27 ویں آئینی ترمیم سندھ کا مستقبل خطرے میں نایاب زمینی عناصر، معدنیات، زمینوں، ساحلی پٹی اور دیگر قدرتی وسائل صوبوں سے نکالنے کی اجازت دینا صوبائی خودمختاری کمزور یا ختم کرنا ( قانوندان شہاب اوستو)
27 ویں ترمیم کے ذریعے مندرجہ ذیل مقاصد کا حصول ممکن ہو سکے گا:
1. ہائبرڈ نظام کو آئینی شکل دینا
2. این ایف سی ایوارڈ کے موجودہ تناسب/مقدار کو کم کرنے کے لیے آئینی تحفظ کو ختم کرنا
3. ملکی امور میں فوجی قیادت کے کردار اور حیثیت کو آئینی طور پر مضبوط کرنا
4. خدمات کے سربراہان کی مدت ملازمت میں توسیع اور آئینی تحفظ فراہم کرنا
5. عدلیہ کو مزید کمزور اور کچلنے کے لیے ایک خصوصی وفاقی عدالت قائم کرنا اور اس میں ہاتھ کے بنے ہوئے اور حکومت/اسٹیبلشمنٹ کے تابع ججز کو بھرتی کرنا
6. 18ویں ترمیم کے بعد کے حکم کے مطابق صوبائی خودمختاری کے حق میں موجودہ نظام کو کمزور کرنا یا ختم کرنا
7. ایگزیکٹو مجسٹریسی کا قیام، اور اس طرح عدلیہ اور ایگزیکٹو کی علیحدگی کو ختم کرنا، خاص طور پر بنیادی سطح پر، پرانے نوآبادیاتی طرز کی مجسٹریسی کو بحال کرنا تاکہ سیاسی عدم اطمینان کو دبایا جا سکے اور بیوروکریسی/پرانے ایس ڈی ایمز کے ذریعے مخالفت کو کچلا جا سکے۔
8. وفاقی حکومت/قانون ساز کو براہ راست قانون سازی اور نایاب زمینی عناصر، معدنیات، زمینوں، ساحلی پٹی اور دیگر قدرتی وسائل صوبوں سے نکالنے کی اجازت دینا۔
یہ آئینی تبدیلی مکمل طور پر بنیادی حقوق، صوبوں کے مالی حقوق، صوبائی خودمختاری، شہری بالادستی/شہریوں کے حکمرانی کے حق، اور جمہوریت کے لیے تباہ کن نتائج کا باعث ہوگی!
جیسا کہ ہمیشہ، سندھ/پی پی پی کی حکومت اپنے تنگ نظر اور محدود مفادات (طاقت اور دولت) کے لیے اپنے آقاؤں کی گاڑی میں بیٹھنے کے لیے تیار نظر آتی ہے۔ جب تک ہم سب مل کر اس شیطانی اقدام کی مزاحمت نہیں کرتے، خاص طور پر سندھ کا مستقبل خطرے میں ہے!!

Why 27th Amendment?
It is in reply to our curious friend, Mushtaq Rajpar's query, here is my take:
The putative 27th Amendment may seek the following objectives:
1. To constitutionalise the Hybrid System.
2. To undo the constitutional protection to reduce the NFC Award from the existing ratio/amount.
3. To constitutionally entrench the status and role of miliary leadership in the civilian affairs.
4. To constitutionally enhance & protect the tenure of services chiefs.
5. To further cripple and crush the judiciary by creating an exclusive federal court, and stuff it with judges, handpicked, and hence pliable to govt/establishment.
6. To dilute, if not to dismantle the existing system leaning in favour of provincial autonomy in the post-18th amendment order.
7. To create an executive magistracy, and thus, undo the separation of judiciary from executive at the key grassroots level, recreating the old colonial-style magistracy to suppress the political dissent and crush opposition using the bureaucracy/old SDMs.
8.To allow federal government/legislature to directly legislate and exploit the rare earth elements, minerals, lands, coastal belt, and other natural resources from the provinces.
9. To centralize education based on a common curriculum ( which every dictator/autocracy has historically wished to control the minds and narratives!)
It's a complete constitutional shake-up, with disastrous consequences for fundamental rights, financial rights of provinces, provincial autonomy, civil supremacy/civilians' right to rule, and democracy!
As ever, the Sindh/PPP government seems eager to dovetail to the masters' bogey train, only to serve its narrow and myopic interests ( read: power and pelf).
Unless we all collectively resist the impish move, particularly, Sindh's future is doomed!!..!
