Comelec warned of ‘grave threat to democracy’ for halting BARMM poll preparations..
Petition has been filed with the Supreme Court accusing the Commission on Elections (Comelec) of “weaponizing” a temporary restraining order (TRO) to delay the Bangsamoro elections, warning that the move poses a serious threat to democracy in the Philippines.
The poll body has maintained that holding the elections has become “legally and factually impossible.” Mamutuk countered, arguing that under the law, postponement requires force majeure, violence, terrorism, or destruction of election materials—conditions that he said were not present.
“What exists is a scenario of impossibility engineered by Comelec itself—an administrative failure disguised as an act of God,” he said.
Mamutuk also alleged that the suspension of preparations was part of a broader pattern of irregularities, citing the “rushed” passage of BAA 77, a post-facto memo invoking Section 5, and the “cynical invocation of impossibility.” He warned that such actions undermine the constitutional guarantee of free and fair elections.
“The danger is not only for BARMM. If Comelec can create impossibility after halting preparations, it sets a precedent where any election in the Philippines can be postponed at will,” Mamutuk said, adding that such practices erode public trust and contradict the commission’s mandate.
He further claimed that Comelec’s actions constituted a “culpable violation of the Constitution” and provided grounds for impeachment.
The Bangsamoro people, and the nation as a whole, deserve elections—not engineered excuses,” Mamutuk said.....

Umalingawngaw ang plenaryo matapos tirahin ni Kamanggagawa Partylist Rep. Elijah “Eli” San Fernando ang Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) kaugnay ng umano’y “ghost accomplishments” at hindi malinaw na paggasta ng bilyun-bilyong pisong budget para sa mga peace agreements.

Sa plenary debates ng 2026 budget, pinatutsadahan ni San Fernando ang OPAPRU matapos nitong iulat sa mga dokumento ng gobyerno na “completed” na ang lahat ng peace agreements, kahit may apat pang aktibong peace tables: M**F, MNLF, CPP-NPA-NDF, at RPMP-RPA-ABB.

“Ano po ang laman ng budget na ‘to per item para sa M**F at RPMP peace tables? Hindi puwedeng taon-taon kayong humihingi ng bilyun-bilyon tapos wala tayong malinaw na datos,” giit ng kongresista.

₱9B SA M**F, ₱1.7B SA RPMP — NASAN NA?

Base sa pahayag ng budget sponsor na si Rep. Mercedes Alvarez-Lansang, mula 2019 ay ₱9 bilyon na ang inilaan sa M**F normalization program at ₱1.7 bilyon para sa RPMP-RPA-ABB. Ngunit hindi matukoy ng ahensya kung paano ito aktwal na ginastos.

Kinuwestiyon din ni San Fernando ang Philippine Development Plan (PDP) midterm update na may markang “completed” ang lahat ng peace agreements. Ngunit sa sariling datos ng OPAPRU, 17.5% lang ang accomplishment ng normalization components noong 2024 at 20% target sa 2026.

“Paano naging complete kung flatline ang targets? How can you jump from 20% to 100% before 2028? These are ghost accomplishments,” ani San Fernando.

M**F DECOMMISSIONING VS. PRIVATE ARMED GROUPS

Partikular na binatikos ng mambabatas ang pagkakatuon ng OPAPRU sa M**F decommissioning habang napapabayaan naman ang mga private armed groups.

“Bakit may pressure sa M**F, pero walang ginagawa laban sa private armed groups? Ang reports sa ground malinaw: hindi tinutupad ng gobyerno ang socio-economic commitments kaya huminto ang M**F sa decommissioning,” dagdag niya.

Lumabas pa sa mga ulat na mismong M**F combatants ang nagpatigil ng proseso dahil “hindi tinutupad ng gobyerno ang kasunduan.”

“SABOTEUR OF PEACE”

Binanggit ni San Fernando ang mga ulat na nagsasabing “Secretary Galvez is a saboteur of peace”, at nagbabala na nasa bingit ng pagbagsak ang buong peace process sa BARMM.

“Kung ganito ang sistema, naglolokohan na lang tayo. We want genuine and lasting peace, pero kung puro ghost reports lang, wala tayong patutunguhan,” aniya.

PEACE TABLES NA “DORMANT” PERO MAY BUDGET

Sa RPMP-RPA-ABB peace table, iginiit ni San Fernando na kahit hindi na aktibong nakikilahok ang ilang grupo gaya ng NDCG, patuloy pa rin itong may budget at mataas na completion rate sa ulat.

“Bakit tayo nagbabayad ng peace tables na matagal nang dormant? Kailan huling nag-convene ang Joint Enforcement and Monitoring Committee?” matinding tanong pa ng kongresista.

“HINDI PUWEDENG ENDLESS PROCESS”

Sa pagtatapos ng kanyang interpellation, pinaalalahanan ni San Fernando ang OPAPRU na ang kapayapaan ay hindi dapat maging “permanent line item” na walang hangganang proseso.

“Gusto ng mga manggagawa at ordinaryong Pilipino ng tunay na kapayapaan. Hindi puwedeng maging endless process lang ‘to. We owe it to the Filipino people to deliver results.”

Kasabay nito, ipinasa niya ang House Resolution No. 126 upang imbestigahan ang gaps sa normalization process ng Comprehensive Agreement on the Bangsamoro (CAB).

Samantala, matapos ang mainit na interpellation, nag-down ang official website ng OPAPRU, at nanatiling inaccessible hanggang sa inilabas ang press statement. Nawalan ng access ang publiko sa mahahalagang dokumento hinggil sa peace tables.
