In the age of AI and ChatGPT, when social media dominance is influential and when poverty is often romanticized rather than minimized, how do we differentiate real service to papogi points lang?
With our horrible experience of COVID19, when HIV/AIDS cases has increased dramatically, when children suffer malnutrition/stunting even before they started walking/talking… who’s to blame? The gov’t? The people? Or the circumstance?
When poverty incidence in the region is high, WHERE should we start? HOW should we start?
We’ll start with being grateful.
- grateful to God for this big challenge, for this big opportunity, for this big responsibility.
- grateful to the people, for the trust, Thankful for those who did not vote for us but respect the majority rule as a fundamental principle in a democratic system.
- grateful to Hon. Victor Yu. *He started opening roads so we could reach ZamboSurians sa buong sulok bg ZDS. * He started Zero Balance Billing and realized kulang pa, added 2 district hospitals with the help of Representatives in Congress. * He started leadership by example. He never told us what to do but he shows us what LEADERSHIP is, even if it means him losing.
For this administration, let’s focus on the basics. These 3 most basic guiding principles we all grow up with and become who we are today.
3. Prevention is better than cure (bawal magkasakit). How can we relate this to our programs.
- ZDSMC OPD Department will be renovated to a bigger, bolder, with free snacks for everyone who will submit themselves to a regular, annual examination. Free of charge plus basic medicines.
- All RHU in partnership with IPHO should be able to provide Basic Health Care Services with Lying-in facilities.
- Empowerment of Barangay Health Centers. Clean, complete with facilities for the regular check-up of children 0-1,000 days and Senior Citizens.
2. Education ends the cycle of poverty. (Mag eskwela ug tarong aron ma haw-as sa kalisod).
- in 2010, Gov. victor Yu, then Cong. Started the Special Science Program in the first district and in 2019 in the 2nd district. The goal is to open Math and Science sections using the PhilSci Curriculum in public schools (not only pilot and zsnhs) with the goal of production more doctors, nurses, engineers and other related courses. I will continue that program.
- I will also introduce a new program to answer the high functional illiteracy rate. This is the Provincial Scholar-Tutor Program.
- BEED and BSED students will receive scholarship program provided that they will undergo DepEd training to be able to tutor Deped identified stage 1 learners.
Sa programang edukasyon, no one should be left behind.
1. Honesty is the best policy. Parang hindi naman no.1. But come to think of it.
- this is posted in the walls of public elem schools
- Even if honesty is such a lonely word, even if honesty is hardly ever heard… its mostly what we need… from the government.
Honesty will start in the provincial government, down to the City/Municipal government, down to the Barangays.
I know Gov. Victor Yu started this already but we want strong FISTS. Strong Financial System.
May I have the commitment of
- GSO head (no overpricing, no under delivery)
- PEO head (projects should be properly implemented and on time implementation)
- HR head (on time salary)
- Accounting, Budget, Treasurer, Assessor….
Today we also invited RDs and PDs of National Offices to emphasize the need for timely coordination in the formulation and implementation of plans, programs and projects affecting the whole province.
NEDA RD, though not present today because of some prior commitments, sent a report on their analysis of the high poverty incidence in the region.
Their finding says that despite modest growth in the economies, there is;
1. Erosion of income by high food inflation
2. Non-translation of high employment rate to quality jobs
3. Low productivity in agriculture
4. Inadequate access to social services
5. Inadequate infrastructure to support economic activities
6. Inadequate support to business sector.
This administration, working hand in hand with the Mayors, will prioritize programs to answer these six factors.
- 1 & 3, we will allocate more budget to support the agriculture and aquaculture industry in the province. May request that all Mayors should hire Agriculturist for the position of Agriculture Officer, and we will be hiring agriculture graduates for massive agri programs.
- #2 The passage of ZDS State University and Polytechnic State College, the rising of the Agri/Aquaculture industry will open the gates for quality and sustainable job opportunities.
- #4 we will open provincial satellite offices in the strategic areas
- #5 three Representatives in Congress will definitely have a huge impact on infrastructure programs.
- #6 i already talked to SMSE Association, they will have a seat in the provincial development council.
Lastly and most importantly, Peace and Order. I leave that to then experts PD Arañas and BatCom Vargas, you will have my full support, my office is open Monday to Friday, 8-5pm, and my phone 24/7 if you need anything for ZDS’ peace and order concern.
