گلگت :شیعہ علماء کونسل ضلع گلگت کا نمائندہ وفد کاجوتل کھاری میں دریا کے تیز بہاؤ سے خطرناک زمینی کٹاؤ کے مقام کا دورہ جہاں پر زمین کے ساتھ ساتھ انسانی جانوں کو بھی شدید خطرہ لاحق ہے ۔ متاثرین جوتل کھاری نے نمائندہ وفد کو تفصیل سے بتایا کہ اس حوالے سے زمہ دار حکومتی اداروں کو پہلے ہی اگاہ کر چکے تھے مگر افسوس کے ساتھ کہنا پڑھ رہا ہے کہ اس حوالے سے کوئی خاطر خواہ اقدامات نہیں کئے گئے اور آج یہ دن دیکھنا پڑھ رہا ہے جب سے زمین کا کٹاو شروع ہوا ہے تب سے ہمارے بال بچوں کا ڈر کے مارے برا حال ہے ہمیں نہ دن کو سکون ہے اور نہ ہی رات کو سکون ہے ابھی تک نہ کوئی حکومتی زمہ دار آیا ہے اور نہ ہی ہمارے حلقے کا ممبر اوپر سے ہمیں یہ کہا جارہا ہے کہ محتاط رہے اور کسی محفوظ مقام پر جائیں بلا ہم اتنے بال بچوں کو لیکر کہاں جائے خدارا ہم پر رحم کیا جائے اور متعلیقہ زمہ داران اس حوالے سےفوری طور پر ہماری داد رسی اور مناسب محفوظ جگہ کا بندوبست کریں ۔ نمائندہ وفد میں شیعہ علماء کونسل ضلع گلگت کے جنرل سکریٹری شیخ علی محمد عابدی ۔ سکریٹری اطلاعات عارف حسین اور دیگر زمہ داران شامل تھے جنرل سکریٹری شیخ علی محمد صاحب نے اس حوالے سے بتایا کہ جوتل کھاری میں دریا کا غیر معمولی تیز بہاؤ اس وقت ایک سنگین صورتحال اختیار کر چکا ہے۔ مسلسل زمینی کٹاؤ کے باعث اب تک تقریباً 15 سے 20 فٹ تک زمین دریا برد ہو چکی ہے، جبکہ کٹاؤ کی رفتار تیزی سے جاری ہے۔ دریا کے کنارے آباد گھرانوں، خصوصاً شیخ کاظم اور ان کے قریبی عزیزوں کے مکانات، براہ راست دریا کی بے رحم موجوں کی زد میں آ چکے ہیں۔ یہ صورتحال لمحہ بہ لمحہ سنگین تر ہوتی جا رہی ہے، اور اگر فوری اقدامات نہ کیے گئے تو کسی بھی وقت قیمتی انسانی جانوں اور املاک کا ناقابل تلافی نقصان ہو سکتا ہے۔لہزا حکومتی زمہ داران خاص کر جناب ڈپٹی کمشنر گلگت اور ڈیزاسٹر منیجمنٹ اتھارٹی سے پُرزور مطالبہ ہے کہ وہ فوری طور پر ہنگامی اقدامات کرتے ہوئے متاثرین کو محفوظ مقامات پر منتقل ہونے میں ان کی مدد کریں۔ نیز دریا کے کنارے حفاظتی بند باندھنے یا دیگر ضروری اقدامات کو فی الفور عملی شکل دی جائے۔انہوں نے مزید کہا کہ یہ صرف ایک علاقائی مسئلہ نہیں بلکہ انسانی ہمدردی کا تقاضا ہے کہ فوری کارروائی کی جائے تاکہ کسی بڑے سانحے سے بچا جا سکے۔آخر میں متاثرین جوتل کھاری نے شیعہ کونسل ضلع گلگت کے نمائندہ وفد کی طرف سے تفصیلی اور داد رسی دورہ کرنے پر خصوصی شکریہ بھی ادا کیا گیا۔

Gilgit-Baltistan Assembly Approves Provincial Budget of Rs. 148.63 Billion for Fiscal Year 2025–26

The Gilgit-Baltistan Assembly has approved the provincial budget of Rs. 148 billion, 63 crore, and 20 lakh for the fiscal year 2025–26. The budget was passed with a majority vote during a session chaired by Honorable Speaker Nazir Ahmad Advocate.

During the session, assembly members held detailed discussions on the budget proposals and presented key suggestions regarding public welfare and development. The new fiscal year's budget allocates Rs. 88.19 billion for non-developmental expenditures and Rs. 37 billion for developmental projects.

A 10% increase in the salaries of government employees, along with approvals for various allowances, has also been granted. Gilgit-Baltistan’s inclusion in federal-level projects has been ensured, with Rs. 11 billion allocated under the Federal PSDP and Rs. 4 billion earmarked for the Prime Minister’s Program.

In view of public relief, Rs. 20 billion have been allocated for wheat subsidy, while the non-tax revenue target has been set at Rs. 7.89 billion.

The budget places special emphasis on the sectors of education and health. Rs. 1.47 billion have been allocated for education and Rs. 1.25 billion for health, including Rs. 620 million proposed for the Health Endowment Fund.

Additionally, Rs. 350 million have been allocated for agriculture, livestock, and fisheries, Rs. 90 million for the promotion of tourism, and Rs. 100 million for the development of the information technology sector.

At the conclusion of the budget session, the Chief Minister of Gilgit-Baltistan Haji Gulbar Khan addressed the house and termed the budget "people-friendly" and "historic." He stated that despite limited financial resources, comprehensive steps have been taken to provide relief to all segments of society and resolve the issues faced by the people of GB.

The Speaker of the Assembly thanked all members of the Assembly, media representatives, and relevant institutions for their vital role in the successful conduct of the budget session.

Significant Progress Achieved on Diamer Basha Dam Project
Diamer Bhasha Dam Project has marked another significant milestone with the successful commissioning of Heavy Furnace Oil (HFO) power generation units at the main dam site, ensuring a dedicated and reliable power supply for critical construction activities.
In the first phase, four HFO-based generators—each with a capacity of 8.4 MW - have been made operational, providing a combined output of approximately 33.6 MW. As part of the second phase, two additional units are being installed, bringing the total installed capacity of the HFO plant to 50.4 MW upon completion.
In addition, five diesel generators are contributing another 1.1MW of power. Altogether, the total on-site generation capacity will reach 55.9 MW, meeting the electricity demands of ongoing construction operations at the dam.
Construction activities are continuing round the clock at various sections of the project site. Once completed, the Diamer Basha Dam will have a water storage capacity of 8.1 million acre-feet, enabling irrigation of approximately 1.23 million acres of land. With a planned power generation capacity of 4,500 MW, the dam is expected to contribute 18 billion units of affordable, clean, and renewable hydropower annually to the national grid.
Diamer Basha Dam stands as a cornerstone of Pakistan’s energy and water security strategy, reinforcing long-term sustainability and development across the country.
