The Legislative Board during its INAUGURAL SESSION on July 04, 2025.

The Sangguniang Bayan during its first regular session approved the following Resolutions:

1. RESOLUTION APPROVING THE INTERNAL RULES OF PROCEDURE OF THE SANGGUNIANG BAYAN OF THE MUNICIPAL GOVERNMENT UNIT OF GENERAL LUNA, SURIGAO DEL NORTE RESOLUTION.

2. RESOLUTION ELECTING THE OFFICERS AND CREATING/ORGANIZING MANDATORY STANDING COMMITTES AND OTHER STANDING COMMITTEES OF THE SANGGUNIANG BAYAN OF GENERAL LUNA, SURIGAO DEL NORTE.

3. RESOLUTION GIVING DUE CONFIRMATION TO THE EXISTING DEPOSITORY ACCOUNTS OF THE MUNICIPALITY GOVERNMENT OF GENERA LUNA, SURIGAO DEL NORTE, WITH THE DEVELOPMENT BANK OF THE PHILIPPINES, SIARGAO BRANCH AND HEREBY GIVING AUTHORITY TO THE MUNICIPAL MAYOR OR MUNICIPAL VICE MAYOR JOINTLY SIGNING WITH THE MUNICIPAL TREASURER AND ASSISTANT MUNICIPAL TREASURER TOGETHER WITH THE DESIGNATED SIGNATORIES HEREIN ENUMERATED AS THE OFFICIAL SIGNATORIES FOR ANY TRANSACTION WITH THE SAID BANK AND FOR OTHER PURPOSES

4. RESOLUTION AUTHORIZING HON. JOHNSON Y. SAJULGA, MUNICIPAL MAYOR OF GENERAL LUNA TO SIGN THE DEED OF DONATION AND OFFICIALLY RECEIVE THE PATIENT TRANSPORT VEHICLE

All the Honorable Councilors delivered their respective inaugural privilege speeches.

The session was presided by the Honorable Vice Mayor Romina Rusillon-Sajulga.

𝙁𝙞𝙫𝙚 𝙎𝙪𝙨𝙥𝙚𝙘𝙩𝙨 𝙞𝙣 𝙂𝙚𝙣𝙚𝙧𝙖𝙡 𝙇𝙪𝙣𝙖 𝙈𝙖𝙪𝙡𝙞𝙣𝙜 𝙄𝙣𝙘𝙞𝙙𝙚𝙣𝙩 𝙉𝙖𝙗𝙗𝙚𝙙 𝙖𝙩 𝙎𝙪𝙧𝙞𝙜𝙖𝙤 𝙋𝙤𝙧𝙩

In a swift police response, five suspects involved in a mauling incident in General Luna, Surigao del Norte were successfully apprehended Wednesday evening, July 16, at the Eva Macapagal Port in Surigao City.

According to the Surigao City Police Station led by Police Lt. Col. Atty. Mariano Lukban, the arrest stemmed from a report received around 5:00 PM from the General Luna Police Station through PSSG Rudy Mark Saavedra Landao regarding a physical injury incident earlier that afternoon.

The incident occurred at approximately 3:20 PM along the New Tourist Road, in front of Hapag Restaurant in Barangay 3, Poblacion, General Luna. The victim, identified as 32-year-old Agrepino Medalla Capua, a resident of Barangay 5, was reportedly assaulted by five unidentified male individuals who fled the scene aboard a yellow multicab and were believed to be heading to Surigao City via the vessel Claire Edit.

Acting swiftly on the information and with visual evidence provided by General Luna police, a team from the Surigao City Component Police Station led by PLTCOL Mariano C. Lukban proceeded to Eva Macapagal Port in Barangay Taft.

By 6:30 PM, all five suspects were located and positively identified:

Clifford Salazar Concepcion, 28, of Lipa City, Batangas

Christian Citra Morante, 28, of Imus, Cavite

Azzirhick Cervales Balagot, 25, of Malibay, Pasay City

Carlito Castro Castro, 27, of Sta. Maria, Paco, Manila

Marlon Luisse Espiritu, 30, of Sta. Maria, Paco, Manila

The suspects, all single and self-employed, are now in police custody at the Surigao City Police Station.

Authorities are coordinating with the General Luna Police Station for the filing of appropriate charges. The case will be forwarded to the Provincial Prosecutor’s Office for inquest proceedings.

Police commend the coordinated effort between stations and reiterate their commitment to ensuring public safety and swift justice in the province.

JUST IN: Curfew Operation in General Luna, found 8 minor violators.

General Luna, July 16— Another curfew operation was conducted this evening, from 6:00 PM onwards in response to the strengthened Municipal Ordinance No. 059-24, which amends Section 3 (3.1) and other key provisions of Ordinance No. 034-22, also known as “An Ordinance Regulating the Operation of Business Establishments During Night Time, Imposing Curfew on Minors, Providing Penalties for Violation Thereof and Other Purposes.”

Because of that, 8 minors were found in boulevard, in Catangnan bridge and Catangnan covered court (5 males and 3 females.) Currently, they are under the care of the MSWD office, which provides counseling and other services applicable to the said violation. Encouraging each Barangays to take part in the implementation of curfew hours.

We, from the Office of Municipal Social Welfare and Development and other concerned authorities, remind the public, especially parents and business owners, of their responsibilities in ensuring the safety and welfare of their children.

The local government continues to urge the community to cooperate and comply with the curfew regulations as part of the municipality’s broader efforts to maintain peace, order, and child protection.

OFFICIAL STATEMENT OF LGU GENERAL LUNA ON INCIDENTS CONCERNING LOCAL AND FOREIGN TOURISTS

The Municipality of General Luna, Siargao Island, Province of Surigao del Norte has long been a melting pot of diverse cultures, beliefs, and communities. As a globally recognized tourist destination, we have always taken pride in our people’s hospitality and openness to individuals from all walks of life regardless of nationality, culture or religion.

The laid-back life in General Luna, alongside its expanding tourism, has attracted many individuals from the Philippines and around the globe to live, work, seek better employment prospects and a balanced life of business and leisure. That said, the Local Government Unit of General Luna is much aware that THERE HAVE BEEN A NUMBER OF FOREIGN NATIONALS living in General Luna for quite some time now.

Recently, there are numerous concerns raised by members of our local community regarding certain behaviors from foreign and local tourists that have caused discomfort and tension among locals. These developments have led to a series of expressions from both sides that we acknowledge seriously.

As a local government, the LGU of General Luna maintains a neutral and peace-centered stance on this matter. We want to underline that our government system protects and respects rights to freedom of religion and cultural expression, provided such practices remain within the bounds of law and confines of order, peace and community welfare. We strongly uphold the rights, sentiments and dignity of our local community and members. And there shall be no right for any individual or group, whether local or foreign, to cause discrimination, and refuse to comply with legal obligations, or show disregard to the customs, norms and values of our municipality.

Should there be any suspicious activities and/or eventualities involving local or foreign tourists, we advise the public to report the same immediately to the proper authorities for prompt and appropriate actions.

We appeal to everyone to refrain from spreading hate, misinformation, or hostility, and instead support initiatives that promote unity and cultural harmony. Together, let us work towards a community where diversity is not a reason creating conflict but a source of strength and shared progress.

Finally, the well-being of General Luna as a haven for tourists is a shared responsibility between foreigners and locals alike. If we all learn to respect each other regardless of rank, status in life, gender or nationality, we will continue to enjoy and benefit from this God-given place. Let us move forward as one community - with a clear vision, open hearts, and a shared commitment to peace, dignity, and mutual respect.

On the second day of the Site Immersion and Study Visit in Siargao Island, the Provincial Tourism and Cultural Office (PTCO), together with the Municipal Tourism Offices of the Province of Dinagat Islands, continued their learning journey through courtesy calls and field exposures to key tourism sites.

The day began with a visit to the Municipality of General Luna, where the delegation was warmly welcomed by Hon. Mayor Johnson Sajulga, Hon. Vice Mayor Dra. Romina Rusillon-Sajulga, SB Member Bingle Silvosa, and Municipal Tourism and Cultural Officer Ms. Mia Maurice Villanueva. During the session, the group gained valuable insights into General Luna’s tourism governance, policy directions, and best practices in managing one of the country’s most dynamic tourism destinations.

In the afternoon, the team visited notable tourism sites across the municipalities of Dapa and General Luna. The immersion included a stop at Canijugan Peak Retreat and Campsite and Secret Beach in Dapa—two rising eco-tourism destinations showcasing the municipality’s nature-based offerings. The group also explored the world-renowned Cloud 9 Boardwalk and Catangnan Bridge in General Luna, experiencing firsthand the LGU’s efforts in managing high-volume tourist sites while preserving local character and sustainability.

These field visits offered practical exposure to site management, tourist behavior, and public-private sector coordination—providing concrete examples to inform Dinagat Islands’ future tourism initiatives.
