SENATOR Paolo Benigno โ€œBamโ€ Aquino graced the affair of the Tarlac senior citizen and student scholars at the Bulwagang KanLahi of the Diwa ng Tarlac and was warmly welcomed by Governor Christian Tell Yap, Tarlac City Mayor Susan Yap and other provincial officials, July 15.
The newly elected senator, a staunch supporter of the scholarship program of the provincial government of Tarlac, congratulated the students who benefitted from the program being implemented by the provincial government of Tarlac.
In his message, Aquino reiterated the importance of education to each student and how it could uplift their respective lives.
โ€œAng tunay na pag-unlad ay nagsisimula sa edukasyon. Hindi tayo titigil hanggaโ€™t walang batang Pilipino ang naiiwan. Ang bawat batang nakakapag-aral at nangangarap ay pag-asa ng ating bayan,โ€ Aquino said.
Aquino, a native of Concepcion town, is known for his advocacies in education and his championing of the youth sector.
Gov. Yap, in a statement expressed his full support to the advocacies of the senator.
โ€œAng buong Lalawigan ng Tarlac, kasama ang Lungsod ng Tarlac, ay buong puso at buong lakas na nakikiisa sa iyo, Sen. Bam, sa pagsusulong ng makabuluhan at makataong adbokasiya para sa kabutihan ng sambayanang Pilipino,โ€ he said.
The governor added, โ€œSa bawat hakbang mo tungo sa pagbabago at pag-unlad, kasama mo kamiโ€”handa kaming makipagtulungan, makiisa, at magsilbing katuwang sa pagtupad ng adhikaing ito para sa mas maliwanag na kinabukasan ng ating bayan.โ€
Mayor Yap, on the other hand said, โ€œIsang malaking karangalan ang pagbisita sa atin ni Sen. Bam Aquino. Taos-puso ang kanyang pasasalamat sa mga Tarlaqueรฑo, at kami naman ay buong pusong sumusuporta sa kanyang mga proyekto at adbokasiya para sa kababayan natin. Maraming salamat, Senator.โ€

MOST Barangay captains from the 76 barangays that comprises Tarlac City have now shifted their alliance and vowed their unconditional support to Mayor Susan Yap.
The barangay captains numbering 57 and headed by Association of Barangay Captain (ABC) president Cernan Cruz of San Rafael attended the meeting called by the office of Yap on July 7.
They said that it is time to set aside politics and instead will now throw their alliance and full support to the new mayor.
They likewise voiced-out their concerns in their respective barangays and some of them asked for the immediate assistance of the Yap and the city government.
Yap reminded the barangay captains that the city hall might just work on a reenacted budget for the rest of the year and that they will be the one suffer first and urged them to convince Vice Mayor KT Go to support the passage of a new budget.
โ€œRemember that in a reenacted budget, capital outlay is out therefore, we have no budget for your barangay projects,โ€ the mayor said.
On the morning of June 30, former Mayor Cristy Angeles vetoed the 2025 city budget citing โ€œlack of time.โ€
The city budget was requested by Angeles and was rejected by his councilor-allies in April of this year after councilors belonging to Team MaYap slashed double entry items.
In her Facebook post, Yap thanked those who attended the meeting.

THE Sangguniang Kabataan (SK) Tarlac City Federation recently paid a courtesy visit to newly installed Tarlac City Mayor Susan Yap to show their full support to the programs to be implemented by the new city hall administration.
Led by SK Federation President and sitting ex-officio Councilor Erika Je-An Gozum, the young leaders coming from the different barangays of the city vowed to support the incumbency of Yap.
Gozum, the SK president of barangay Matatalaib likewise promised to work hand-in-hand with Yap and the Sangguniang Panlungsod.
In her Facebook post, Yap thanked the SK Federation for their visit.

THE Tarlac Police Provincial Office (TPPO) headed by Provincial Police Director PCol. Miguel Guzman accorded Governor Christian Tell Yap arrival honors and side honors to Vice Governor Estelita Aquino during the provincial governmentโ€™s flag ceremony at the Diwa ng Tarlac grounds, July 14.
Yap, who is on his first term as governor was joined in the TPPO honors and first capitol flag raising ceremony at the Bulwagang KanLahi of the Diwa ng Tarlac by Board Members Pearl Angeli Erguiza-Pacada, Joy Gilbert Lamorena, Agustito โ€œTitoโ€ Roxas, Harmes Sembrano, Dennis Norman Go, Christopher โ€œTopeyโ€ delos Reyes, Aaron Villaflor and Carlito โ€œCasadaโ€ David, Tarlac National High School Principal Yolanda Gonzales, capitol department heads and employees.
In Yapโ€™s message, he made mention of the preparation made by the flag raising host Provincial Information Office and thanked Guzman and the TPPO for the honors for him and the vice governor.

For her part, Aquino also thanked the TPPO, the Tarlac National High School Chorale, capitol department heads and employees for the warm welcome she received and called on everyone to work even harder to make Tarlac province even prosperous.

TARLAC Governor Christian Tell Yap attended the Newly-Elected Officials Performing Leadership for Uplifting Service (NEO PLUS) program held at Conrad Hotel, Manila, July 10.
Gov. Yap who was with Vice Governor Estelita Aquino and Board Members Pearl Angeli Pacada, Tito Roxas, Antonio Villanueva, Christopher delos Reyes and Aaron Villaflor said that he is honored to be part of the NEO PLUS program.
โ€œIkinararangal kong maging bahagi ng Newly-Elected Officials Performing Leadership for Uplifting Service (NEO PLUS) Program, kasama sina Bise Gobernador Estelita Aquino at ibang mga kasapi ng Sangguniang Panlalawigan,โ€ he said.
He said that the aim of the program is to instill transformative leadership to newly elected officials.
โ€œLayunin ng programang ito na bigyan ng kakayahan ang mga bagong halal na opisyal sa pamamagitan ng transformative leadership at mga kasanayan sa paggawa ng mga polisiya, tungo sa mas epektibo, matatag, maginhawa, at panatag na buhay para sa lahat ng Pilipino sa loob ng aming tatlong taong panunungkulan,โ€ the governor said.
Meanwhile, President Ferdinand R. Marcos Jr., who attended the program, has reaffirmed his administrationโ€™s commitment to support local officials regardless of their political affiliation, saying the focus should be on action, not politics.
Newly elected local officials officially assumed office noon of June 30 following their respective victories in the May 12 midterm elections.
During the meeting, the President emphasized that as long as public officials work together and remain rooted in genuine love for the country, the nation will stay on the right track.

TARLAC City Mayor Susan Yap led the distribution of livelihood negokarts to 81 beneficiaries at the โ€œMasaya Hallโ€ inside of the Tarlac City Plazuela, July 11.
The awarding, part of the Provincial Governmentโ€™s undertaking under the Public Employment Service Program led by Maria Lira Reyes benefitted Tarlac city residents who all thanked Mayor Yap, Governor Christian Tell Yap and Vice Governor Estelita Aquino.
In her speech, Mayor Yap reminded the beneficiaries to take care of the livelihood assistance they received.
โ€œWe are making sure that our beloved Tarlaqueรฑos will have a decent living and not lean heavily on ayudas,โ€ Mayor Yap said.
She added, โ€œSa tulong ng programang ito, nagkakaroon ng mas konkretong oportunidad ang ating mga kababayan para makapagsimula ng sarili nilang maliit na negosyo โ€” isang hakbang tungo sa mas maayos at mas masaganang kabuhayan. Maraming salamat sa ating mga katuwang sa programang ito. Sama-sama tayong magtutulak ng hanapbuhay na abot-kamay at pangarap na naisasakatuparan.โ€
The funds for the livelihood negokart came from the provincial government.
A total of 26 fish ball negokarts distributed, one buko juice, 18 friend chicken, 13 frozen goods, four native vegetables, two rice cake, 11 siomai, one siopao, three dressmaking equipment and two welding equipment.

LOCAL Government Chief Executives from the province of Tarlac led by Tarlac City Mayor Susan Yap receive 16 Patient Transport Vehicles (PTVs) from President Ferdinand Marcos Jr. and the Philippine Charity Sweepstakes Office (PCSO) in a ceremonial turnover of 387 vehicles, marking the largest single-day distribution of medical vehicles.
Speaking at the Quirino Grandstand in Manila last July 9 before local chief executives from across Luzon, Marcos reaffirmed his administrationโ€™s commitment to universal healthcare access by ensuring that every city and municipality in the country receives at least one medical transport vehicle by the end of 2025.
โ€œOur next step, since some towns and cities are larger than others, is to assess their specific needs,โ€ the president said.
โ€œWe have to base it already on each areaโ€™s population,โ€ he added.
Mayor Yap, in her Facebook post thanked the president and the PCSO for the PTVs.
โ€œAng ipinagkaloob sa ating lalawiganโ€”at kabilang po ang Tarlac City sa mga tumanggap ng bagong ambulansya para sa agarang tugon sa mga pangangailangang medikal.

Of the 387 PTVs distributed, Ilocos Region received 30 units, Cagayan Valley-72 units, Central Luzon-99 units, Calabarzon-27 units, Mimaropa-60 units, Bicol Region-64 units and the Cordillera Administrative Region-35 units
Each vehicle is outfitted with a stretcher, oxygen tank, blood pressure monitor, and other essential medical tools to support safe and efficient emergency response and patient transport.
Marcos noted that from June 2022 to June 2025, a total of 680 PTVs have been distributed nationwide.
The latest batch for Luzon is part of a broader rollout that includes 123 PTVs for the Visayas and 105 for Mindanao.
The turnover is part of PCSOโ€™s Medical Transport Vehicle Donation Program, which aims to strengthen health systems at the grassroots by providing mobility and logistical support to LGUs, particularly those in remote and underserved communities.--๐—”๐—™๐— ๐—–

CAPAS Mayor Roseller โ€œBootsโ€ Rodriguez announced that his P8-million confidential fund for next year will be channel the amount into programs for senior citizens and public school students.
In the reelected mayorโ€™s social media post on July 9, he said that the confidential fund budgeted to his office would be better spent on initiatives that directly benefit the people of Capas.
โ€œI will be relinquishing my confidential funds for next year in the amount of 8 million pesos a year, as I am directing the local finance committee to remove this expense item from our budget,โ€ he posted.
โ€œInstead, we will use this P8-million confidential fund to increase the assistance fund for our senior citizens, and in our desire to allocate funds to provide school supplies for our young students,โ€ Rofriguez added.
He also shared a video clip of his speech during the inaugural session of the municipal council on July 8, where he first revealed his decision to forego the confidential fund.
In his address, he outlined his administrationโ€™s priorities over the next three years, including education, health, social welfare, and other community concerns. He said the decision to reallocate the confidential fund was driven by the need to support these essential programs.

VICE Mayor Katrina Theresa โ€œKTโ€ Angeles-Go and all the members of the Sangguniang Panlungsod (SP) ng Tarlac called for unity, cooperation and reconciliation for the betterment of the city and Tarlaqueรฑos.
The call was made during the SPs inaugural session president by Angeles-Go at the jampacked SP session hall where Mayor Susan Yap was warmly welcomed.
In her inaugural speech, Angeles-Go extended her congratulations to Mayor Yap and her administration.
โ€œMalugod na pagbati sa isang makasaysayang araw, it is with great honor and privileged to be here because of the people of Tarlac City. The honorable mayor Susan Yap, malugod ko pong ipinapaabot ang taos-pusong pag-bati para sa inyo,โ€ she said.
Angeles-Go added, โ€œWe extend our warmest welcome as you begin your new mandate in public service. Taimtim ko pong bibigyan ng halaga ang kabutihan ng lungsod at mamamayan bilang isang katuwang at may malasakit at layuning mapa-unlad ang ating lungsod. While we may differ in political affiliations, such differences must not overshadow the great concerns of our city.โ€
Councilors Disdado Briones, Genise Anne delos Reyes, Enrico de Leon, Cesar Go, Roel Quiros, Jerome Lapeรฑa, Emily Ladera-Facunla, Jude Joseph David and Anne Belmonte likewise delivered their respective inaugural speeches and all called for political truce and vowed to serve the interest of Tarlaqueรฑos. Councilor PeeJay Basangan is still on leave.
Angeles-Go, Briones, Delos Reyes, De Leon, Go and Quiros belong to Team Angeles and are Partido Federal ng Pilipinas members while Mayor Yap, Lapeรฑa, Ladera-Facunla, David, Belmonte and Basangan are Team MaYap and Nationalist Peopleโ€™s Coalition stalwarts.
After the inaugural session, Mayor Yap and Angeles-Go shook hands and posed with the councilors for a photo opportunity.
Mayor Yap, in a statement said that she is happy to hear the statement of support coming from the vice mayor and SP members.
โ€œI am very happy to hear from the different councilors and the vice mayor their statement of support to our administration and hopefully tuloy-tuloy na yan through unity for the betterment of the cityโ€ฆkaya napaka-ganda naman at, I think they too also want to deliver their promises [to the people],โ€ Mayor Yap said.

TARLAC Governor Christian Tell Yap attended the ground breaking ceremony for a new Bases Conversion Development Authority (BCDA) housing development at the New Clark City, July 10.
The new housing project is part of President Ferdinand R. Marcos Jr.'s flagship Pambansang Pabahay Para sa Pilipino (4PH) program.
The BCDA said the housing development in Capas, Tarlac will initially deliver 840 housing units under the program.
These units form part of a larger, masterplanned 5.84-hectare community that will eventually offer more than 3,400 residential units, including mid-rise buildings for affordable housing.
In a statement, Gov. Yap thanked the BCDA for inviting him to be part of the ceremony.
โ€œThis initiative is part of BCDAโ€™s commitment to transforming New Clark City into a modern, smart, and disaster-resilient metropolis, while also addressing the pressing need for accessible housing in urban centers. Thank you for inviting me to be part of this momentous event,โ€ Gov. Yap said.
BCDA partnered with the Department of Human Settlements and Urban Development (DHSUD) and consortium of Sta. Clara International Corporation and South Korea-based Saekyung Unitless Co. for the said project.
โ€œThis groundbreaking ceremony marks the first step towards the change needed to bring the Filipino dream to life. With this project, we are building hope, we are empowering Filipinos, and we are bringing a lasting impact that will ripple for generations to come,โ€ BCDA chairperson Larry Paredes said.
For his part, BCDA President and Chief-Executive-Officer Joshua Bingcang said, โ€œThis housing project is a testament to the bold vision of President Marcos Jr., brought to life through 4PH. It tells every Filipino family: you deserve more than shelter. You deserve a home โ€”a place of dignity, stability, and hope.โ€
The development supports Marcos' goal of building 1 million housing units annually, and aligns with BCDAโ€™s mandate to build smart, sustainable cities that generate long-term social and economic value.
The Affordable Housing Project integrates green parks, community spaces, sports and recreation facilities, and retail zones.
The community will also serve as a potential housing site for uniformed personnel.
The housing complex will likewise feature modern utilities, stormwater drainage systems, fire protection infrastructure, and open green spaces.
The New Clark City Affordable Housing Project is set to begin vertical construction by late 2025.
Employment during construction and operations will also prioritize local hires from Capas and surrounding towns.

THE Sangguniang Panlungsod ng Tarlac found Tibag Barangay Captain Jay-Ar Navarro guilty for gross negligence, dereliction of duty, abuse of authority and conduct prejudicial to the best interest of the service and suspended him for six months.
The suspension of Navarro, stated under Resolution no. IX-25-074, Series of 2025, dated June 24, stemmed from the administrative case filed by then Governor, now Tarlac City Mayor Susan Yap, for his refusal to issue a barangay certificate of residency to be used by Yap for her application for a senior citizenโ€™s card.
Yap turned 60 November 3 of last year.
Navarro, a known loyal and die-hard supporter of then City Mayor Cristy Angeles and then Tarlac City mayoral candidate Vic Angeles, and six of his council members claimed that Yap is not a bonafide resident of Tibag and filed before the Commission on Elections Law Department in December of last year, seeking her disqualification for running for city mayor.
All the documents and identification cards presented by Yap in her certificate of residency application such as driverโ€™s license, the Unified Multi-Purpose ID (UMID) card and other pertinent documents stated that her residence is at Barangay Tibag.
The resolution cited Navarroโ€™s failure to uphold constitutional principles, including the right to privacy (Article III, Section 2 of the 1987 Constitution) and the Universal Declaration of Human Rights. It also noted violations of the Ease of Doing Business Act (RA 11032), which prohibits unjustified refusal of duly documented requests.
The six-month suspension will be enforced by the Department of the Interior and Local Government Tarlac City office. The Sangguniang Panlungsod emphasized that public office is a โ€œpublic trustโ€ and warned against misuse of authority.

On April 14 this year, the Comelecโ€™s second division dismissed the disqualification case versus Yap and affirmed her eligibility to run for mayor of Tarlac City in the 2025 mid-term elections.
In a resolution signed by Presiding Commissioner Rey E. Bulay and Commissioners Nelson J. Celis and Noli R. Pipo, the poll body found no strong evidence to support the disqualification petition filed by then Tarlac City hall radio broadcaster Amado de Leon and Navarro. The Comelec ruled that the statements submitted by the petitioners lacked merit and were deemed to be motivated by personal interest.
In the decision, the COMELEC cited a Supreme Court jurisprudence saying that โ€œThe law does not require a person to be in his home twenty-four (24) hours a day, seven (7) days a week, to fulfill the residency requirement.โ€

GOVERNOR Christian Tell Yap, together with Vice Governor Estelita Aquino led the awarding of scholarship stipend to 215 Tarlaqueรฑo scholars from Tarlac State University (TSU) held at the Bulwagan ng mga Gobernador, Tarlac Capitol, on July 8.
With the theme โ€œTulong Dunongโ€, the scholarship program, which is under the Commission on Higher Education (CHED), was able to provide P7,500 educational assistance to each student-beneficiary according to TSU Scholarship Financial Unit Head Sarah Gonzales.
The beneficiaries, all coming from the second district of Tarlac, includes 158 scholars from Tarlac City, 27 from Victoria, 17 from San Jose, and 11 from Gerona.
The funding for the project was secured by Gov. Yap during his stint as the provinceโ€™ second district congressman.
In his message, the governor congratulated the scholars and expressed his hope that the financial assistance would inspire them to keep striving and finish their education, emphasizing that they are the future of both the province and the nation.
โ€œCongratulations, scholars! You truly deserve this financial assistance from the Provincial Government of Tarlac. I hope it motivates you to keep striving and finish your studies, bringing you closer to your dreams while making meaningful contributions to our province and our country,โ€ Gov. Yap said.
โ€œMga iskolar, ang araw na lto ay patunay ng inyong sipag, tlyaga, at dedikasyon. Patuloy ninyong abutin ang inyong mga pangarap,โ€ he added.
VG Aquino, for her part highlighted the importance of education and expressed hope that Tarlac State University will produce top-notch graduates from various fields who will bring pride to Tarlac.
โ€œWe all know how important education is, and we are hopeful that Tarlac State University will produce top-notch graduates whether in accounting, education, engineering, nursing, or other fields. We believe that this is not impossible.โ€ The vice governor said adding, โ€œKaya kami ay umaasa na kayong lahat ay makapagtatapos sa inyong pag-aaral. Congratulations to all of you, at magandang umaga.โ€
