FinTech Alliance PH Backs BSP Framework on Responsible Use of Licensed Gaming

Industry players unite behind stronger safeguards and collaborative compliance to protect consumers
Manila, Philippines – The FinTech Alliance Philippines has expressed its full support for the Bangko
Sentral ng Pilipinas (BSP)’s strengthened regulatory framework on the responsible use of digital financial
services in relation to licensed online gaming platforms.
As the country’s largest organization of digital finance players composed of BSP-regulated financial
technology companies and electronic money issuers, the Alliance reaffirmed its commitment to ensuring
that the Philippine digital economy remains safe, ethical, and inclusive especially amid growing public
concern around the societal risks of online gaming.
“The Alliance recognizes the growing concern from the public and other sectors over the impact of
gaming. We are united in our commitment to be part of the solution by working closely with
regulators, elevating safeguards, and protecting the welfare of Filipino consumers,” said Lito
Villanueva, Founding Chairman of the FinTech Alliance PH.”
Industry Action on Emerging Risks
The Alliance flagged urgent risks related to financial distress, addiction, and underage or unverified
access to online gaming, as well as the proliferation of illegal and unregulated platforms. It emphasized
the need for a balanced, collaborative regulatory approach that preserves innovation while shielding
vulnerable sectors of society.
“We remain aligned with the BSP in ensuring that access to payment channels for online licensed
gaming is strictly controlled, and that all FinTech Alliance members adopt robust due diligence
measures,” Villanueva added.
Strengthened Controls and Coordinated Compliance
In line with the BSP’s directive, FinTech Alliance PH members committed to the following actions:
● Enhanced Due Diligence (EDD) for all merchant accounts classified under licensed online gaming;
● Real-time detection, monitoring, and blacklisting of illegal and unregulated platforms;
● Full compliance with BSP-imposed restrictions and enforcement actions on violative payment
channels.
The Alliance also encouraged evidence-based policymaking and data-driven interventions to ensure
effectiveness and proportionality in regulation.
Consumer Education and Ethical Engagement
To reinforce regulatory measures, the Alliance vowed to intensify public education efforts, particularly
targeting vulnerable consumers. Members will also adopt ethical marketing practices and promote
awareness of gaming-related risks across digital and community platforms.
“Financial literacy and responsible use are essential pillars of inclusive digital finance. As an industry,
we are committed to upholding these values,” Villanueva noted.
Unified Commitment to a Safe Digital Finance Ecosystem
Above all, the Alliance underscored its unity in protecting consumer welfare and ensuring that the
Philippine digital finance ecosystem remains safe, responsible, and inclusive.

I. Executive Summary
The Fintech Alliance affirms its strong support for the Bangko Sentral ng Pilipinas’ robust regulatory framework on
the responsible use of digital payment platforms in licensed online gaming. In parallel, we fully endorse a
collaborative approach and a policy direction that seeks to institutionalize comprehensive control mechanisms over
online licensed gaming particularly to prevent abuse, addiction, and financial distress. As responsible stewards of
the country’s digital financial ecosystem, we commit to continuously be part of the solution through stronger due
diligence, education, and coordinated industry compliance.
II. Background: Social and Financial Risk Implications
The FinTech Alliance wants to ensure that the following areas of risk are addressed:
● The increasing risk of addiction and financial ruin.
● Underaged and unverified individuals gaining access.
● Risk of proliferation of illegal and unregulated gaming sites and platforms.
This calls for a balanced and collaborative regulatory approach that preserves innovation while protecting
vulnerable segments of society.
III. Alliance Position
III.1 Currently, technologies are in place in alignment to existing regulatory guidelines for online licensed
gaming. We affirm our endorsement of the following measures:
● Reasonable restriction of access; and,
● Continuous detection, monitoring, and blacklisting of illegal and unregulated gambling
sites and platforms.
III.2 Full Support for BSP’s Protective Directive
We support the BSP’s initiative on further enhancing restrictions to impose controls on payment channels
connected to online licensed gaming, especially when conducted without proper supervision or in
violation of existing gaming laws. As such, all Alliance members will:
Implement Enhanced Due Diligence (EDD) across all merchant accounts classified under online licensed
gaming.
We strongly urge that such measures must be backed by data and credible studies to ensure a balanced
regulatory approach.
IV. Mandatory Consumer Education
In support of ethical marketing standards, all FinTech Alliance PH members shall endeavor to promote extensive
customer education targeting those consumers with access to the risks of gambling addiction.
In this connection, all relevant FinTech Alliance PH members shall promote consumer protection and financial
education across various communications channels.

FILIPINO YOUTH EMPOWERED to “Go For It” with GLOBE STUDENT FEST 2025

Over 250 student leaders from all over the country, kicking off in Metro Manila, ignited their potential at Globe Student Fest 2025, a youth assembly engineered to empower the next generation to boldly chase their dreams.

This flagship youth movement, held at the Power Mac Center Black Box Theatre in Ayala Malls Circuit Makati, gathered students aged 18 to 23, creating a space to dive into their aspirations, forge vital connections with peers, and be captivated by individuals who pursued their dreams and transformed them into reality.

Anchored on the theme “Let’s go for that dream. Go for it,” the event motivated students to take the next step in their journeys, with Globe providing support through technology, opportunities, tools, and digital literacy. The program aims to stress the role of connectivity and innovation in youth building and community development.

“Globe Student Fest 2025 showed students what’s possible when passion meets opportunity. Through internships, mentorship, grants, and events, Globe helps Filipino students gain real-world experience and grow into future leaders,” said Roche Vandenberghe, Chief Marketing Officer.

Singer-songwriter and producer Zack Tabudlo connected with HUMSS students through his presentation, “From Rejection to Recognition: Turning Setbacks into Soundtracks of Success, ” where he spoke about school and the early challenges he faced on the road to becoming a renowned music artist.

Student entrepreneur Soj Gamayon inspired ABM strand students with his talk, “Planting Hope and Harvesting Dreams: Using AI to Uplift the Filipino Farmer,” sharing how he built AgriConnect PH, an AI-powered platform helping local agribusinesses manage risk. In just 150 days, his startup won the Red Bull Basement World Finals, outshining 110,000 entries from 40 countries, and gained recognition in Silicon Valley for its potential to transform rural livelihoods. Soj reflected on his journey and hinted at future collaborations with tech enablers like Globe to scale impact through innovation.

Artist and tech influencer Mikael Daez, representing the STEM strand reached out to students through his session, “Leveling Up in Life: Turning Passions into Purpose in the Digital Age,” where he discussed how his curiosity for technology had piqued his interest towards dabbling in content creation, and how connectivity, access to information helped him.

Beyond the insightful talks, Globe curated engaging activities such as the immersive Dream Booth, where students captured their aspirations in short videos, stating their name, dream career, and commitment to their goals. Globe Expands Connectivity in Underserved Areas—Where It Matters Most
Globe is deepening its commitment to digital inclusion by expanding mobile connectivity in Geographically Isolated and Disadvantaged Areas (GIDAs) and underserved communities—supporting the country’s digital transformation where it’s needed most.
The strategic push was highlighted by Globe President and CEO Carl Cruz at the recent Bloomberg’s The Look Ahead – Manila event at Shangri-La The Fort in BGC, Taguig City, where he laid out a future-forward vision for Globe as a telco enabling equitable digital access.
“We’re no longer connecting only where it’s profitable—we’re connecting where it matters most,” Cruz told Bloomberg’s Haslinda Amin. “We’re building more than infrastructure—we’re enabling opportunity. We are opening doors for millions of Filipinos to participate meaningfully in the digital economy.”
This vision comes to life in Globe’s support for the Department of Information and Communications Technology’s Bayanihan SIM initiative, which provides mobile access to students, teachers, health workers, and LGUs in remote communities. The program is a clear example of how public-private collaboration can deliver immediate, measurable impact—especially in areas left behind by traditional connectivity models.
7,063 barangays are classified as Geographically Isolated and Disadvantaged Areas (GIDAs), home to nearly 25 million residents. As of 2024, over 600 Globe cell sites were already operational in GIDAs.
Active Digital Population
Despite the Philippines being one of Southeast Asia’s most active digital populations—with Filipinos spending an average of 8 hours and 52 minutes online daily, according to the Digital 2025 report—access remains highly uneven.
As of 2024, only 33% of households nationwide were subscribed to fixed broadband, based on the latest figures from the Department of Information and Communications Technology (DICT). Mobile connectivity in many GIDAs remains unreliable or unavailable, leaving vast segments of the population excluded from the country’s digital momentum. These gaps underscore why inclusive access is no longer just a development aspiration—it’s a national imperative.
Globe is responding with deliberate investments in expanding its mobile footprint to cover underserved areas. This includes the enhancement of existing cell sites, the deployment of energy-efficient infrastructure, and the gradual migration from legacy networks to more reliable LTE services. The company is also optimizing its use of shared infrastructure to reach farther, faster.
“If user data consumption is surging past 30 GB per month per user, then our strategy is not just about connectivity—it’s about empowering households, enabling SMEs, and growing the digital economy,” Cruz said.

Globe has reinforced its network presence in Sarangani with more than 40 cell sites now serving the province—enhancing connectivity in key agricultural, coastal, and upland areas. This broader network coverage supports the digital needs of residents, farmers, students, and entrepreneurs across one of Mindanao’s most economically dynamic provinces.
Sarangani is a vital contributor to Mindanao's agri-aqua economy as it delivered an impressive 160 thousand metric tons of corn in 2024, maintaining output despite less land—thanks to an 11.8% yield gain. Coupled with thriving aquaculture in Glan, this makes the province a dual-engine powerhouse in Mindanao’s agri-aqua economy.
While coconut farming and aquaculture—especially shrimp and bangus—continue to provide livelihoods for thousands of families. Growth in tourism, construction, and small businesses has also underscored the need for more dependable digital infrastructure.

PTFOMS Monitoring Probe into Killing of Former Radio Broadcaster in General Santos

The Presidential Task Force on Media Security (PTFOMS) is closely monitoring the ongoing investigation into the fatal shooting of former radio anchor Ali Macalintal on Monday, June 23, 2025, in General Santos City.

Macalintal, a former broadcaster for RPN-DXDX General Santos, sustained three gunshot wounds and was declared dead on arrival at a nearby hospital.

In coordination with the Philippine National Police (PNP) Region 12, PTFOMS is investigating the motive behind the attack, including the possibility that it may be connected to the victim’s previous work in media.

PTFOMS is coordinating with local law enforcement units and monitoring developments through its network of Media Security Vanguards—PNP Public Information Officers trained to respond to threats and violence against journalists.

The Task Force assures the public and the media community that justice will be pursued with urgency and transparency. #

Over 100 volunteers gathered at Reyes Beach in Barangay Gumasa for the annual SarBay Coastal Clean-Up. The Philippine Coast Guard (PCG) and Philippine National Police (PNP) have arrested two alleged illegal recruiters at Tinagacan Checkpoint, in General Santos City, at around 2:35PM yesterday, 08 March 2025.

The suspects were identified as 43-year-old Mr. Leonardo Yarte (husband) and 43-year-old Mrs. Lawrence Lyka Yarte (wife) who illegally recruited 10 PCG applicants to join the Coast Guard service.

The victims said the arrested individuals offered to secure their enlistment into the Coast Guard service in exchange of 120,000 pesos each.

Joint elements of Coast Guard Intelligence Group-Southern Mindanao (CGIG-SM), Special Operations Group (SOG) Southern Mindanao, Maritime Security Law Enforcement Unit (MSLEU) Southern Mindanao, Criminal Investigation Division Group (CIDG) Region 12 and Police Station 8 Barangay Tinagacan successfully apprehended the two suspects at Tinagacan Checkpoint while enroute to Davao International Airport for their flight to Manila.

At around 10:23AM, Coast Guard personnel proceeded to CIDG Region 12 to conduct a briefing regarding the alleged illegal recruitment. The operatives arrived at Tinagacan Checkpoint at 11:30AM.

At around 1:20PM, the suspects, together with the 10 illegally recruited PCG applicants, arrived at Bulaong Bus Terminal where they boarded a bus bound for Davao.

Upon the bus’ arrival at the Tinagacan Checkpoint at 2:35PM, the operatives conducted the apprehension in violation of Republic Act (RA) No. 9208 as amended by RA 10364, also known as the "Expanded Anti-Trafficking in Persons Act of 2012,” Usurpation of Authority, and Estafa.

The apprehended individuals were informed of their constitutional rights two Alternative Recording Devices (ARD) were used during the entire operation.

The suspects and 10 rescued victims were brought to the CIDG Region 12 for documentation. Afterwards, the victims were allowed to return to their boarding house in General Santos City, but were advised to report to Police Station 8 on Monday, 10 March 2025, for the filing of case and further investigation.

As of press time, the suspects are detained at the CIDG Region 12.

PCG Commandant, Admiral Ronnie Gil L Gavan PCG, has directed all PCG Districts, Stations, and Sub-Stations to strictly monitor reports on illegal recruitment and quickly respond to type of incidents.

Admiral Gavan continues to remind aspiring Coast Guard applicants that PCG recruitment is only done within the PCG premises and no fees are required during the course of the application.

ALABEL, Sarangani (December 9, 2024) – The Local Government Unit (LGU) of Sarangani is once again a recipient of the Seal of Good Local Governance (SGLG) Award for 2024.

This is the second consecutive year Sarangani bagged the prestigious award conferred by the Department of the Interior and Local Government (DILG).

Governor Rogelio Pacquiao received the award during the awarding ceremony held on December 9 at Tent City, The Manila Hotel in Manila. Sarangani Province is among the 41 provinces in the country to have received the award.

According to DILG, a total of 714 LGUs were conferred with the SGLG award this year, the highest number of awardees in the history of SGLG. Of the 714 awardees, 41 are provinces, 96 are cities, and 577 are municipalities.

All LGU awardees shall receive an SGLG marker and SGLG Incentive Fund to finance local development initiatives that can further national goals and strategic thrusts, DILG said.

In the awarding ceremony, Governor Pacquiao was accompanied by Vice Governor Elmer De Peralta, the Members of the Sangguniang Panlalawigan, Provincial Tourism Council of Sarangani Inc. President Jobelle Pacquiao, Provincial Administrator Atty. Ryan Jay Ramos, Assistant Provincial Administrator Atty. Divine Grace Tobias-Fernandez, Provincial Legal Officer Atty. Jenric Garcia, Provincial Treasurer Eliza Cania, and Provincial Planning and Development Coordinator Engr. Alain Alcala.

“This recognition reflects our dedication to sound financial administration, disaster preparedness, and social protection. We have excelled in health compliance, sustainable education, and business competitiveness while strengthening safety, peace, and order. Our efforts in environmental management, heritage preservation, and youth development further underscore our commitment to Sarangani’s future,” Governor Pacquiao said.

Governor Pacquiao also lauded the efforts of everyone involved in achieving the award, including the workforce of the different departments of the provincial, municipal, and barangay local governments.

“This achievement belongs to every Sarangan. To our municipal leaders, provincial employees, and every citizen who contributes to Sarangani’s progress, thank you for your trust and support. As we celebrate this milestone, let us renew our dedication to transparency, accountability, and performance excellence,” the governor said.

Sarangani distributes ₱15 million worth of equipment to farmers and fisherfolk

ALABEL, Sarangani (December 3, 2024) - To support the agriculture and fishery sectors in Sarangani, the provincial government, through the initiative of Governor Rogelio "Ruel" D. Pacquiao, distributed ₱15 million worth of machinery and equipment to benefit farmers and fisherfolk across seven municipalities.

The turnover ceremony at the Fits Center Capitol Compound included 22 corn shellers valued at ₱7.7 million, designed to improve post-harvest efficiency.

Additionally, 30 collapsible dryer cases with green bags worth ₱1.5 million were provided to address drying and storage needs. Equipment for fishery activities was also distributed to enhance the productivity of fisherfolk.

Among the beneficiaries was Moharigen N. Calolong, 47, president of the Palya Kadal Community Association. He highlighted the impact of the initiative, saying, "Malaking tulong talaga ito dahil di na kami mahihirapan pagkatapos naming mag-ani. Ang kalidad ng aming ani ay mas mataas, at mas mabilis naming mapoproseso ito. Tataas ang aming kita."

Municipal mayors, municipal agriculturists, and association leaders were present during the event to express their support for the program, which aims to address key challenges in the agricultural and fishery sectors.

Governor Pacquiao emphasized the provincial government’s commitment to providing practical solutions for rural communities.

This initiative reflects the ongoing efforts to improve the quality of life and economic opportunities for Sarangani’s farmers and fisherfolk. (Jether Z. Capillo)
