TODAY IN HISTORY | SEPTEMBER 21, 1972 — MARCOS SIGNS MARTIAL LAW PROCLAMATION

On September 21, 1972, then-President Ferdinand E. Marcos signed Proclamation No. 1081, placing the Philippines under martial law.

Although the proclamation was dated and signed on September 21, the public was informed of martial law on September 23, 1972. The declaration marked the beginning of a period of authoritarian rule that lasted for nearly nine years.

During the martial-law period, opposition figures were arrested, media organizations were shut down or placed under government control, and the military assumed a greater role in government affairs. The period remains a significant and contested chapter in Philippine history, with documented accounts of human rights violations, censorship, and political repression.

METRO CEBU AQI REACHES 215 AMID TRANSBOUNDARY HAZE

LOOK: The Environmental Management Bureau Region VII (EMB-7) reported elevated air pollution levels in parts of Central Visayas as transboundary haze from Indonesian wildfires affects the region.

As of 4:00 a.m., EMB-7 recorded the following readings:

• AQI: 215
• Classification: Acutely Unhealthy

EMB-7 advises the public to limit outdoor exertion. Individuals with heart or respiratory conditions, including asthma, are advised to remain indoors and rest as much as possible. Unnecessary trips should also be postponed.

• Classification: Unhealthy for Sensitive Groups

People with respiratory conditions, including asthma, are advised to limit outdoor exertion.

TEAM PHILIPPINES MARCHES AT ASIAN GAMES 2026 OPENING CEREMONY

LOOK: Team Philippines took part in the Parade of Athletes during the Opening Ceremony of the 2026 Asian Games in Aichi-Nagoya, Japan, on Saturday, September 19.

According to Banga Mayor Albert Palencia, the suspect’s father is an employee of the Department of Education (DepEd) Region 12 and is currently being investigated.

The suspect’s mother reportedly told authorities that her son broke open a vault where her husband had stored the 9mm pistol.

Authorities are continuing to investigate the incident, including how the minor gained access to the fi***rm.

UPDATE: President Ferdinand Marcos Jr. expressed condolences to the families affected by the shooting at Banga National High School in South Cotabato, which resulted in at least three fatalities and eight injuries, according to the latest figures cited in his statement.

"Muli tayong nahaharap sa isang trahedyang hindi dapat danasin ng sinumang magulang, paaralan, o komunidad.

Nakikiramay ako sa mga pamilyang nawalan ng mahal sa buhay sa pamamaril sa Banga National High School sa South Cotabato. Tinitiyak nating natatanggap ng mga nasugatan ang kailangan nilang gamutan at tulong.

Ito na ang ikatlong nakamamatay na pamamaril sa paaralan sa loob lamang ng tatlong buwan. Matapos ang mga insidente sa Tacloban at Zamboanga, inutusan ko na ang ating mga ahensya na palakasin ang seguridad sa mga paaralan at gawin ang lahat ng kinakailangan upang maiwasan ang muling paglitaw ng ganitong trahedya.

Ngayon, iniutos ko sa Department of Education, DILG, at Philippine National Police na mag-report sa akin ukol sa mga hakbang na naisagawa na matapos ang mga nakaraang insidente. Sa mga susunod na araw, ilalabas natin ang karagdagang mga hakbang upang tugunan ang mga puwang na nananatili at mas mapangalagaan ang ating mga mag-aaral.

Iniutos ko rin ang isang masusing imbestigasyon sa naganap na pamamaril ngayong araw, kabilang na kung paano nakakuha at nakapasok ang isang menor de edad ng baril sa loob ng paaralan.

Hindi natin maaaring tanggapin na maging bahagi na lamang ng buhay ng ating mga anak ang mga pamamaril sa paaralan. Karapatan ng ating mga anak na makapag-aral nang walang takot.

Karapatan ng mga magulang na maipadala sila sa paaralan nang alam na uuwi silang ligtas. Ito ang pananagutan natin sa bawat pamilyang Pilipino."

BREAKING: The Office of the Ombudsman has filed two counts of graft and administrative complaints against Senators Mark Villar and Camille Villar, former Senators Manny Villar and Cynthia Villar, Paolo Villar, and other local water district officials over alleged poor water service linked to PrimeWater operations.

Assistant Ombudsman Mico Clavano said the complaints are now under preliminary investigation.

The Ombudsman said it received a report from the Office of the Government Corporate Counsel stating that, from 2015 to 2022, 75 local water districts entered into joint venture agreements with PrimeWater Infrastructure Corporation (PWIC) that were described as “grossly disadvantageous.” A congressional document also records 75 PrimeWater agreements by 2022.

The complaints remain under investigation, and the allegations have yet to be established in court.
