The Utilities Department of the Subic Bay Metropolitan Authority (SBMA) conducted inspection and clearing operations November 11, 2025, to ensure that no live electrical wires and electric posts can endanger lives and property. Several facilities including Subic Holiday Villas, the Manila Times College, and Building 500, and residential areas were thoroughly assessed and surveyed yielding manageable results ranging from road obstructions caused by fallen trees, and damage to the chain link fence.

While there were a few reported road obstructions, the overall situation was generally uneventful and devoid of any major mishap.

Greek business community eyes investments in Subic Freeport

Subic Bay Freeport – Greek companies under the Hellenic-ASEAN Business Council (HABC) is considering investing in this premier Freeport after expressing a positive feedback during their visit here on November 7, 2025.

Subic Bay Metropolitan Authority (SBMA) Chairman and Administrator Eduardo Jose L. Aliño welcomed the HABC delegation led by its Chairman Nick Stasinopoulos and Athens Ambassador to the Philippines Giovanni E. Palec upon arrival at the agency’s administration building.

SBMA Board Director Atty. Ruel John Kabigting, Business and Investment Group (BIG) Senior Deputy Administrator (SDA) Renato Lee III, Business and Investment Department (BID) for Logistics account officer Joemando De Vera assisted Aliño in welcoming the foreign dignitaries during their visit.

According to HABC Chairman Stasinopoulos, the visit strengthens economic trade and cultural ties with the Philippines and Southeast Asian countries.

“Our purpose here is to strengthen the Greek presence and to create more awareness of the potentials in investments, specifically now in Subic and how we can bring stakeholders together and facilitate joint ventures and interesting projects that could be a win-win situation for the community and the Philippine government,” he added.

Stasinopoulos hosted the first Philippine Business Roundtable in September 2025, which encouraged Greek companies to invest and do business in the Philippines.

At a presentation held at the SBMA Corporate Boardroom, the HABC delegates showed interest in shipbuilding and the cruise ship industry, which have been major staple activities in the Subic Bay Freeport Zone.

The CREATE MORE Act, which aims to attract more foreign investments, was also discussed during the briefing, where Aliño said that the agency offers benefits such as a 20% corporate income tax rate (from 25%) for registered business enterprises, a 100% deduction on electricity expenses, and additional deductions for trade fairs and tourism investments.

Meanwhile, Lee said that local purchases made by the investors are VAT zero-rated, and importations VAT-exempt for export-oriented enterprises. He added that tax and duty exemptions are provided for donations to public schools and government-owned or controlled corporations (GOCCs).

The HABC is a non-profit organization dedicated to fostering bilateral trade, investment, and socio-cultural collaboration between Greece and the ten member-nations of the Association of Southeast Asian Nations (ASEAN). It serves as a strategic platform that connects key stakeholders, including government officials, business leaders, and industry experts, to explore new avenues of cooperation. (30)

SBMA, PCG rescue fisherman in Subic Bay

Subic Bay Freeport - The Subic Bay Metropolitan Authority (SBMA) and the Philippine Coast Guard (PCG) rescued a distressed fisherman from the raging waters of Subic Bay on the morning of November 10, 2025.
According to SBMA Senior Deputy Administrator (SDA) for Port Operations Ronnie Yambao, the fisherman was identified as Ceasar Broñola, a 58-year-old resident of Sitio Agusuhin, Cawag, Subic Zambales.
The fisherman was successfully rescued after his boat capsized at the West Breakbulk Head Marine Terminal NSD.
The successful rescue was made possible through the joint efforts of the PCG and the SBMA's Seaport Department.
The fisherman was examined by Dr. Arlene Cesa of the Public Health and Services Department (PHSD) and was escorted by the PCG outside the Subic Bay Freeport for proper turnover to the LGU of Subic.
A more detailed report will be submitted to the Chairman and Administrator within the day once the SBMA Intelligence and Investigation Office has completed its investigation.

SBMA holds dry run of e-buses in Subic Freeport

Subic Bay Freeport – The Subic Bay Metropolitan Authority (SBMA) has conducted a dry run of the electric bus (e-bus) at the Central Business District (CBD) of the Subic Bay Freeport Zone on November 3, 2025.
According to SBMA Deputy Administrator for Corporate Communications Armie Llamas, the e-bus dry run will be held from November 3 up to November 9, from 6am to 7pm, adding that no fares shall be collected during the dry run period.
The official cited that the e-bus program of the SBMA is a part of the agency’s thrust in making the Subic Bay Freeport Zone into a “carbon-neutral port” by the year 2030.
The key objectives of the said dry run of the e-buses include: checking e-bus functionality and capacity under actual passenger conditions; assess compliance and operational aspects of charging stations and manpower; and conduct a time and motion study to determine average cycle duration and efficiency.
Currently, there are four e-buses plowing the route of the CBD area of the Subic Bay Freeport Zone. Some passengers were delighted over the quietness and cool internal climate, providing them with a comfortable ride around the area.

SBMA employees, other freeport workers given 4PH orientation

Subic Bay Freeport – The Subic Bay Metropolitan Authority (SBMA) conducted an Orientation Caravan for the Pambansang Pabahay Para sa Pilipino (4PH) Program at the Subic Bay Exhibition and Convention Center (SBECC) here on October 7 and 8, 2025.

The said orientation was geared towards informing SBMA employees and other Freeport workers about the flagship housing program launched by the national government under President Ferdinand R. Marcos Jr.’s administration.

The housing program aims to build accessible and affordable housing through subsidies and other options, and to lessen informal settlements.

SBMA Chairman and Administrator Eduardo Jose L. Aliño encouraged the beneficiaries to take advantage of the housing project as the convenience and affordability of the proposed housing units are of great advantages for employees who reside outside the freeport.

During the orientation, participants were presented with the Vision and Objectives of the 4PH, benefits to employees, and program milestones by officials from the Department of Human Settlements and Urban Development (DHSUD).

The participants also learned about the eligibility requirements, loan process, interest rates, and amortization by the officials of the PAGIBIG, as well as the site development plans, building layouts, unit types, pricing, and timeliness were discussed by the Philippine Community Housing Corp. (PCHC).

SBMA is actively working on new housing projects, including condominiums and dormitories, to provide affordable homes for its employees and other Freeport workers. These projects support the Philippine government's national housing program and are the main focus of SBMA's current housing efforts.

These new housing projects include the Subic Bay Residencias, a ₱1 billion residential complex that will include four condominium buildings for SBMA employees.

It was formalized through a lease agreement signed in June 2025, and its development may take up to five years to complete a total of 1,600 to 1,920 units.

Another housing project is the ₱1.1-billion dormitory complex that can accommodate up to 6,000 workers. The project called a "home away from home" is for employees working in the Freeport. (30)
