DISMISSED Bamban mayor Alice Guo and 35 others are facing graft and corruption charges filed yesterday by the National Bureau of Investigation (NBI).
Also included in the cases to be filed in coordination with the Presidential Anti Organized Crime Commission (PAOCC) are 35 other individuals including former Bamban mayor Jose Antonio Feliciano, former vice mayor William Cura, several councilors, municipal officials, barangay and youth leaders, as well as company incorporators linked to questionable land deals.
The charges include violations of the Anti-Graft and Corrupt Practices Act (RA 3019, Sections 3[e] and 3[g]) for alleged misuse of authority and entering into grossly disadvantageous contracts with private firms BAOFU Land Development, HONGSHENG, and ZUN YUAN.
Feliciano also faces charges under the Revised Penal Code (Article 216) for the illegal use of public office for private gain.
NBI Director Jaime Santiago also revealed that investigators discovered a property valued at โ‚ฑ3.9 billion where only P10,000 in real property tax was paid โ€” with no tax payment for the building itself โ€” calling the arrangement โ€œgrossly disadvantageous to the government.โ€
โ€œNakita may isang property doon na ang appraised value is 3.9 Bilion, but they only paid real property tax of ten thousand pesos. Sa luna yon, sa building - zero hindi nagbayad ayon masyadong grossly disadvantageous to the governmentโ€ said Santiago.

THE Provincial Government of Tarlac officially launched the POP UP Tarlac (Participatory and Organized Planning for Unified Progress in Tarlac) for the years 2026 to 2028 at the Glory Hotel and Residence along Gil Puyat Avenue, Clark Freeport Zone, Pampanga last September 4.
Led by Governor Christian Tell Yap, in partnership with the Tarlac Department of the Interior and Local Government (DILG), local chief executives and their respective Sanggunian, the Tarlac Police Provincial Office (TPPO) and other partner agencies, the two-day launching and workshop was aimed at formulating strategies and devising a comprehensive program designed to build a safer, more peaceful, and progressive province.
In attendance were Vice Governor Estelita Aquino, board members, mayors, vice mayors, Sangguniang Bayan members, DILG-Tarlac officers and staff, former Governor and Congressman Victor Yap, TPPO Provincial Director PCol. Franklin Estoro and the different Chief-of-Police in the province and capitol department heads and staff.
In a statement, Gov. Yap said that POP UP Tarlac will bring stability, progress and safety to all residents of Tarlac province.
โ€œInilunsad po natin ang POP UP Tarlac bilang bahagi ng ating sama-samang paglalakbay tungo sa isang mas maayos, ligtas, at maunlad na lalawigan. GOVERNOR Christian Yap and Vice Governor Estelita Aquino led the opening of the 2025 Marian Exhibit at the Diwa ng Tarlac last September 1.
The month-long exhibit, themed โ€œMaria, Pag-Asa ng mga Banal,โ€ runs from September 1 to 30 and will showcase the different images, statues, and titles of the Blessed Virgin Mary from various parish churches across the Diocese of Tarlac.
Tarlac Bishop Roberto Mallari presided over the Holy Mass prior to the ribbon-cutting ceremony, was joined by the priests from various parishes of the Tarlac Diocese.
Gov. Yap expressed his gratitude to Bishop Mallari for giving the Provincial Government of Tarlac the opportunity to host this yearโ€™s Marian Exhibit.
โ€œThank you Bishop for the partnership to the provincial government of Tarlac, and for the opportunity to host this exhibit since panahon pa ni Tatang Apingโ€, Gov. Yap said.
โ€œInaanyayahan po namin kayo sa Tarlac Grand Marian Exhibit 2025. Isang makabuluhang pagdiriwang ng pananampalataya at debosyon na tampok ang ibaโ€™t ibang imahen at titulo ng Mahal na Birheng Maria,โ€ he added.
The exhibit will be open to the public from 9:00 a.m. to 4:30 p.m. throughout the month of September.

MAYOR Susan Yap and Gian Pierre โ€œJappyโ€ de Dios of Tarlac City and Anao respectively, formally joined the Mayors for Good Governance (M4GG), a group of local chief executives who are advocating transparency and accountability in government.
Organizers of M4GG that include Mayors Benjamin Magalong of Baguio City, Vico Sotto of Pasig City, Joy Belmonte of Quezon City and Sitti Hataman of Isabela City in Basilan announced the first batch of its new members for the current 2025 to 2028 term.
The aim of the M4GG is to stand firmly with the Filipino people in demanding the truth, accountability, and justice behind the massive corruption allegations in flood control and other infrastructure projects, including the reported collusion between government officials and favored contractors.
The M4GG calls for full transparency and genuine accountability and for those who have stolen public funds must face the full force of the law.
Yap, who is on her first term as city mayor after a two-term stint as Tarlacโ€™s second district representative and three-term reign as governor of Tarlac, said in a statement, โ€œKasama po ng M4GG ang buong Pamahalaang Lungsod na tumitindig laban sa korapsyon at katiwalian sa gobyerno. Tuloy-tuloy po ang ating good governance para sa mas masaya, mas maunlad at mas makataong Tarlac City. Maraming salamat po sa M4GG.โ€
All new members will begin as observers, described as a โ€œperiod to fully understand and engage with the vision of M4GG.โ€
To become a full-fledged member, the chief executives must attend at least three official activities of the organization.
Aside from Yap and De Dios, among the 51 new members of M4GG include Mayors Leni Robredo of Naga City, Wes Gatchalian of Valenzuela City, Raisa Treรฑas of Iloilo City and Abelardo Bantug III of Victorias City in Negros Occidental.

FORMER Tarlac City Mayor and Vice Mayor Genaro โ€œAroโ€ Mendoza has hailed Mayor Susan Yapโ€™s inclusion in the 2025-2028 batch of members of Mayors for Good Governance (M4GG) under Observer Status.
Mendoza made this pronouncement following the release of the list of new members of M4GG, noting that Yap deserves the recognition for her unblemished record as public servant.
โ€œMayor SY deserves this as her years in governance as Representative, Governor, Regional Development Council Chairperson, among others, proves that she is for development, transparency, and accountability,โ€ he noted.
Mendoza added that although Yapโ€™s administration in the city remains in infancy period, several accomplishments have already been observed, especially regarding priority programs in garbage disposal, traffic, and public market.
He also expressed optimism that all other programs under the Yap administration will prosper, including the worsening flooding in the cityโ€™s main roads and villages now that the national government is keen on related projects.
โ€œAnong nangyari sa mga proyekto laban sa pagbaha? Kawawa ang ating mga kababayan dahil maraming pera ng taumbayan ang nasasayang dahil sa maling paggawa,โ€ Mendoza said, adding that Yap has proven to promote wise spending of peopleโ€™s money.
Asked what prompted him to throw the accolade, Mendoza said he is talking as a private citizen and no intention of going back to political arena any sooner.
โ€œHindi nila masasabing politika ito dahil wala ako sa posisyon at wala akong balak magbalik sa anumang posisyon sa ngayon. Ang sa akin ay bigyan ng papuri ang dapat purihin. Dapat suportahan ang pagsama at pagkilos sa mahusay at magandang palakad ni Mayor SY,โ€ he emphasized.
Having an unblemished record too, Mendoza also sounded a call on the current composition of the 10th Sangguniang Panlungsod to support and join a united stand with Mayor Yap and her administration in the drive for reformation toward accountability and transparency in governance.
โ€œNoong panahon natin bilang mayor ay walang sino man ang nasuspindeng tauhan ng pamahalaang lungsod ng kahit anong ahensiya ng gobyerno dahil nagpakita tayo ng mabuting halimbawa ng tapat na pamamahala,โ€ he said.
This, he said, is also the way the mayor and all other members of the Yap family have shown in their leadership stints before and in the current setting.
โ€œTulad ni Mayor Susan [Yap], nagsikap din tayo noon na magsilbi nang tapat kung kayaโ€™t naibaba natin ang mga programang kapaki-pakinabang para sa ating mga kababayan. Mabuti at narito ngayon si Mayor SY para maibalik ang mahusay na pamamalakad sa ating lungsod,โ€ Mendoza added.
M4GG is a movement of local leaders committed to fighting corruption and building resilient, future-ready communities through empowered local governments that put peopleโ€™s welfare above politics and power.

THE Province of Tarlac received a Certificate of Commendation from the Department of Health (DoH) for its successful implementation of the Local Health System Maturity Level (LHS ML) Framework under the Universal Health Care (UHC) Act.
The award, held at the Asian Development Bank (ADB) Headquarters last August 28 during the Universal Health Care Summit 2025, was received by Tarlac Provincial Health Officer Dr. Jeanette Lazatin from DoH Secretary Teodoro Herbosa.
The recognition was due to the provinceโ€™ outstanding progress in UHC implementation and for its efforts in operationalizing and institutionalizing health systems, ensuring functional, efficient and integrated delivery of health services.
The province was likewise acknowledged for achieving 100% in Organizational Level and 95% in Functional-Level key result areas, which is considered as excellent performance that shows strong and effective local health care management system.
The LHS ML Framework is the barometer used to measure a local governmentโ€™s UHC integration sites link health facilitiesโ€”from barangay health stations and rural health units to primary care facilities and hospitalsโ€”into a coordinated network to provide faster, affordable, and quality medical services for all Filipinos.
In his speech, Herbosa said, โ€œTo our local chief executives, as stewards of health in your provinces and cities, your leadership is both indispensable and determinative of the full realization of UHC.โ€

THE Philippine National Red Cross-Tarlac chapter, in coordination with the Provincial Government of Tarlac headed by Governor Christian Tell Yap, launched the Network on Anticipation, Risk, Resilience, and Adaptation (NARRA)-Roots for Resilience Project last August 27 at the Bulwagang ng mga Gubernador, Tarlac Provincial Capitol.
The project, funded by the European Union, aims to promote disaster resiliency programs that strengthen the preparedness and stability of provinces across the Philippines before and during natural calamities.
The launching was graced by Philippine Red Cross Secretary-General Dr. Gwendolyn Pang, German Red Crossโ€“Head of Office Meenakshinatan Ramaingompillai, Spanish Red Crossโ€“delegate Maria Pressaco, and the officials of Red Cross Tarlac Chapter led by Vice Governor Estelita Aquino.
The municipalities of Anao, Ramos, Camiling, and San Manuel, together with their respective Municipal Disaster Risk Reduction and Management Officers, were identified as priority areas due to their vulnerability to natural disasters such as flooding and will receive funding from the European Red Cross.
Gov. Yap expressed his gratitude to the Red Cross for selecting Tarlac as the second pilot provinceโ€”after Eastern Samarโ€”and for granting it early access to the project. โ€œWe are very grateful Red Cross, for selecting the province of Tarlac to be one of your pilot provinces innovating this new NARRA program,โ€ Gov. Yap said.
He also emphasized that the province will continue striving for stronger disaster preparedness and aims to win the Gawad Kalasag Awards. He added, โ€œThe NARRA Project will be a huge help in achieving our goal of developing more strategies and proper planning for long-term solutions.โ€

Today, thereโ€™s only one game plan in the NBA โ€“ shooting threes! NBA teams now have a complete set of medical attendants, from nutritionists to athletic trainers, yet superstars donโ€™t play back-to-back games, and load management is practiced when all they seem to care about is shooting from the three-point range.
I also miss other โ€˜80s NBA stuff like posters, team flags, magazines and caricature shirts which I collected back in the day. But what I am really missing is the Saturdays being at home watching the NBA. When I was in high school in 1987, while my friends were into Saturday afternoon disco, I was glued to our television watching the NBA telecast on ABS-CBN, which became part of my teenage life.
Unless connected to Clark Air Base FEN on UHF Channel 17, the very first NBA regular showing on local TV here happened in 1987 over ABS-CBN every Saturdays, then a year later with GMA 7, with the NBA Game of the Week with program host Quinito โ€œThe Deanโ€ Henson. With that, I acquired a lot about the league with its history and I even list down the playersโ€™ college, birthdays and more which Mr. Henson features in his half-time show. I saved some my school allowances for the weekend to buy sports magazines like Sports Flash on Fridays, and Sports Weekly magazine on Saturdays. Watching an NBA game on TV was such a thrilling experience for me. It was like a fantasy watching an NBA game back then because I usually only saw the players in photos in my magazines and posters displayed in my room.
Although I was able to get my first glimpse of an NBA game in 1983 with the high-wire acts of the Doctor - Julius Erving of the Philadelphia 76ers against the Boston Celtics. My attention was caught by the Celticsโ€™ unique home parquet floor, classic jersey, championship banners, and the triumvirate of Larry Bird, Kevin McHale, and Robert Parish. Since then, the Celtics became my favorite NBA ballclub. That game was on tape and was just an alternative program whenever PTV-4 having problems with their regular setting.
1987 was a special year for me as an NBA fan, even though NBA showings at that time were a week late. Still, the excitement in my veins never went away (In fact, Introduction pa lang at MTV for the game ng NBA on CBS Network tuwang-tuwa na ako). Another thing in 1987 also was the first time I fully understand the NBA All-Star game selection, All-NBA Teams and All-NBA Defensive Teams selection, the NBA playoffs โ€“ the homecourt advantage, and everything about the leagueโ€™s format.
As a kid from the 80s, I learned a lot about the NBA from a hard-earned foundation even without the benefit of live game showing and with NBA writers and commentators providing informative insights. Unlike today, where mostly baseless stories from trying-hard NBA vloggers widespread on Facebook and claims to be NBA analysts and experts. Worse, they belittle the NBA's old-school players and fans, thinking only their own opinions matter.@

IN AN effort to strengthen the partnership and coordination, the Provincial Government of Tarlac (PGT) and the National Food Authority (NFA) met at the Diwa ng Tarlac conference hall, August 26.
Attended by Governor Christian Tell Yap, Provincial Agriculturist Noel Regis, NFA Tarlac Branch Manager Karen Hernal and the different city and municipal agriculturists, the meeting was focused on programs and interventions that will ensure sufficient rice buffer stocks, timely support services, and improved assistance to Tarlac farmers.
The meeting was likewise joined by the representatives from the Sugar Regulatory Administration, Department of Agriculture Regional Field Office III and the PhilRice-Rice Competitiveness Enhancement Fund.
In his official Facebook post, Yap underscored the importance of government support to farmers.
