📢 Baguio City moves to tighten rules at Maharlika Livelihood Complex

During a public consultation on Sept. 10, discussions centered on stricter rules for stall ownership and personal management to prevent clan monopolies and illegal subleasing.

➡️ Key Proposals:
🔹 Single Stall Policy – one stall per verified occupant, family cap of five stalls.
🔹 Personal Management Rule – leaseholders must manage stalls directly, with limits on prolonged absences.
🔹 Subleasing Ban – all subleasing to end by Jan. 1, 2026.

City officials say the goal is fairness, transparency, and more opportunities for small entrepreneurs.

Tenants, however, seek more flexible and humane policies.
