لارڈ میکا لے کا فتوی تھا کہ یہان پر جو نظام تعلیم رائج کیا جائے وہ ایسے انسان پیدا کرے جو رنگت میں تو بیشک ہندوستانی ہوں لیکن چال ڈھال فہم و فراست ذوق مذاق اخلاق و اطوار اور ذہنی اعتبار سے انگریز ہوں ۔ اس پالیسی کے تحت جب فارسی کی جگہ انگریزی کو سرکاری زبان بنایا گیا تو برصغیر کے ہزاروں مسلمان علماء فضلاء بہ نوک قلم غیر تعلیم یافتہ قرار دئے گئے اس فیصلے کا ہندوستان نے بڑی گرم جوشی سے خیر مقدم کیا اس لئے نہیں کہ انہیں انگریزی سے کوئی خاص محبت تھی بلکہ اس لئے کہ انہیں فارسی سے چڑ تھی کیونکہ اس زبان کا رابطہ مسلمانوں سے تھا قدرت اللہ شہاب
