The graduation of ESCRIBI members from the Class of 2026 is more than a celebration of academic achievement. It is a recognition of years of commitment, creativity, leadership, and service. Throughout their stay in the organization, they documented milestones, covered events, amplified student voices, and upheld the values of responsible campus journalism.

Their journey was not always easy. Balancing academic requirements, organizational responsibilities, deadlines, and personal challenges demanded perseverance and discipline. Matinding paninindigan, husay sa pangangatwiran, talas ng isip, tapang, at kakayahanโ€”iyan ang ipinamalas ng pag-asa ng bayan sa ginanap na Speak Out Zamboanga: โ€œBudget Budget, Paano Ka Ginagawaโ€ seminar May 28, 2026 sa Grand Astoria Hotel na dinaluhan ng The Escribi, Supreme Student Council (SSC), at ng Teacher Education Student Society (TESSo) ng Zamboanga State College of Marine Sciences and Technology (ZSCMST). Taglay nito ang temang โ€œPublic Funds, Public Trust: Transparency and Accountability in Local Fiscal Government.โ€ Dinaluhan ito ng mga student-leader mula sa ibaโ€™t ibang unibersidad at paaralan sa loob ng Zamboanga City upang iparinig ang naghihingalong tinig ng kabataan patungkol sa napapanahong isyu, lalo na sa usapin ng transparency at accountability sa paggamit ng pondo.

Nagsimula ang morning session sa opening prayer na sinundan ng pag-awit ng Lupang Hinirang at Zamboanga Hermosa Hymn. Para sa opisyal na pagbubukas ng programa, isang panimulang mensahe ang inalay ni G. Christian E. Olasiman, MPA, Local Youth Development Officer at Assistant City Administrator. Kasunod niya sa pagbibigay ng panimulang mensahe ang kagalang-galang na Bise-Mayor ng lungsod na si Beng Climaco.

Makabuluhang aral naman mula sa tatlong mananalumpati ang ibinahagi sa mga kalahok ng programa sa tatlong magkakahiwalay na sesyon na nakalaan para sa umaga. Binuksan ang paksang โ€œBasic Concepts of Transparency and Accountabilityโ€ ni Resource Speaker Assistant Professor Lesley Ann F. Atilano-Tang, LPT, JD, MPA, DPA, patungkol sa basic concepts of transparency and accountability.

Sa ikalawang sesyon naman ay tinalakay ang โ€œPower of the Purse: The Role of the City Councilโ€ na ibinahagi ng kagalang-galang na Bise-Mayor ng lungsod na si Beng Climaco. Sa kaniyang talumpati ay ibinahagi niya ang kaniyang karanasan mula sa pagiging simpleng babae hanggang sa maging Bise-Mayor ng lungsod.

Sa ikatlong sesyon naman ng umaga ay binigyang-pansin ang paksang โ€œFollow the Money: The Local Budget Cycleโ€ na ibinahagi ni Resource Speaker Geraldine Dela Paz, kinatawan ng City Budget Office. Sa kaniyang talumpati, ibinahagi niya ang sistemang sinusunod sa pagtanggap at pagbibigay ng pondo upang ilaan sa mga proyekto at programa ng lungsod at ng mga mababang sangay ng pamahalaan. Binigyang-diin rin niya ang porsiyento ng pondong napupunta sa Sangguniang Kabataan o SK.

Sa panghapong sesyon ay hinati ang bawat kalahok sa sampung magkakaibang pangkat kung saan ang bawat grupo ay kinakailangang magpatupad ng dalawang programa mula sa tatlong ibinigay na programa habang sinusunod ang pondong inilaan para sa ipatutupad.

Napuno ng tawanan, hiyawan, at pagkamangha ang loob ng bulwagan nang magsimula ang bawat representante ng mga pangkat sa pagbabahagi ng kanilang programang ipatutupad. Kanilang binigyang-diin ang mga programang makatutulong sa mamamayan hindi lamang panandalian kundi maging pangmatagalang proyekto. Samuโ€™t saring tanong at kasagutan ang nakuha ng bawat kabataan na tunay namang kapupulutan ng aral.
Sa huli ay binigyan ng pagkilala ang bawat pangkat at kalahok ng programa para sa kanilang husay at partisipasyon sa ginanap na seminar. Para sa pagsasara, nag-alay ng kaniyang mensahe ang SK National Federation President na si Hon. Carol Jullianne โ€œCJโ€ Dalipe.

Napatunayan ngayong araw na tunay ngang ang kabataan ang pag-asa ng bayan kung atin lamang silang nabibigyan ng suporta, panahon, at lugar kung saan malaya silang makapagsasalita upang maibahagi ang mga suliraning kanilang nakikita at napagdaraanan.

Mula sa event organizer, resource speakers, hanggang sa facilitators, isang malaking pasasalamat ang nais iparating ng The Escribi para sa isang matagumpay at tunay na makabuluhang event na ito kung saan maraming kaalaman at kaliwanagan ang dumampi sa aming isipan at sa isipan ng bawat kalahok na kabataan.

โ€ŽWe live in the society in which we have everything we're looking forโ€”needs such as phones, clothing, WiFi and such. There also goes our necessities, shelter, money, and lastly food.
โ€Ž
โ€ŽEvery day, meals are served on our tables with little thought about where they came from. Rice is cooked, fish is fried, vegetables are prepared, and life goes on as if these things simply appeared out of nowhere. Nothing serious, right?
โ€Ž
โ€ŽIf we delve deeper, how are the people behind our delicious sustenance doing? Did you really think about that? Did it ever cross our minds that the grain of rice left uneaten on our plates once came from someoneโ€™s sweat and sacrifice?
โ€Ž
โ€ŽWe failed to recognize nor appreciate, the backbone of our country. Our agricultural providers, farmers, fishermen, ranchers. Without them, who'll do the work? Who will plant the seeds? Who will feed us?
โ€Ž
โ€ŽThe people feeding the nation remain unseen. Only stigmatization and prejudice looms on soil, caught in net, and we're herded. Farmers viewed as โ€œpoorโ€ or โ€œuneducatedโ€, fisherfolk treated as low-status labor.
โ€Ž
โ€ŽYouth avoid agriculture because it is associated with hardship and social humiliation, and food producers are economically essential but politically ignored.
โ€Ž
โ€ŽAccording to 2018 data from the Philippine Statistics Authority (PSA), farmers had a poverty incidence of 31.6 percent while fisherfolk had 26.2 percent. While overall poverty declined in many sectors between 2021 and 2023, fisherfolk continued to lag behind, reflecting how broad economic growth and generic anti-poverty programs have failed to reach coastal communities. The year the statistics were published were old, but the problem still lingers, and absurdly increases.
โ€Ž
โ€ŽAs a grandson of both farmers and fishermen, these statistics are all sucker punches. My grandparents belonged to those numbers. The seeds planted were taken for granted, and the fish caught were snatched from the nets of the hungry. A problem whereas the government is still blindly neglecting.
โ€Ž
โ€ŽHowever, every cloud has a silver lining. The younger generation sowed the seeds of hope, and beautifully blossomed. Among the few public officials consistently advocating for agricultural reform is Francis Pangilinan, who has long pushed for food security, support for local producers, and protection for Filipino fisherfolk. Following budget deliberations, the Bureau of Fisheries and Aquatic Resources (BFAR) received an increase of more than โ‚ฑ600 million, raising its proposed budget to โ‚ฑ11.76 billion.
โ€Ž
โ€ŽPangilinan emphasized that the amount still falls short of what fisherfolk truly need, especially those operating in the West Philippine Sea who face both economic hardship and external threats. Nevertheless, the increase signaled that attention was finally being directed toward communities that have long been ignored.
โ€Ž
โ€ŽMoreover, progress in agriculture remains fragile. The removal of Pangilinan from the Senate agriculture committee once again raised concerns about how easily agricultural priorities can be sidelined in favor of political interests.
โ€Ž
โ€ŽThis is what happens when self-interest is placed above public service. Positions are treated as political tools, while ordinary Filipinos continue to suffer the consequences. And once again, the very people who feed the nation are left starving.

โ€ŽWith the theme, โ€œNavigating the Future: Empowering Youth Through NSTP,โ€ the event emphasized the importance of youth empowerment, civic responsibility, leadership, and active participation in community development.

โ€ŽThe program formally opened at 2:00 p.m. with the entrance of NSTP students, followed by the institutionโ€™s officials led by Dr. Roy L. Valesco, College President, together with Dr. Rachel D. Lauriaga, Vice President for Academic Affairs, and NSTP faculty members. The ceremony began with the ceremonial entrance of the colors.
โ€Ž
โ€ŽIn her welcome address, Dr. Rachel D. Lauriaga congratulated the NSTP completers and encouraged them to continue practicing the values of leadership, service, and responsibility even beyond the institution.
โ€Ž
โ€ŽThe presentation of candidates for completion was led by NSTP Coordinator Ms. Reynelsa D. Tumanda, who announced the 776 LTS completers. Dr. Roy L. Valesco later confirmed and formally accepted the completers, recognizing the successful completion of their NSTP training.
โ€Ž
โ€ŽIn his Words of Challenge, Dr. Roy L. Valesco reminded the students of the program's purpose, stating that NSTP was โ€œdesigned to awaken your civic consciousness and find your purpose.โ€ His message inspired the students to become active contributors and responsible citizens of the nation.
โ€Ž
โ€ŽMs. Raisa B. Agbayani, NSTP Coordinator of CHED-RIX, served as the guest speaker. She delivered an inspiring message on the role of the youth in nation-building. Ms. Agbayani reminded the students that โ€œthe future is no longer something distantโ€ and challenged them with the question, โ€œHow will the youth navigate it?โ€ She further explained that NSTP serves as a training ground for citizenship, teaching students how to contribute to the community and become responsible leaders. She emphasized that leadership is about service and also highlighted the importance of resilience and volunteerism among the youth.

โ€ŽService Awards and Special Awards were given to outstanding NSTP completers. Among the awardees, Mr. Louie Ramis received the Excellent Award for obtaining a grade of 1.15 during the first and second semesters.

โ€ŽMeanwhile, Ms. Micha-Ella Bejerano led the Pledge of Commitment, encouraging fellow students to remain dedicated, honest, and compassionate in serving their communities and to uphold their responsibility as future leaders committed to service and nation-building.

โ€ŽTo conclude the ceremony, the participants sang the community song โ€œSimulaโ€ by Seedee, Addie, Lalong, and Tisha. Carrying the message, โ€œSimulan na ang panibagong umaga,โ€ the song symbolized a new beginning for the NSTP completers as they move forward to greater responsibilities and opportunities.
