The assessment utilized ๐๐๐๐'๐ฌ ๐๐ง๐๐๐ฑ ๐จ๐ ๐๐จ๐ฏ๐๐ซ๐ง๐๐ง๐๐ (๐๐๐), a composite indicator derived from both Trust Ratings and Performance Ratings, providing a comprehensive measure of leadership effectiveness and public confidence.
Leading the region is ๐๐๐ฒ๐จ๐ซ ๐๐ก๐๐๐ง๐ ๐๐๐ง-๐๐ฒ ๐จ๐ ๐๐๐ง๐ญ๐ข๐๐ ๐จ ๐๐ข๐ญ๐ฒ, who posted an exceptional 87.9% Index of Governance score, the highest among all city mayors in Cagayan Valley. She registered a Trust Rating of 87.6% and a Performance Rating of 88.3%, reflecting overwhelmingly positive constituent assessments of her administration's delivery of public services, leadership, and overall governance. The result underscores Santiago City's continued emergence as one of the region's strongest-performing local government units.
Ranked second is ๐๐๐ฒ๐จ๐ซ ๐๐๐ข๐ฅ๐ ๐๐ข๐ง๐ -๐๐ฎ๐ ๐จ๐ ๐๐ฎ๐ ๐ฎ๐๐ ๐๐ซ๐๐จ ๐๐ข๐ญ๐ฒ with an impressive 85.4% IOG score, supported by an 85.1% Trust Rating and an 85.7% Performance Rating. As the regional center of Cagayan Valley, Tuguegarao's strong governance marks demonstrate sustained public confidence in local leadership and the city's ability to address the growing demands of its residents while maintaining effective public service delivery.
Completing the list of top-performing city mayors are ๐๐๐ฒ๐จ๐ซ ๐๐๐ฒ๐๐๐ ๐๐ฒ ๐จ๐ ๐๐๐ฎ๐๐ฒ๐๐ง ๐๐ข๐ญ๐ฒ and ๐๐๐ฒ๐จ๐ซ ๐๐๐ฒ ๐๐ข๐๐ณ ๐จ๐ ๐๐ฅ๐๐ ๐๐ง ๐๐ข๐ญ๐ฒ, who occupied the third tier of the rankings. Mayor Dy recorded an 84.0% IOG score, with 83.6% Trust and 84.5% Performance Ratings, while Mayor Diaz posted an 83.3% IOG score, supported by 82.9% Trust and 83.8% Performance Ratings. Both leaders received favorable evaluations from constituents, who cited ongoing development efforts, accessibility, and responsiveness to local concerns as factors contributing to their strong ratings.
The RPMD Performance Rating measures constituent satisfaction across key governance indicators, including leadership and executive management, fiscal responsibility, infrastructure development, social services delivery, peace and order, disaster preparedness and response, environmental stewardship, transparency and accountability, digital governance initiatives, and responsiveness to public concerns. Meanwhile, the Trust Rating measures public confidence in a mayor's integrity, credibility, accessibility, reliability, and overall ability to lead effectively.
RPMD Foundation Inc. Executive Director ๐๐ซ. ๐๐๐ฎ๐ฅ ๐๐๐ซ๐ญ๐ข๐ง๐๐ณ said the findings reflect a growing tendency among voters to assess local leaders by their actual governance outcomes rather than by political affiliations or campaign narratives.
โThis is not a popularity survey. The assessment measures governance performance and public trust based on constituents' actual experiences. Voters are increasingly rewarding leaders who remain visible, accessible, responsive, and capable of delivering meaningful results. High trust ratings are often earned through effective governance, while strong performance ratings reflect the public's evaluation of how well local officials fulfill their responsibilities,โ Martinez explained.
Under RPMD governance benchmarks, a score of 55% is considered passing, while ratings above 60% indicate strong governance performance and scores beyond 70% reflect very strong public confidence and administrative effectiveness. The mayors' rankings significantly exceeded these benchmarks, demonstrating exceptional levels of constituent satisfaction and governance performance.
The survey was conducted from April 1 to 8, 2026, as part of RPMD Foundation Inc.'s independent, non-commissioned โBoses ng Bayanโ nationwide governance monitoring initiative. A total of 5,000 randomly selected respondents from all socioeconomic classes across the Cagayan Valley Region participated in the study. Respondents were proportionately allocated and statistically weighted based on the actual number of registered voters in each city, ensuring that larger voter populations received appropriate representation and that the sentiments of their respective constituents were accurately captured.
The survey carries a ยฑ1% margin of error at a 95% confidence level.
Dr. Martinez emphasized that RPMD's weighted methodology ensures a more accurate reflection of voter sentiment across the region.
โBy weighting respondents according to the actual voter population of each city, the survey captures a more reliable and representative picture of public opinion. The findings provide a credible snapshot of how constituents currently assess the trustworthiness, effectiveness, and overall performance of their local leaders,โ he added.
