CPD REGION V, MASBATE CITY AND PROVINCE SEAL AGREEMENTS TO BOOST POPDEV AGENDA

MASBATE CITY, Philippines — The Commission on Population and Development Region V has strengthened its partnership with the Masbate City Government and the Provincial Government of Masbate by signing separate Memoranda of Agreement to advance the Population and Development, or POPDEV, agenda at the local level.

CPD Region V Director Joyce Dela Paz-Hilvano led the ceremonial signing with Masbate City Mayor Atty. Olga T. Kho. The agreement seeks to strengthen coordination in planning and implementing programs and projects that address the city's population and development concerns.

A separate MOA was also signed between CPD Region V and the Provincial Government of Masbate, led by Governor Ricardo T. Kho and Vice Governor Fernando P. Talisic, to strengthen institutional cooperation and implement POPDEV interventions aligned with local priorities.

Mayor Kho and Vice Governor Talisic expressed their full support for the initiative, emphasizing the importance of strong partnerships in delivering meaningful and inclusive development programs.

Director Dela Paz-Hilvano, meanwhile, assured the continued technical support of CPD Region V in developing and implementing responsive programs for local communities.

The agreements are expected to strengthen people-centered development initiatives and translate Masbate's local needs and priorities into concrete and sustainable action.

REP. ENGR. ANTONIO KHO URGES NATIONAL GOVERNMENT AID FOR DISTRESSED ELECTRIC COOPERATIVES

BATASAN, QUEZON CITY, Philippines — Masbate First District Representative Engr. Antonio T. Kho has called for stronger National Government intervention to help financially distressed electric cooperatives and protect consumers from rising electricity costs.

During House proceedings, Engr. Kho raised concerns over the continued burden of the 12-percent Value Added Tax, system losses, and mounting debts faced by struggling cooperatives, including the Masbate Electric Cooperative.

The lawmaker urged the government to prioritize funding for the rehabilitation and upgrading of distribution facilities, the construction of additional substations, and other infrastructure projects aimed at reducing system losses.

Engr. Kho also appealed for possible debt condonation and other financial relief, warning that the continued financial burden on cooperatives could eventually lead to higher electricity rates for consumers.

He stressed that reliable and affordable electricity remains vital to economic growth and called for urgent government action to rehabilitate ailing electric cooperatives while protecting Filipino families from excessive power costs.

SECURITY THREAT PROMPTS SUSPENSION OF IN-PERSON CLASSES AT TWO CATAINGAN HIGH SCHOOLS

CATAINGAN, MASBATE, Philippines — In-person classes at Cataingan National High School and Feliciano S. Samonte Memorial High School have been temporarily suspended effective Monday, August 24, following a reported threat of a possible shooting incident.

Mayor Alvin C. Adoptante issued Executive Order No. 27 as a precautionary measure to protect students, teachers, and school personnel.

Mayor Adoptante stressed that the suspension does not confirm that the reported threat is genuine, credible, or imminent.

The Philippine National Police, Department of Education, and other concerned agencies are assessing the situation and implementing necessary security measures.

Local Officials are urging the public to remain calm, vigilant, and avoid spreading unverified information, while relying only on official announcements.

Face-to-face classes will resume once authorities determine that the situation is safe.

MASBATE STRENGTHENS FISHERIES SECTOR WITH NEW TRAINING CENTER, 60,000 BANGUS FINGERLINGS

MOBO, MASBATE, Philippines - The Provincial Government of Masbate, led by Governor Atty. Ricardo T. Kho, has taken another step toward strengthening the province’s fisheries sector with the establishment of a new Training Center and Administration Building at the Mobo Demonstration Fish Farm and Nursery Satellite Station.

The facility is envisioned to serve as a center for knowledge-sharing, skills training, fisheries technology, and livelihood opportunities for Masbate’s fisherfolk, supporting efforts to promote a more productive and sustainable fisheries industry.

The activity also featured the ceremonial stocking and release of 60,000 bangus fingerlings, a move expected to help expand fish production and create additional livelihood opportunities for local communities.

Gov. Atty. Kho emphasized that the initiative reflects the government’s commitment to protecting and maximizing the province’s aquatic resources while ensuring that these resources continue to provide food, income, and sustainable livelihoods for present and future generations.

Present during the initiative were PGAHD/OIC-PENRO Fida R. Valdemoro, personnel from the Provincial Office on Environment and Natural Resources Management, and representatives of the Bureau of Fisheries and Aquatic Resources (BFAR), who continue to work with the provincial government in advancing sustainable fisheries development.

The project marks another step toward building a stronger and more resilient fisheries sector in Masbate—starting with a small investment today for greater opportunities and more secure livelihoods for Masbateños in the years ahead.

PCG RESPONDS TO AGROUND SAILING YACHT OFF MABINI, BATANGAS COAST

BATANGAS CITY, Philippines - The Philippine Coast Guard, through Coast Guard Sub-Station Mabini, responded to a sailing yacht that ran aground off the coastal waters of Barangay San Teodoro in Mabini, Batangas, on August 17, 2026.

The yacht, identified as “Anastacia,” drifted toward the shoreline after its mooring line reportedly broke amid strong waves. Initial assessment by responding personnel showed no visible damage to the vessel’s hull, while no leakage, oil sheen, or other signs of marine pollution were observed in the area.

Coast Guard Sub-Station Mabini immediately coordinated with the yacht’s owner, local authorities, and other concerned stakeholders to manage the incident and facilitate the vessel’s safe removal.

The PCG said it remains committed to ensuring the safety of the vessel, the surrounding community, and the marine environment. Coast Guard personnel continue to monitor the situation and are coordinating the necessary measures to extract and refloat the yacht once favorable high-tide conditions are present.

The Philippine National Police Maritime Group and Coast Guard Station Batangas also provided assistance in preparation for the planned refloating operation.

ALTERNATIVE WORK, LEARNING ARRANGEMENTS SET IN AREAS HIT BY HEAVY RAINS

MANILA, Philippines - Alternative work arrangements in government offices and alternative learning modes in schools will be implemented on August 18 due to continuing heavy rainfall.

The measure will cover the National Capital Region, as well as Ilocos Sur, La Union, Pangasinan, Benguet, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna, and Occidental Mindoro.

Despite the suspension of regular office arrangements, government agencies providing basic services, healthcare, disaster response, and other vital services will remain fully operational to ensure that essential assistance continues to be delivered to the public.

For private companies and establishments, the implementation of alternative work arrangements will be left to the discretion of management, taking into consideration the safety and welfare of their employees.

Malacañan continues to monitor weather conditions and is urging the public to remain alert and follow advisories from government agencies, particularly in areas vulnerable to flooding, landslides, and other rain-related hazards.

HOUSE BEGINS DELIBERATIONS ON PROPOSED P7.2-TRILLION 2027 NATIONAL BUDGET

MANILA, Philippines — The House of Representatives has formally begun deliberations on the proposed P7.2-trillion national budget for 2027, under the leadership of Speaker Faustino “Bojie” G. Dy III.

The process opened with a briefing led by the House Committee on Appropriations, where the Development Budget Coordination Committee, or DBCC, presented the country’s economic outlook and key budget assumptions that will guide the preparation of the 2027 National Expenditure Program, or NEP.

The DBCC is composed of the Department of Budget and Management, Department of Economy, Planning, and Development, Department of Finance, and the Bangko Sentral ng Pilipinas.

Appropriations Chairperson Representative Mika Suansing said the House will conduct a thorough and transparent review of the proposed budget to ensure that government spending is credible, responsive, and aligned with the needs of Filipinos.

Suansing emphasized that the proposed national budget should translate into programs and services that address pressing concerns and deliver tangible benefits to Filipino families in their daily lives.

PCG RESCUES FISHERMAN AFTER MOTORBANCA SUBMERGES OFF CAJIDIOCAN, ROMBLON

CAJIDIOCAN, ROMBLON, Philippines — A fisherman was safely rescued by the Philippine Coast Guard after his motorbanca submerged off Barangay Cambijang in Cajidiocan, Romblon, on August 13, 2026.

The Coast Guard Sub-Station Cajidiocan, or CGSS Cajidiocan, immediately launched a search-and-rescue operation after receiving a report from a concerned resident. The rescue effort was carried out in coordination with the Municipal Disaster Risk Reduction and Management Office.

Responders located the fisherman and brought him to safety. He was provided with basic assistance and assessed to be in stable condition, with no injuries reported.

Initial information showed that the motorbanca was struck by a marine animal while the fisherman was hauling his fishing net. The impact caused the vessel to take in seawater and eventually submerge.

Before the rescue team arrived, the fisherman was able to contact his family, who promptly alerted authorities and sought assistance.

The PCG said the incident highlights the importance of immediate reporting and coordinated response during maritime emergencies.

DOLE TO HOLD GIP ORIENTATION FOR 179 MASBATE BENEFICIARIES

MASBATE CITY, Philippines — The Department of Labor and Employment, or DOLE, in partnership with the Office of 2nd District Representative Elisa “Olga” T. Kho, will conduct an orientation on August 17, 2026, for 179 beneficiaries of the Government Internship Program, or GIP.

The orientation will be held at the 3rd Floor Session Hall of the Masbate City Hall Compound and will be conducted in two batches. The first batch will start at 8:00 in the morning, while the second batch is scheduled at 1:00 in the afternoon.

All beneficiaries are reminded to bring a black ballpen and one 1-by-1 identification picture during the orientation.

The GIP is a government program that provides young Filipinos with opportunities to gain practical workplace experience while serving in government offices and agencies.

Through the program, beneficiaries are expected to develop valuable skills, work experience, and a better understanding of public service as they undergo their internship assignments.
