YouTuber Saadur Rehman, popularly known as Ducky Bhai, was granted bail on Monday by the Lahore High Court in a case related to the promotion of illegal gambling applications. He has not been released from official custody yet.

Justice Shehram Sarwar Chaudhary awarded the YouTuber bail against a surety of Rs1 million. Rehman has been in custody since his August 17 arrest at the Lahore airport. He was arrested by the National Cyber Crime Investigation Agency’s (NCCIA) Lahore branch.

The case was registered by the state through the NCCIA Lahore at midnight on August 17 under sections 13 (Electronic Forgery), 14 (Electronic Fraud), 25 (Spamming) and 26 (Spoofing) of the Prevention of Electronic Crimes Act, 2016 read with sections 294 B (Offering prize in connection with trade) and 420 (Cheating and dishonestly inducting delivery of property) of the Pakistan Penal Code.

The case is related to an inquiry dated June 13 and registered on the “receipt of information from reliable source(s)” that some YouTubers and social media influencers were promoting gambling and betting applications to the general public via their social media accounts for their own monetary benefits.

The FIR claimed that the public invested their hard earned money in these applications due to this and suffered financial losses. It accused Rehman of promoting different gambling and betting applications, including Binomo, 1xBet, Bet 365, B9 Game etc through his Youtube channel.

A total of 27 video links from his account that purportedly promoted these applications were included in the FIR, several of which are no longer available to view.

The YouTuber had applied for bail in the district and sessions court and before a judicial magistrate, but his applications were rejected, prompting him to approach the high court. Earlier this month, the court issued notices to the NCCIA to submit arguments on the Rehman’s application. He had argued that he had not been served any notice from the agency prior to his arrest.

At the end of October, nine NCCIA officers were booked for allegedly misusing their authority, extorting money from Rehman and taking bribes.

In connection with the Greater Karachi Plan 2047, the growing pressure of population on the city has become a major challenge, and the Government of Sindh is working on a new master plan. Although the key points of the plan have not been revealed, experts say that the extraordinary increase in Karachi’s population is the biggest issue for planning.

According to official statistics, Karachi’s population has grown 44 times since the creation of Pakistan. As per the 2023 census, the population increased by 4 million between 2017 and 2023 just 5 years whereas this pace has not been observed in other cities. In fact, Peshawar saw a decrease of 1.9 million people as a large number migrated to Karachi.

According to a report linked to the World Bank, the country’s population is growing at an annual rate of 1.5%, while in Karachi it is 6%, and the city's population is expected to reach 28 million by 2030. Experts say that the primary reason for this rapid increase is people from different parts of the country moving to Karachi in search of employment, while a large number of Afghans, Bangladeshis, and nationals of other countries also reside in the city.

Urban planners believe that for a sustainable master plan, it is essential to reduce the population pressure by ensuring employment opportunities in other provinces. They point out that previous master plans could never be implemented due to political reasons.

According to Zahid Farooq, the new plan should not remain limited to paperwork; it should be discussed publicly and taken to the Sindh Assembly, City Council, and Union Councils to gather feedback from different segments of society. Senator Waqar Mehdi states that the Greater Karachi Regional Plan 2047 is being prepared under the supervision of international experts, and a comprehensive strategy is being formulated keeping in view the needs of the next 50 years.

It is noteworthy that the master plans of 1952, 1974–85, and 2007 were never implemented, and according to the Karachi Strategic Development Plan 2020, the city is divided among 20 different federal, provincial, and local institutions. KMC has control over only 31% of the city, while the remaining authority lies with cantonments, the Defence Housing Authority, Port Qasim, KPT, Railways, Steel Mills, and other federal institutions.
