WATCH: Members of the UP College of Music (CMu) community stage a silent protest in front of Dilimall today, Sept. 18, as the college held its annual Bisita Musika program.

Protesters carry placards condemning the commercialization and the lack of student spaces in UP, while criticizing delays in the construction of CMu’s Abelardo Hall.

Dilimall has faced significant backlash from the UP community as an emblematic case of campus commercialization, replacing the fire-gutted UP Shopping Center that once housed small stallholders.

'TRANSPORTASYON KONTRA KORAPSYON'

LOOK: Holding nationwide strikes, various transport groups denounced the government's "widespread" and "systematic" corruption today, Sept. 18.

"Hindi kami bulag. Direkta naming ramdam ang epekto ng korapsyon, mula sa kakulangan ng subsidyo sa public transport, mga sirang kalsada at imprastraktura, hindi maayos na serbisyo, at pabigat na mga patakarang nagpapahirap lalo sa aming sektor," six public transport groups, including PISTON, wrote in a unity statement.

They also condemned various forms of corruption, such as "under-the-table” schemes, bribery and extortion, which they said are rampant in the Land Transportation Office and the Land Transportation and Franchising Regulatory Board.

"Panahon na para singilin ang mga nasa poder at papanagutin ang lahat ng tiwaling opisyal, wakasan ang bulok na sistemang paulit-ulit na nagdudulot ng korapsyon at katiwalian at palitan ng mas progresibo, makamasa, at makabayang sistema," they added.

NEWS UPDATE: The All UP Academic Employees Union criticized the university administration’s plan to turn over the completion of delayed infrastructure projects in UP Diliman to the Campus Maintenance Office (CMO), saying it is beyond the office’s mandate.

In a now-deleted Facebook post, UP said university officials met with CMO employees on Sept. 12 on the “planned turnover and completion" of infrastructure projects in UPD, including the Faculty Center and the Main Library.

“Hinihingi po natin ngayon sa DPWH na ‘yong mga hindi nila matapos-tapos na mga proyekto ay ibalik na sa atin at tayo na ang tatapos,” the now-deleted Facebook post quoted Vice President for Development Daniel Peckley Jr.

The UP Academic Employees Union said passing off the responsibilities of the contractors to the CMO is a flawed solution.

"Marapat ibaling ng UP Administration sa paghahabol sa mga nagpabaya kaya hindi matapos-tapos ang mga proyektong ito. Panagutin ang mga maysala at mag-isip [ng] maayos at sustenableng paraan para matapos ang mga proyekto," the union said.

NEWS UPDATE: Sectoral regents urged UP President Angelo Jimenez's administration to investigate those who allowed "substandard and anomalous" projects that they said have compromised the UP Community's "safety, resources and integrity."

In a letter dated Sept. 10, the regents told Jimenez the university must ensure full transparency and accountability while seeking to probe all infrastructure projects in UP implemented with the Department of Public Works and Highways.

The sectoral regents have yet to receive a reply.

While they “appreciate” the UP administration’s response to infrastructure challenges with “science-driven and climate-resilient measures,” they pointed out an irony in the construction of UP Resilience Institute’s (UPRI) building, which remains unfinished since it began in October 2019.

The university identified UPRI as among those leading its flood-resilience efforts.

NEWS UPDATE: Former Deputy Speaker Isabela 6th District Rep. Faustino “Bojie” Dy III replaced Martin Romualdez as House Speaker today, Sept. 17.

Romualdez resigned from the post following accusations linking him to the recent flood control corruption fiasco.

“I do this so that the independent commission on infrastructure may pursue its mandate freely and fully,” Romualdez said in his resignation speech.

Lone Speaker nominee Dy garnered a total of 253 votes from House lawmakers, Deputy Speaker Kristine Singson-Meehan said. She added 28 abstained and four did not vote.

Dy is a member of an established political dynasty in Isabela. He was previously charged with plunder over alleged anomalies in a road project in the province.

‘ESTADO’

LOOK: UP Diliman (UPD) faculty members are encouraged to shift to remote or asynchronous learning modes from Sept. 17 to 19 as transport groups hold nationwide strikes, the UPD Office of the Chancellor said today, Sept. 16.

The office said faculty members may still conduct scheduled face-to-face activities in consultation with their students.

It added UPD units, except those handling essential services, may adopt work-from-home setups.

“Offices that are expecting in-person transactions are enjoined to have the minimum number of needed on-site personnel,” the office said.

Transport group PISTON will stage a nationwide transport strike on Sept. 18, while MANIBELA will hold a three-day strike from Sept. 17 to 19. Both groups said the strikes are meant to condemn government corruption.
