SAN PABLO CITY, Laguna – The Department of the Interior and Local Government (DILG) has appointed Vice Mayor Justin G. Colago as Acting City Mayor of San Pablo City, while Councilor Carmela A. Acebedo will serve as Acting Vice Mayor – following the implementation of a preventive suspension against Mayor Arcadio “Najie” G. Gapangada Jr., based on a memorandum issued by DILG CALABARZON.

The formal swearing-in ceremony for the acting officials took place as the DILG directive went into effect.

According to the memorandum dated July 13, 2026, DILG CALABARZON Regional Director Ariel Q. Iglesia ordered the implementation of the order placing Vice Mayor Colago as the city’s temporary chief executive for the duration of Mayor Gapangada’s preventive suspension.

With Colago assuming the acting mayoral post, the role of Presiding Officer of the Sangguniang Panlungsod (City Council) will be fulfilled by the city’s senior councilor, Carmela A. Acebedo, in accordance with provisions of the Local Government Code.

The memorandum states that the appointment shall be implemented immediately and remain in effect for the entire period of the preventive suspension specified in the order.

The iconic volcano, known for its nearly perfect cone shape, has been putting on a dramatic display over recent nights, with glowing lava streams snaking down its flanks and ash plumes spreading across nearby areas. While the sight draws onlookers and photographers eager to capture its grandeur, authorities emphasize the serious risks posed by the ongoing activity.

PHIVOLCS reported that Mayon recorded SO₂ emissions of up to 18,667 tons per day – the highest level documented since 1997. Sulfur dioxide is a key indicator of magma movement beneath the volcano, and such elevated levels signal increased pressure building within the crater.

"These emissions are a clear sign that magma is actively rising toward the surface," said PHIVOLCS Director Dr. Teresito Bacolcol. "While Mayon is currently exhibiting effusive activity with lava flows, the high SO₂ levels mean we cannot rule out a shift to explosive eruption in the coming days or weeks."

The agency has maintained Alert Level 3 over the volcano, which means there is "high level of volcanic unrest" and that hazardous explosive eruptions are possible within weeks or even days. Residents living within the 6-kilometer permanent danger zone remain evacuated, and authorities have extended warnings to those in the 7- to 8-kilometer extended danger zone to be prepared for possible additional evacuations.

Local government units in Albay have pre-positioned relief goods, medical supplies, and temporary shelters for displaced families, while the Department of Health has issued advisories on protecting against ashfall – including avoiding outdoor activities, covering water sources, and wearing face masks.

Despite the dangers, many in Bicol describe the sight of Mayon’s glowing lava as both breathtaking and humbling. MANILA – The Subcommittee on Special Laws (Revision of Laws), chaired by Hon. Emigdio III P. Tanjuatco, has scheduled a review of House Bill (HB) 8520, a measure filed by Rep. Albert Garcia that aims to codify all laws related to Philippine budgeting through the establishment of a comprehensive integrated system for planning, programming, budgeting, management, accounting, and reporting in public financial management.

The bill, listed as the subcommittee’s key agenda item for its upcoming hearing, seeks to streamline and unify existing regulations governing how public funds are planned, allocated, managed, and reported across all government agencies. Currently, budgeting and financial management processes are governed by multiple separate laws, which can lead to inconsistencies and inefficiencies in implementation.

In his explanatory note, Rep. Garcia stated that the proposed integrated system will ensure greater transparency, accountability, and effectiveness in the use of public resources.

"Our current public financial management framework is fragmented, with different rules applying to different stages of the budget cycle," Rep. Garcia said. "PhilHealth Warns Public Against Scams Using Fake Accounts, Links, and Videos – Urges No Sharing of Personal Information"

MANILA – The Philippine Health Insurance Corporation (PhilHealth) has issued a public warning against rising scams targeting members, with fraudsters using fake social media accounts, deceptive links, and fabricated videos to trick individuals into sharing personal information or making unauthorized payments.

In an advisory released Friday, PhilHealth said scammers are posing as agency personnel or creating fake official pages to send messages claiming that members have unpaid contributions, are eligible for fake benefits, or need to update their accounts immediately.

"These fraudsters are using sophisticated tactics to appear legitimate – some even create videos that look like official PhilHealth announcements, complete with fake logos and contact details," said PhilHealth Spokesperson Atty. Shirley Domingo. "Their goal is to get hold of personal information like PhilHealth ID numbers, birth dates, addresses, and even bank account details, which they can use for identity theft or other illegal activities."

The agency reported that it has received over 200 reports of such scams in the past month alone, with victims from various regions across the country. In some cases, scammers have also asked for payment of "processing fees" for fake benefits or account updates.

PhilHealth emphasized that it will never ask members to share sensitive personal information via social media, text messages, or email links. The agency also noted that legitimate updates or notifications are only sent through official channels – including the PhilHealth website (www.philhealth.gov.ph), official social media accounts verified with a blue check mark, and text messages from the PhilHealth hotline.

"Our message to all members is clear: be cautious, verify first, and never click on suspicious links or share personal information with anyone you do not trust," Domingo stated. "If you receive a message or see a video claiming to be from PhilHealth and you are unsure if it is real, please contact our official hotline at (02) 8-441-7442 or visit your nearest PhilHealth office to confirm."

The agency has also coordinated with social media platforms to take down fake accounts and reported the scams to the Philippine National Police (PNP) Anti-Cybercrime Group for investigation and prosecution.

"Scams like these not only put our members at risk but also damage public trust in our services," said PhilHealth President and CEO Dr. Dante Gierran. "We are working closely with law enforcement to track down those responsible and ensure they are held accountable for their actions."

As an additional safeguard, PhilHealth is encouraging members to register on the official PhilHealth Member Portal to access their records and updates securely. The agency also plans to launch an information campaign in the coming weeks to educate members on how to identify and avoid health insurance scams.

"Protecting our members is our top priority," Gierran added. "We urge everyone to stay vigilant and help us spread the word to keep our communities safe from these fraudulent activities."
