Baguio among the country’s safest cities for travellers

BAGUIO CITY — The country’s renowned Vacation Capital, Baguio City, has ranked among the safest cities in the Philippines for travelers, according to the midyear 2025 list released by the World Travel Index (WTI).

Baguio scored 73.99%, securing seventh place in the national rankings. Dumaguete City topped the list with a safety score of 81.36%, followed by Davao City (80.73%), Bulacan City (76.42%), Balanga (76.15%), Lucena City (75.24%), and Naga City, Camarines Sur (75.02%).
Trailing Baguio in the top ten were Puerto Princesa (71.46%), Legazpi City in Albay (71.34%), and Makati City (70.41%).

The WTI evaluates cities using a combination of statistical data and traveler feedback. It considers metrics such as daytime and nighttime crime rates, responsiveness of public services, prevalence of theft and drug-related incidents, and user reviews, including AI-driven safety mapping.

“This ranking provides both data-driven and experience-based insight, helping travelers choose cities that go beyond beauty—places where they can truly feel secure,” the WTI stated on its partner platform, numbeo.com.

The midyear 2025 survey covered 1,132 cities worldwide. Globally, the WTI found that many of the safest urban centers are in the Gulf region and Southeast Asia, with Abu Dhabi maintaining its position as the world’s safest city. # (Artemio Dumlao)

Ilocos updates regional climate strategies, goals

SAN FERNANDO CITY — Government agencies, academic institutions, and civil society groups in the Ilocos Region are working to update regional environmental priorities through a data-driven consultation, as part of the 2023–2028 Regional Development Plan (RDP) Midterm Update.

Spearheaded by the Environment and Natural Resources (ENR) Sector Planning Committee, the July 8 meeting aimed to assess implementation gaps and realign strategies under Chapter 16 of the RDP, which focuses on climate action, natural resource management, and environmental governance. The initiative follows Regional Development Council (RDC)-1 Resolution No. 48, s. 2025, which approved guidelines for the RDP midterm update.

The Department of Economy, Planning, and Development (DEPDev) presented results from the Pulso ng Rehiyon Uno survey, which gathered responses from 946 residents across the region. Respondents identified priority concerns for the next three years: food affordability (62%), wage increases (58%), inflation control (48%), affordable college education (48%), tax reduction (39%), and anti-corruption (39%).

The survey also showed that 84% of respondents were aware of the national long-term vision AmBisyon Natin 2040, and 86% were familiar with Region 1’s REACH (Resilient, All-inclusive, Competitive, and Healthy) vision.

To support evidence-based planning, participating agencies were directed to submit updated datasets covering the period from 2021 to mid-2025. These data will guide adjustments to environmental programs, including reforestation, protected area coverage, renewable energy use, and air and water quality monitoring.

Agencies must submit revised validation forms by July 18 for evaluation from August 12 to 13 using gender, governance, and human rights criteria. # (Report from Anthony Reyes/PIA Region 1)

Bolinao trains lifeguards in life support

DAGUPAN CITY — The local government of Bolinao is training 80 lifeguards in Basic Life Support (BLS) to strengthen coastal safety during the rainy season.

The four-day training, conducted in partnership with the Department of Tourism–Ilocos Region and the Philippine Red Cross (PRC)–Alaminos Chapter, includes first aid, cardiopulmonary resuscitation (CPR) for infants and adults, and water rescue techniques.

Participants will undergo certification at the Balin Bolinao Function Hall in Barangay Germinal. The third and fourth training batches are scheduled for July 21–23 and July 24–26, respectively, with 40 trainees per batch. Certified PRC instructors will lead the sessions.

The P1,300 registration fee covers training materials and a two-year certification, a requirement for lifeguards seeking Water Search and Rescue (WASAR) training in August 2025 and for renewing deployment permits.

“This ensures our lifeguards are ready not just physically, but mentally, for emergencies,” said Kit Israel Nipal, training coordinator from the Bolinao Tourism and Information Office.

Bolinao reported zero drowning incidents during Semana Santa, which officials attributed to the quick response of trained lifeguards.

Beyond formal lifeguard training, the LGU also offers community-based BLS sessions through the Disaster Risk Reduction and Management Council (DRRMC), reaching remote barangays to expand access to lifesaving skills.

The program supports the town’s tourism safety campaign and aligns with National Disaster Resilience Month, aiming to reduce water-related accidents and improve disaster readiness in tourist areas.

Electric consumers in Baguio-Benguet pay lower fees

BAGUIO CITY — Households in Baguio City and Benguet continue to enjoy lower electricity bills, thanks to prompt payment discounts (PPD) secured by the Benguet Electric Cooperative (BENECO) from its power suppliers.

BENECO earned these discounts between April and June 2025 by consistently settling its monthly power purchases on or before the 25th, according to general manager Melchor Licoben. These savings, in turn, were passed on to consumers through reduced generation charges.

“The PPD is realized only upon actual payment,” said BENECO rate analyst Ivory Paatan.

“For instance, the discount from the March 2025 bill, paid on April 24, 2025, was reflected in the May billing cycle.”

Under Energy Regulatory Commission (ERC) Resolution No. 14, Series of 2022, distribution utilities must return 50% of the PPD and similar supplier discounts to their consumers.

From April to June, consumers who used an average of 50 kilowatt-hours (kWh) per month saw a ₱14.50 reduction in their monthly bill. Those who consumed 100 kWh received ₱28.99 off, while 200 kWh users benefited from a ₱57.98 discount.

Licoben credited these savings not just to BENECO’s on-time payments but also to responsible consumers. “Our member-consumer-owners who pay on time directly contributed to these savings,” he said.

According to Paatan, the discount earned from the June 2025 payment will appear in the August billing cycle. # (Artemio Dumlao)
