Last week, a manager opened up to me during a meeting:
“Engineer, parang kulob sa mga meeting at function rooms. Masakit sa ulo. Nagkakasakit mga tao ko after ng mga long meetings namin.”
That hit me hard—as the engineer responsible for the facility.
So I explained the truth:
The culprit isn’t the people or the room—it’s the air.
There’s no more fresh air provision in those rooms.
✅ Low air exchange
✅ High CO₂ buildup
✅ High humidity
All of these lead to discomfort, fatigue, and yes—headaches and sickness.
⚠️ Here’s what really happened:
📉 The old aircon system had a fresh air duct.
📈 But when we shifted to a newer system to save electricity, the fresh air provision was removed.
Yes, we saved on energy costs.
But we compromised health and safety.
🦠 We already learned this during COVID-19:
Poor ventilation = higher transmission risk, low productivity, and avoidable health issues.
Fresh air is not just for comfort—it’s a matter of public health and workplace wellness.
📚 So what do the regulations say?
🏢 National Building Code of the Philippines (NBCP) – PD 1096
Rule VIII – Light and Ventilation, Section 801
“Every building shall be designed, constructed, and equipped to provide adequate light and ventilation.”
📘 Philippine Mechanical Engineering Code (PMEC)
Section 402.1 – “Ventilation (outdoor) air for occupants shall be designed based on all rooms and occupied spaces listed…”
🌱 Philippine Green Building Code (Annex E)
F.1 Minimum Fresh Air Rates
Buildings shall comply with the minimum fresh air rates provided in the latest PSVARE standard.

Rule 1076.01: Atmospheric Conditions
Ventilation must avoid stagnant or vitiated air, harmful drafts, and discomforting humidity or temperature.
