"𝐂𝐀𝐑𝐀𝐆𝐀’𝐒 𝐋𝐄𝐀𝐃𝐈𝐍𝐆 𝐑𝐄𝐏𝐑𝐄𝐒𝐄𝐍𝐓𝐀𝐓𝐈𝐕𝐄: 𝐖𝐇𝐎’𝐒 𝐀𝐓 𝐓𝐇𝐄 𝐓𝐎𝐏?"
The "𝐁𝐎𝐒𝐄𝐒 𝐍𝐆 𝐁𝐀𝐘𝐀𝐍" initiative, a flagship of impartiality by the 𝐑𝐏𝐌𝐃 Foundation Inc., stands as a credible authority in assessing the job performance of House Representatives nationwide. Its recent independent and non-commissioned survey, which focused on the Caraga Region, employed a comprehensive questionnaire to measure constituent satisfaction with district representation, legislative effectiveness, and the quality of constituent services.
The survey identified 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐅𝐫𝐚𝐧𝐜𝐢𝐬𝐜𝐨 𝐉𝐨𝐬𝐞 "𝐁𝐢𝐧𝐠𝐨" 𝐌𝐚𝐭𝐮𝐠𝐚𝐬 𝐈𝐈 of Surigao del Norte (District 1) and 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐑𝐨𝐛𝐞𝐫𝐭 𝐀𝐜𝐞 𝐁𝐚𝐫𝐛𝐞𝐫𝐬 of Surigao del Norte (District 2) as the region's top performers, with satisfaction ratings of 89.3% and 88.6%, respectively, tying them for the number one spot.
In second place, 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐄𝐝𝐝𝐢𝐞𝐛𝐨𝐧𝐠 𝐏𝐥𝐚𝐳𝐚 of Agusan del Sur (District 2) secured an impressive 87.2%, followed by 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐀𝐥𝐟𝐞𝐥 𝐁𝐚𝐬𝐜𝐮𝐠 of Agusan del Sur (District 1) with 85.4% in third place. 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐑𝐨𝐦𝐞𝐨 𝐌𝐨𝐦𝐨 𝐒𝐫. ranked fourth with 83.1%, while 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐉𝐨𝐡𝐧𝐧𝐲 𝐏𝐢𝐦𝐞𝐧𝐭𝐞𝐥 of Surigao del Sur (District 2) placed fifth with 80.7%.
𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐉𝐨𝐛𝐨𝐲 𝐀𝐪𝐮𝐢𝐧𝐨 of Agusan del Norte (District 1) and 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐃𝐚𝐥𝐞 𝐂𝐨𝐫𝐯𝐞𝐫𝐚 of Agusan del Norte (District 2) earned commendable sixth and seventh positions, with 77.2% and 73.8%, respectively. 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬𝐦𝐚𝐧 𝐀𝐥𝐚𝐧 𝐔𝐧𝐨 𝐄𝐜𝐥𝐞𝐨 of Dinagat Islands rounded out the list, securing 67.5%.
𝐃𝐫. 𝐏𝐚𝐮𝐥 𝐌𝐚𝐫𝐭𝐢𝐧𝐞𝐳 extended his warm congratulations to the top-performing Representatives for their excellence in constituent service and legislative duties. He emphasized that the job performance ratings reflect the sentiments of their constituents. Congressman Matugas and Congressman Barbers, like their peers, share the same responsibilities but distinguished themselves by identifying and addressing critical needs, leading to their higher ratings. While the overall passing rate stands at 52%, Dr. Martinez urged all Representatives in the region to continue striving for improvement in their service.
Conducted from July 1 to 10, 2024, as part of the nationwide "Boses ng Bayan" initiative for the second quarter of the year, the survey collected insights from 10,000 respondents. With a 95% confidence level and a margin of error of +/-1%, the results provide a highly reliable and authoritative assessment of public sentiment regarding the job performance of the region’s Representatives
