

🟄 WHY TRILLANES? BECAUSE HE'S THE ARCHITECT

Antonio Trillanes IV is the one person the Duterte camp hates more than anyone else right now. The former senator, former military officer who led coup attempts against Arroyo, became Duterte's most persistent and vocal critic.

And he didn't just criticize from the sidelines. Trillanes publicly acknowledged helping the ICC investigation by facilitating contact with witnesses. He helped coordinate testimonies. He helped build the case that now has Duterte sitting in The Hague.

From the Duterte camp's perspective, Trillanes is the architect of their downfall. So of course they're targeting him.

If they can discredit Trillanes, they can discredit the entire network of witnesses and evidence that fed into the ICC investigation.

Trillanes has denied everything and is filing cyberlibel cases against Baligod, Defensor, Sonza, the 18 supposed marines, and anyone else spreading the allegations. He's not backing down.

🟄 THE MARCOS ANGLE: LEVERAGE AND THREATS

Here's where it gets really interesting. The allegations don't just target the ICC and Trillanes—they also claim President Marcos Jr. is the "mastermind" behind the P805 billion scheme.

Why would the Duterte camp implicate their former ally?

Because the Marcos-Duterte alliance is dead. The "UniTeam" that won the 2022 elections collapsed over:

- Confidential funds controversy with VP Sara Duterte
- ICC cooperation—Marcos allowed Duterte's arrest in March 2025
- West Philippine Sea policy differences
- 2028 presidential positioning

Sara Duterte is facing impeachment with a trial supposedly set for June 2026. Her father is in The Hague facing crimes against humanity charges. The Duterte political dynasty is fighting for its survival.

By implicating Marcos in a massive corruption scandal, the Duterte camp appears to be sending a message: "We can drag you down with us. Back off, or we'll make this hurt."

It looks like political hostage-taking disguised as whistleblowing.

🟄 WILL THIS IMPACT THE ICC CASE?

Short answer: Probably not in any meaningful way.

The ICC operates under strict legal standards. The judges in The Hague evaluate evidence according to international criminal law, not Filipino social media trends. The prosecution has presented systematic evidence:

- Operation Double Barrel documentation
- Death lists from Davao Death Squad operations
- Witness testimonies from former police officers
- Thousands of documented killings with consistent patterns

Former Supreme Court Justice Antonio Carpio, who's been monitoring the proceedings, confirmed the prosecution clearly demonstrated "systemic and widespread" killings. That's the threshold for crimes against humanity.

The ICC also has rigorous protocols for investigating allegations of misconduct.

If there were credible evidence of bribery, they would investigate it separately.

But transparently timed allegations from debunked "marines" presented by political operators? That's not going to derail a years-long investigation.

However, domestically, it will:

- Create political noise that affects public opinion in the Philippines
- Give Duterte supporters a counter-narrative
- Complicate Sara Duterte's impeachment proceedings
- Test how far Marcos is willing to go in supporting ICC cooperation

🟄 WHAT THIS REALLY TELLS US

Strip away the suitcases, the fake marines, the absurd peso amounts, and what you have is this: what appears to be a coordinated propaganda offensive by a political dynasty watching their patriarch face international justice.

They're using every tool in the playbook:

- Discrediting key critics (Trillanes)
- Attacking the legitimacy of the legal process (ICC bribery claims)
- Threatening former allies (implicating Marcos)
- Presenting witnesses whose credentials were officially debunked
- Timing the attack for maximum disruption (same day as ICC hearing)

This is how political families fight when they're cornered.

They don't defend themselves by proving innocence—they attack the process, the witnesses, and the investigators.

They create chaos that makes people throw up their hands and say, "Everyone's dirty anyway."

But the evidence presented in The Hague doesn't depend on Trillanes's reputation or Baligod's press conferences.

It depends on documented patterns of killings, witness testimonies under oath, and systemic policy directives. That's a much harder thing to discredit with suitcases full of fake cash.

🟄 THE QUESTION YOU SHOULD BE ASKING

If you're the Duterte camp and you genuinely have evidence of ICC corruption, why would you:

- Present it through debunked "marines" instead of credible witnesses?
- Use political operators with clear loyalties instead of neutral investigators?
- Time it for the exact day of the ICC hearing instead of presenting it to proper authorities beforehand?
- Make claims so absurdly large (P805 billion) that they strain credibility?

The play is obvious: throw out wild, well-timed accusations so people end up talking about the circus in Manila instead of the evidence being laid out in The Hague.

And for researchers, bloggers, and citizens trying to understand what's really happening, the timing, the players, and the tactics tell you everything you need to know.

Strip away the stunt with the 18 men and their suitcases, and you’re left with a clear pattern: a political dynasty under pressure reaching for every available weapon—questionable claims, pressure tactics, and already debunked allegations—to blunt the impact of thousands of documented deaths.

That's the story. Everything else is just noise.
