The Philippine Information Agency (PIA), in partnership with the Philippine Coast Guard (PCG) and the National Youth Commission (NYC), conducted a press conference today at the Old Session Hall, Old Capitol Building in San Jose de Buenavista. The event was held ahead of the scheduled West Philippine Sea Symposium at the University of Antique-Sibalom, aiming to engage Antiqueรฑo youth in asserting the country's sovereign rights over the disputed waters.

The conference featured key speakers Commodore Jay Tarriela, Spokesperson for the West Philippine Sea of the PCG, and ASec. Karl Josef F. Legaspi, Commissioner-at-Large of the NYC. Both officials underscored the importance of raising awareness among the youth regarding national sovereignty and maritime security.

Commodore Tarriela addressed concerns regarding the safety of Antiqueรฑo fisherfolk, who sometimes venture as far as Palawan to fish. He emphasized that under the current administration, the PCG and the Bureau of Fisheries and Aquatic Resources (BFAR) have been strategically deploying assets to safeguard traditional fishing grounds.

"For so many months, and in the past three years, thatโ€™s what we have been doing. Despite our limited assets, we ensure that our deployment targets only those areas that we recognize as traditional fishing grounds," Tarriela stated.

When asked about the possibility of conflict, Commodore Tarriela dismissed the narrative that standing firm on territorial rights would automatically lead to war.
"Since day one of President Bongbong Marcos, he has been standing firm in the West Philippine Sea, ang sabi niya he is not going to surrender a square inch of our territory. Magtatatlong taon na tinitindigan ni Pangulong Marcos ang usapin ng West Philippine Sea. So far, hindi pa rin naman nagkakagyera," he explained.

He further highlighted that the efforts of the current administration focus on transparency and holding the line for future generations. "Our obligation right now is to hold the line to make sure na ang susunod na saling lahi ng Pilipino ay mayroon pang West Philippine Sea na matatawag, na ang susunod na kabataang Pilipino ay mayroon pa ring West Philippine Sea na titindigan. That is our obligation to the next generation of Filipinos."

Tarriela also reminded the audience that the fight for sovereignty is deeply rooted in national identity, invoking the sacrifices of national heroes who fought for the country's independence.

ASec. Karl Josef F. Legaspi of the NYC emphasized the need to educate the youth on the matter. "We donโ€™t want to presume kasi na alam ng kabataan yung nangyayari sa West Philippine Sea. We hope that the teachers also would be enlightened on the topic and hopefully, students in the courses of political science, history, law would be able to include that in their topics in class for discussion," he said.

Legaspi also stressed that the NYCโ€™s engagement with the PCG and PIA aims to reach college students, especially those who are the most inquisitive and idealistic. "Alam namin sila po yung pinakamahirap magtanong and sila po yung pinaka inquisitive pagdating sa ibaโ€™t ibang issues so hopefully po yung idealism nila magamit natin na malakas na weapon dito po sa kampanya natin," he added.

The press conference served as a prelude to a larger discussion set to take place at the University of Antique-Sibalom, where students and academic institutions will further explore the significance of the West Philippine Sea issue. The event reflects the government's commitment to fostering national awareness and youth involvement in safeguarding the countryโ€™s maritime rights.

LOOK: Members of the Gender and Development Inter-Agency Committee (GAD IAC) of Antique start preparations for the 2025 National Womenโ€™s Month Celebration (NWMC) this coming March.

The Province of Antique will launch its NWMC activities on March 3, Monday, to be followed by the One Billion Rising dance mob.

GAD-IAC is lining up additional activities to promote gender equality and women empowerment. Among the activities are the annual information caravan and Serbisyo Para Kay Juana โ€“ the latter aimed to provide free government services to Antiqueรฑas.

Leading the meeting were Prisceli Joyce Galuego and Engr. Guillermo Clemente III from the Provincial Planning and Development Office (PPDO). They were joined by GAD focal persons from different national and provincial offices, education sectors, and cooperatives.

This year, the NWMC carries the subtheme โ€œBabae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinasโ€, which reaffirms the current administrations commitment to gender equality by promoting inclusive progress and ensuring that all women, especially those from marginalized sectors, benefit from policies that translate into meaningful and equitable opportunities.

Antique peace council gets national DILG praise for 2023 performance

The Department of the Interior and Local Government (DILG) has recognized the Antique provincial government and its 18 municipalities as โ€œhigh-performingโ€ Peace and Order Councils (POCs) for the calendar year 2023, making it the only province in Panay to achieve a 100% compliance rating.

This recognition is based on the results of the 2023 Peace and Order Council Performance Audit released by the DILG.

DILG Antique Provincial Director John Ace Azarcon stated in an interview that the rating indicates provincial and municipal POCs were well-organized, adequately resourced, and financially supported in implementing crime prevention measures and ensuring public safety.

The overall coordination between national and local offices, members of the POCs, made Antique a โ€œpractically peaceful provinceโ€ according to Azarcon.

Governor Rhodora J. Cadiao responded to the audit results by stating that Antiqueโ€™s Local Peace and Order Councils have made significant strides in ensuring peace and security throughout the province.

โ€œAntique has consistently been among the provinces with the lowest crime rates, and for years, we have been declared insurgency-free,โ€ said Gov. Cadiao, who serves as chairperson of the Provincial Peace and Order Council.

โ€œAntique is a relatively quiet province, crime-wise, and we want to keep it that way,โ€ added the governor.

In 2023, Antique was among the provinces with the lowest crime rates in Western Visayas, recording a 6.33% decline in crime incidents compared to 2022.

That same year, the DILG recognized the province as 99.66% insurgency-free. Additionally, Antique continues to see a rise in the number of former rebels surrendering to authorities.

The DILG audits POCs based on two major indicators: functionality and development.

For functionality, each POC must be properly organized, hold meetings, create policies, develop plans and budgets, exercise general supervision, and implement innovations. Under development, POCs are evaluated based on their impact, including addressing criminality, ensuring public safety, promoting gender sensitivity, and encouraging citizen participation.

DILG Antique is now preparing for the 2024 performance audit. Azarcon is challenging all LGUs not only to maintain their current performance but also to improve and innovate.

โ€œThe challenge for us now is to maintain our status and improve our service delivery. At the same time, I encourage everyone to embrace innovation so that we can serve as an example for other POCs to emulate,โ€ said Azarcon.

Azarcon also credited Antiqueโ€™s success to Gov. Cadiaoโ€™s leadership as chairperson.

โ€œBasically, none of the POCโ€™s programs would have been successful without the leadership of the chairperson.โ€

Pasundayag winners accept their prizes

Governor Rhodora J. Cadiao granted incentives winners from different Local Government Units (LGUs), cooperatives, and associations/organizations who participated in the Pasundayag 2024 event of the 50th Binirayan Festival today, February 18, at the Binirayan Sports Complex.

The Municipality of Caluya attained first place as the most grandeur exhibit in the Pasundayag, and received a cash prize of Php 30,000, while the Municipality of Valderrama, which placed second, received a cash prize of Php 25,000. The Municipality of San Remigio secured third place and received Php 20,000.

Consolation prizes worth Php 10,000 were given to other participating municipalities and organizations:
