In line with the directive of President Ferdinand โBongbongโ R. Marcos, Jr. to further improve the services of the government, the Land Transportation Office (LTO), under the guidance of Department of Transportation (DOTr) Secretary Vince Dizon, signed on Wednesday, June 25, a memorandum of agreement with the Philippine Competition Commission (PCC) to strengthen the services and protect land transportation-related businesses and services from unfair competition that may affect the agencyโs millions of clients.
The memorandum of agreement was signed by LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II and PCC Chairperson Michael G. Aguinaldo in a ceremony held at the LTO Central Office in Quezon City on Wednesday afternoon.
Under the agreement, both the LTO and the PCC will work together in the monitoring, prevention, and detection of any anti-competitive agreement, abuse of dominant position, or transaction that may potentially result and substantially restricts, prevents, or lessens competition, including mergers and acquisitions which may have anti-competitive effects in the land transportation sector.
The LTO and the PCC will also work tighter in the conduct of investigation and in the enforcement of laws relating to violations of the Republic Act No. 10667, or the Philippine Competition Act (PCA) and other competition related laws, and in aid of the investigation and enforcement activities, review of mergers and acquisition, and market monitoring of the PCC, the LTO may provide assistance and support to authorized personnel.
Both the LTO and the PCC are also bound to share information that are relevant and necessary for the effective implementation and enforcement of RA 10667 and other competition-related laws and policies.
In his speech, Executive Director Atty. Greg G. Pua, Jr. emphasized the importance of collaboration of all government agencies against unscrupulous individuals and to protect the Filipino people from these illegal practices.
โThis MOA signing is another milestone for us in recognition of significant efficiency gained from working together towards a harmonized approach in performing duties and functions,โ he said.
For his part, Chairperson Aguinaldo said the LTOโs digital shift, the popularity of electric vehicles and other land transportation concerns highlight the need for the cooperation and coordination between the agency and the PCC.
โIt is my hope that this Memorandum between us will enhance the LTOโs capabilities and vision to include the need for competition. Competitive pressure encourages private sector partners to improve service delivery, reduce corruption, and adopt new technologies,โ said Chairperson Aguinaldo. #
