North Eastern Mindanao State UniversityโLianga Campus (NEMSU-LC) conducted an Oath-Taking Ceremony and Orientation for newly appointed and promoted teaching and non-teaching personnel at the ground floor of the New Academic Building on May 13, 2026, reinforcing the universityโs commitment to integrity, professionalism, and public service.
In her message, OIC Campus Director Dr. Ivy M. Orcullo opened the program, emphasizing that dedication and commitment remain the driving forces behind meaningful service while highlighting the values that employees must uphold.
โIn our line of work, especially within the government, integrity is not just a virtue, but a necessity,โ Dr. Orcullo said.
Serving as the administering officer SUC President III Dr. Nemesio G. Loayon, the personnel took their oaths with renewed purpose in service and leadership.
Further, the ceremony served as a formal induction for employees assuming new roles, reminding them that promotion is not just a reward but also a responsibility in delivering transformative education for every NEMSUan.
In his message, Dr. Loayon welcomed the newly appointed, hired, and promoted personnel, describing the event as a meaningful milestone for the university and a reflection of a workplace shaped by dreams and sacrifices, and emphasized how classroom experiences contribute to shaping the future.
โEvery classroom has its own story,โ Dr. Loayon uttered.
Consisting of eleven talks led by university officials and personnel, the orientation aimed to equip oath-takers with essential knowledge and responsibilities relevant to their respective positions.
During the morning session, Vice President (VP) for Planning and Strategic Initiatives Dr. Florife Urbiztondo discussed university policies and administrative matters, including attendance during flag ceremonies, office uniforms, leave benefits for government employees, office hours, and procurement-related concerns.
VP for Research and Extension Dr. Rolly Salvaleon delivered an interactive discussion on Research and Development and Extension Services, underscoring the importance of Research, Innovation, and Extension (RIE), governance, research services and centers, innovation and technology transfer, extension linkages, incentives, and practical guidelines.
Acting VP for Administration and Finance Atty. Michiko Donaire-Maglante elaborated on civil service laws and Republic Act 6713, reminding employees to remain mindful of their actions in public service.
Curriculum Director Dr. Karla Jeane Roz-Estrada clarified curriculum-related matters, including semestral syllabi, learning contracts, Table of Specifications (TOS), instructional materials development, and academic niches.
IZN Director Dr. Ermie Lux Matildo introduced faculty and staff mobility orientation and foreign scholarship opportunities, paving the way for internationalization among students, faculty, and staff.
CAO-Finance Dr. Camilo Malong, CPA, outlined accounting and budget matters, auditing rules and regulations, and guidelines under Executive Order No. 77 on the prevention and disallowance of expenditures.
Administrative Officer V and Quality Assurance Head Engr. Lea Gurimbo reviewed ISO 9001 Awareness, explaining its purpose, key principles, process approach, risk-based thinking, documented information, implementation roles, and benefits.
Administrative Officer V/HRMO III Ms. Eunice Prado, RPM, highlighted the Faculty Development and Learning and Development Policy, emphasizing the importance of continuous professional growth and its corresponding policies and requirements.
Information Technology I Mr. Anthony Yanto demonstrated the University Information Systems, including ERMS and E-Pass, guiding attendees through the process of accessing online services while introducing upcoming systems available to university personnel.
Moreover, Engr. Christopher D. Badayos concluded the discussions by explaining guidelines on DTR submissions, leave credits, OPCR and IPCR of faculty and staff, prescribed office hours, attendance recording mechanisms, submission workflows and deadlines, leave laws, and policies on tardiness, undertime, and half-day absences.
In her closing remarks, Assistant Campus Director (ACD) Ms. Lo**ta Martin congratulated the newly hired and promoted personnel and underscored the importance of remaining committed to serving the institution.
โMay you continue to embody the ideals of public service and contribute positively to the growth and advancement of our university,โ Ms. Martin emphasized.
