سنڌ جي زمينن تي قبضو: اصل مافيا ڪير، ۽ نظام ڪنهن جي هٿ ۾؟----------------------- شير محمد کهاوڙ
سنڌ جي زمين صرف مٽيءَ جو هڪ ٽڪرو ناهي؛ اها سنڌ جي تاريخ، ماڻهن جي روزگار، هارين جي محنت ۽ ايندڙ نسلن جي مستقبل سان ڳنڍيل آهي. جڏهن ڪنهن غريب هاري جي زمين تي قبضو ٿئي ٿو، ڪنهن ڳوٺ جي زمين کي جعلي ڪاغذن ذريعي رهائشي منصوبي ۾ تبديل ڪيو وڃي ٿو يا سرڪاري زمين کي طاقتور ماڻهن جي حوالي ڪيو وڃي ٿو، تڏهن رڳو زمين تي قبضو نٿو ٿئي، پر قانون، انصاف ۽ عوام جي حق تي به قبضو ٿئي ٿو.
گذريل ڪجهه عرصي کان سنڌ ۾ زمينن تي قبضن، غيرقانوني هائوسنگ اسڪيمن، جعلي دستاويزن، بلڊرز مافيا ۽ سرڪاري ادارن جي مبينا سهڪار بابت مختلف فهرستون ۽ الزام گردش ڪري رهيا آهن. اهڙين فهرستن ۾ سياستدانن، سرڪاري آفيسرن، بلڊرز ۽ وچ وارن ماڻهن جا نالا ڏنا وڃن ٿا. پر صحافت جو تقاضو اهو آهي ته هر الزام کي الزام ئي سمجهيو وڃي، جيستائين عدالت، نيب، اينٽي ڪرپشن يا ڪنهن ٻئي بااختيار اداري جي جاچ ۽ فيصلي سان ان جي تصديق نه ٿئي.
پر سوال اهو ضرور پيدا ٿئي ٿو ته جيڪڏهن زمينن تي قبضو ڪندڙ ايترا طاقتور آهن، ته پوءِ اهي طاقت ڪٿان حاصل ڪن ٿا ؟
قبضو ڪندڙ اڪيلو ماڻهو ڪنهن وڏي سرڪاري زمين، زرعي زمين يا رهائشي منصوبي تي آساني سان قبضو نٿو ڪري سگهي. جتي لکين يا ڪروڙين رپين جي زمين جو معاملو هجي، اتي ڪاغذن جي تياري، رڪارڊ ۾ تبديلي، نقشا منظور ڪرائڻ، اين او سي حاصل ڪرڻ، تعمير شروع ڪرڻ ۽ پوءِ ماڻهن کي پلاٽ وڪڻڻ لاءِ هڪ مڪمل نظام گهربل هوندو آهي. جيڪڏهن ڪنهن هنڌ واقعي منظم زمينن تي قبضو ٿئي ٿو ته ان جي جاچ صرف هڪ قبضي ڪندڙ تائين محدود نه رهڻ گهرجي؛ ان نظام جي هر ڪڙي کي ڏسڻ گهرجي.
سنڌ ۾ بورڊ آف روينيو، ترقياتي ادارن، مقامي ادارن ۽ سنڌ بلڊنگ ڪنٽرول اٿارٽي جهڙا ادارا زمين ۽ تعميراتي معاملن ۾ اهم ڪردار ادا ڪن ٿا. جيڪڏهن ڪنهن زمين جي ملڪيت تي تڪرار هجي، ڪنهن منصوبي جي منظوري مشڪوڪ هجي يا سرڪاري زمين خانگي ماڻهن جي قبضي ۾ هلي وڃي، ته لاڳاپيل آفيسرن جي ذميواري به طئي ٿيڻ گهرجي.
اصل مسئلو اهو آهي ته اسان وٽ اڪثر ڪري ننڍي مڇي پڪڙجي ويندي آهي، پر وڏي ڄار کي هٿ نٿو لڳايو وڃي.
هڪ غريب ماڻهو جيڪڏهن سرڪاري زمين تي ننڍڙي اڏاوت ڪري ته مشينون پهچي وڃن ٿيون، پر جڏهن طاقتور ماڻهن جي اثر هيٺ سوين يا هزارين ايڪڙ زمين بابت سوال اٿن ٿا ته معاملو سالن تائين فائلن، ڪورٽن ۽ جاچ ادارن جي وچ ۾ ڦرندو رهي ٿو. قانون جيڪڏهن طاقتور ۽ ڪمزور لاءِ مختلف رفتار سان هلي ته پوءِ عوام جو قانون تي اعتماد ڪيئن قائم رهندو؟
بحريا ٽائون ڪراچي بابت عدالتي ۽ نيب رڪارڊ ۾ زمين جي منتقلي ۽ وڏي پيماني تي زمين بابت سنگين معاملا سامهون اچي چڪا آهن. اهو مثال ان ڳالهه لاءِ ڪافي آهي ته سنڌ ۾ زمين جو سوال معمولي انتظامي معاملو ناهي؛ ان ۾ اربين رپين جي ملڪيت، حڪومتي ادارن، سياسي اثر ۽ قانوني معاملن جا ڪيترائي پاسا شامل ٿي سگهن ٿا.
ساڳيءَ طرح سنڌ بلڊنگ ڪنٽرول اٿارٽي ۽ ملير ڊولپمينٽ اٿارٽي سان لاڳاپيل مختلف وقتن تي ڪرپشن، غيرقانوني تعمير ۽ زمينن بابت شڪايتون ۽ الزام رپورٽ ٿيندا رهيا آهن. پر هر الزام کي حتمي حقيقت قرار ڏيڻ کان اڳ جاچ ضروري آهي.
ڇو ته ڪنهن به ماڻهو جو نالو فهرست ۾ لکڻ سان هو ڏوهاري ثابت نٿو ٿئي.
اسان جي معاشري ۾ سوشل ميڊيا تي ڪنهن جو نالو لکڻ تمام آسان آهي، پر ان نالي جي پويان ڪنهن انسان جي عزت، خاندان ۽ سڄي زندگي به هوندي آهي. تنهنڪري صحافت کي عدالت جو متبادل نه بڻجڻ گهرجي. جيڪڏهن ڪنهن آفيسر يا سياستدان تي الزام آهي ته ثبوت سامهون آڻڻ گهرجن، ايف آءِ آر آهي ته ان جو ذڪر ٿيڻ گهرجي، نيب ريفرنس آهي ته ان جو حوالو ڏيڻ گهرجي، عدالت جو فيصلو آهي ته اهو عوام آڏو رکڻ گهرجي.
ساڳئي وقت، رياستي ادارن جي به ذميواري آهي ته هو خاموش نه رهن. جيڪڏهن ٻاونجاھ نالن جي فهرست گردش ڪري رهي آهي ته لاڳاپيل ادارن کي گهرجي ته ان کي نظرانداز ڪرڻ بدران جاچ ڪن ته فهرست ڪنهن تيار ڪئي، ڪهڙن ثبوتن جي بنياد تي تيار ڪئي وئي ۽ ڪهڙا الزام درست يا غلط آهن.
سنڌ جي زمينن کي بچائڻ لاءِ صرف قبضا ختم ڪرائڻ ڪافي ناهي. زمين جو رڪارڊ مڪمل طور تي شفاف بڻائڻو پوندو، جعلي دستاويزن جي خاتمي لاءِ جديد نظام آڻڻو پوندو، سرڪاري زمينن جي نگراني سخت ڪرڻي پوندي ۽ انهن آفيسرن خلاف به ڪارروائي ڪرڻي پوندي جيڪي پنهنجي عهدي کي عوامي خدمت بدران ذاتي فائدي لاءِ استعمال ڪن ٿا.
ڇو ته زمينن تي قبضو ڪندڙ صرف اهو شخص ناهي جيڪو زمين تي وڃي باڙ لڳائي ٿو؛ جيڪڏهن ڪنهن غيرقانوني قبضي کي ڪاغذ، مهر، منظوري يا خاموشي فراهم ڪئي وڃي ٿي ته ان ڪردار کي به سامهون آڻڻ ضروري آهي.
سنڌ جي زمين سنڌ جي عوام جي امانت آهي. ان امانت جي حفاظت سياستدانن، آفيسرن، عدالتن، جاچ ادارن ۽ صحافت سڀني جي گڏيل ذميواري آهي. عوام کي به گهرجي ته سوشل ميڊيا جي هر فهرست کي سچ سمجهي اڳتي نه وڌائي، پر سوال ضرور ڪري: ثبوت ڪٿي آهن؟ جاچ ڪٿي آهي؟ ۽ جيڪڏهن الزام درست آهن ته ڪارروائي ڪٿي آهي؟
اصل انصاف تڏهن ٿيندو، جڏهن قبضو ڪندڙ سان گڏ قبضي کي ممڪن بڻائيندڙ نظام به پڪڙيو ويندو. سنڌ کي رڳو قبضن کان نه، پر ان سوچ کان به آزاد ڪرائڻو پوندو، جيڪا قانون کي ڪمزور ۽ طاقتور کي قانون کان مٿانهون سمجهي ٿي.( روزاني اپيل ڪراچي، آچر، 13 سيپٽمبر 2026).

Land Grabbing in Sindh: Who Is the Real Mafia, and Who Controls the System?

Land in Sindh is not merely a piece of soil. It is tied to the province’s history, the livelihoods of its people, the hard work of its farmers, and the future of generations to come. When a poor farmer is deprived of his land, when the land of a village is converted into a housing project through allegedly forged documents, or when public land is handed over to influential individuals, it is not simply land that is being taken away. It is an appropriation of law, justice and the rights of the people.
Over the past several years, various lists, allegations and claims regarding land grabbing, illegal housing schemes, forged documents, builders’ networks and alleged collusion by government officials have circulated in Sindh. Some of these lists name politicians, government officers, builders and intermediaries. However, the basic principle of responsible journalism must be upheld: an allegation remains an allegation unless it is established through an investigation or finding by a court, the National Accountability Bureau (NAB), an anti-corruption agency or another competent authority.
Yet one question remains legitimate and unavoidable: if land grabbers are so powerful, where does that power come from?
An individual cannot normally take control of a large piece of government land, agricultural land or a valuable urban property simply by putting up a fence. Where land worth millions or billions of rupees is involved, a wider network may be required—one involving documentation, land records, approvals, maps, No Objection Certificates, development permissions, construction and eventually the marketing and sale of plots.
Therefore, whenever there is credible evidence of organised land grabbing, an investigation should not stop at the person physically occupying the land. It should examine the entire chain that made the alleged occupation possible.
In Sindh, institutions such as the Board of Revenue, development authorities, local government bodies and the Sindh Building Control Authority play important roles in matters relating to land ownership, development and construction. Where ownership is disputed, a development approval appears questionable, or public land allegedly ends up in private hands, the role and responsibility of relevant officials should also be examined.
The real problem is that, too often, the small fish is caught while the larger network remains untouched.
If a poor citizen puts up a small illegal structure on public land, demolition machinery may arrive quickly. But when questions arise over hundreds or thousands of acres allegedly controlled by powerful interests, cases can remain trapped for years in files, courts and investigative agencies.
If the law moves at different speeds for the powerful and the powerless, how can ordinary citizens retain faith in the rule of law?
The Bahria Town Karachi case is an important example of how complicated the land question in Sindh can become. Judicial proceedings and NAB-related records have brought serious issues concerning land transfers and large-scale land transactions into the public domain. The case demonstrates that the question of land in Sindh is not merely an administrative matter. It can involve enormous financial interests, government institutions, political influence and complex legal questions.
Similarly, complaints and allegations concerning corruption, unauthorised construction and land-related irregularities involving institutions such as the Sindh Building Control Authority and Malir Development Authority have surfaced at different times. But every allegation must be investigated before it is presented as an established fact.
A name appearing on a list does not make a person a criminal.
In the age of social media, it is easy to publish someone’s name and accuse them of wrongdoing. But behind every name is a person, a family and, potentially, a lifetime of reputation. Journalism must therefore never become a substitute for a court of law.
If an officer or politician faces an allegation, the evidence should be presented. If an FIR has been registered, that fact should be clearly stated. If a NAB reference exists, it should be identified. If a court has issued a judgment, that judgment should be placed before the public.
At the same time, state institutions cannot afford to remain silent.
If a list containing dozens of names is circulating publicly, the relevant authorities should not simply ignore it. They should determine who prepared the list, what evidence was used, which allegations can be substantiated and which are false or misleading.
Protecting Sindh’s land requires more than simply removing illegal occupants. The entire land-record system must become transparent. Modern systems should be introduced to prevent forged documentation. Government land must be monitored more effectively, and officials who misuse public office for personal benefit must be held accountable.
Because a land grabber is not necessarily only the person who physically occupies the land or erects a fence around it.
If an illegal occupation is made possible through a document, an official stamp, an approval, a manipulated record—or even deliberate silence—then those who facilitate the process must also be investigated.
The land of Sindh is a public trust.
Protecting that trust is a shared responsibility of politicians, government officials, courts, investigative agencies and the media. Citizens also have a responsibility: they should not automatically accept every list circulating on social media as truth. But they have every right to ask legitimate questions:
Where is the evidence?
Where is the investigation?
And if the allegations are true, where is the action?
True justice will only be achieved when those who occupy land illegally are held accountable along with the system that enables such occupations to take place.
Sindh does not merely need freedom from land grabbing. It needs freedom from a mindset in which the law is treated as weak and the powerful are treated as being above it.
The government must now look beyond individual cases and examine the system itself. If the authorities genuinely want to protect public and private land, restore citizens’ confidence and uphold the rule of law, the time has come to identify not only who occupies the land, but who makes the occupation possible—and who allows the system to continue.

سنڌ ۾ امن امان قائم رکڻ لاءِ رينجرز جي مقرري کي پنجٽيھ سالن کان وڌيڪ عرصو گذري چڪو آهي، پر سوال اهو آهي ته ايتري ڊگهي عرصي کان پوءِ به سنڌ خاص طور تي ڪراچي ۾ امن امان جو مسئلو مستقل طور حل ڇو نه ٿي سگهيو آهي؟ جمعي تي هڪ ڀيرو وري سنڌ اسيمبليءَ رينجرز جي مقرري ۽ اختيارن ۾ هڪ سال جي واڌ جي قرارداد متفقه طور منظور ڪئي آهي. نئين واڌ 20 جولاءِ 2026ع کان 19 جولاءِ 2027ع تائين لاڳو رهندي.
رينجرز ملڪ جو اهم ۽ قابل احترام قانون لاڳو ڪندڙ ادارو آهي. دهشتگردي، ٽارگيٽ ڪلنگ، ڏوهاري گروهن ۽ سنگين امن امان جي صورتحال ۾ رينجرز جي ڪردار کان انڪار نٿو ڪري سگهجي. پر ڪنهن به غير معمولي انتظام کي مستقل حل بڻائڻ بدران اهو سوال ضرور پڇڻ گهرجي ته آخر سول پوليس کي ايترو مضبوط ڇو نه ڪيو ويو، جو اها پنهنجي آئيني ۽ قانوني ذميواري پاڻ موثر نموني نڀائي سگهي؟
هڪ سال وڌيڪ، پر آخري سال ڪڏهن؟
هر سال رينجرز جي مقرري ۾ واڌ وقت جي ضرورت قرار ڏني وڃي ٿي. دليل ڏنو وڃي ٿو ته رينجرز جي ڪاررواين سان ٽارگيٽ ڪلنگ ۽ اسٽريٽ ڪرائيم ۾ گهٽتائي آئي آهي ۽ پابندي مڙهيل تنظيمن توڙي روپوش جوابدارن مان خطرو موجود آهي. جيڪڏهن واقعي صورتحال اهڙي آهي ته پوءِ رينجرز جي موجودگي جي ضرورت کي سمجهڻ ڏکيو ناهي.
پر ساڳئي وقت هڪ ٻيو بنيادي سوال به موجود آهي: جيڪڏهن رينجرز جي موجودگي سالن کان ضروري آهي ته پوليس جي اهڙي تربيت، جديد سازوسامان، انٽيليجنس ۽ تحقيقاتي صلاحيت تي ڪيترو ڌيان ڏنو ويو آهي، جيڪا مستقبل ۾ امن امان جي ذميواري مستقل طور سنڀالي سگهي؟
رينجرز کي هر سال وڌندڙ ذميوارين سان گڏ اربين رپين جا وسيلا خرچ ٿين ٿا. عوام کي اهو ڄاڻڻ جو حق آهي ته امن امان لاءِ مجموعي سرڪاري خرچن مان پوليس جي بنيادي ڍانچي، جديد تربيت، فرانزڪ سهولتن، تحقيقاتي نظام، ٿاڻن جي بهتري ۽ پوليس اهلڪارن جي فني صلاحيت وڌائڻ لاءِ ڪيترو حصو رکيو وڃي ٿو.
رينجرز تي خرچ، پوليس تي سيڙپڪاري ڇو نه؟
امن امان صرف بندوق، گاڏي ۽ چيڪ پوسٽ سان قائم نٿو ٿئي. امن لاءِ مضبوط پوليس، بهتر تحقيق، تيز انصاف، موثر پراسيڪيوشن، جديد فرانزڪ نظام ۽ ڏوهارين خلاف مسلسل انٽيليجنس نيٽ ورڪ ضروري آهي.
جيڪڏهن حڪومت وٽ رينجرز جي مقرري جاري رکڻ لاءِ وسيلا موجود آهن ته پوءِ پوليس کي جديد بڻائڻ لاءِ به ساڳي سنجيدگي ڇو نظر نٿي اچي؟ پوليس کي جديد گاڏيون، جديد مواصلاتي نظام، ڪئميرا نيٽ ورڪ، فرانزڪ ليبارٽريون، سائبر ڪرائيم جي تربيت ۽ بهتر تحقيقاتي سهولتون فراهم ڪيون وڃن ته جيئن هڪ ڏينهن اهڙو به اچي، جڏهن رينجرز جي غير معمولي مقرري جي ضرورت گهٽجي وڃي.
هتي سوال رينجرز جي مخالفت جو ناهي؛ سوال حڪومتي پاليسي جي ترجيحن جو آهي.
امن جو مستقل ماڊل ڪٿي آهي؟
سنڌ ۾ هر حڪومت امن امان کي پنهنجي ترجيحن ۾ شامل ڪري ٿي، پر عوام جي نظر ۾ نتيجو اڃا به مڪمل اطمينان وارو ناهي. ڪراچي جهڙي شهر ۾ اسٽريٽ ڪرائيم، ڦر، منشيات، زمينن تي قبضا، ڀتا خوري ۽ ٻين ڏوهن جون شڪايتون وقت بوقت سامهون اينديون رهن ٿيون.
جيڪڏهن هڪ طرف حڪومت چوي ٿي ته رينجرز جي ڪاررواين سبب امن بهتر ٿيو آهي ۽ ٻي طرف پوليس کي به امن امان جو بنيادي ذميوار ادارو قرار ڏنو وڃي ٿو ته پوءِ ٻنهي ادارن جي ڪردار بابت واضح ۽ ڊگهي مدي واري پاليسي ڇو نٿي ٺاهي وڃي؟
رينجرز جي موجودگي عارضي سهارو ٿي سگهي ٿي، پر ڪنهن به صوبي جي مستقل امن جو بنياد سول قانون لاڳو ڪندڙ ادارن جي مضبوط ڪارڪردگي هوندي آهي.
عوام کي صرف دعوائون نه، نتيجا گهرجن
سنڌ جو عام ماڻهو بجلي، پاڻي ۽ مهانگائي سان گڏ امن امان جي مسئلي کي به روزاني زندگيءَ جو حصو بڻائي برداشت ڪري رهيو آهي. جيڪو ماڻهو گهر کان موٽر سائيڪل تي نڪري ٿو، جيڪو رات جو ڪم تان واپس اچي ٿو، جيڪو پنهنجي ٻارن کي اسڪول موڪلي ٿو، ان لاءِ امن ڪنهن سرڪاري فائيل جو لفظ نه، پر زندگي ۽ موت جو سوال آهي.
ان ڪري حڪومت کي هاڻي هر سال رينجرز جي مقرري ۾ واڌ ڪرڻ سان گڏ هڪ ٻيو سوال به عوام آڏو رکڻ گهرجي: پوليس کي ڪڏهن ايترو مضبوط ڪيو ويندو جو امن امان لاءِ غير معمولي سهاري تي دارومدار گهٽجي وڃي؟
سنڌ اسيمبليءَ جو رينجرز جي مقرري ۾ هڪ سال جي واڌ جو فيصلو پنهنجي جاءِ تي آهي، پر ساڳئي ايوان کي پوليس جي ڪارڪردگي، بجيٽ، تربيت، تحقيقاتي نظام ۽ جوابدهيءَ تي به سخت سوال ڪرڻ گهرجن.
اربين رپيا خرچ ڪري جيڪڏهن امن امان جو عارضي انتظام ته برقرار رکي سگهجي ٿو، ته پوءِ ساڳي قوت، ساڳي سنجيدگي ۽ ساڳي مالي وسيلن سان پوليس کي مستقل طور مضبوط ڇو نٿو ڪيو وڃي؟
سنڌ کي اهڙو نظام گهرجي، جتي رينجرز جي ضرورت هجي ته رينجرز پنهنجو ڪردار ادا ڪري، پر امن امان جو بنيادي بار هڪ مضبوط، تربيت يافته، جديد ۽ جوابده پوليس فورس سنڀالي.
ڇو ته اصل ڪاميابي اها نه آهي ته رينجرز ڪيترا سال مقرر رهي؛ اصل ڪاميابي اها آهي ته هڪ ڏينهن سنڌ جا ماڻهو پاڻ چون ته هاڻي کين امن لاءِ ڪنهن غير معمولي انتظام جي ضرورت ناهي، ڇاڪاڻ ته سندن پوليس ئي سندن جان، مال ۽ عزت جي حفاظت لاءِ ڪافي مضبوط ٿي چڪي آهي.

Why Has Peace Still Eluded Sindh Despite Decades of Rangers Presence?

The deployment of the Rangers in Sindh to help maintain law and order has continued for more than 35 years. Yet a fundamental question remains: why, despite such a prolonged presence, has the problem of law and order not been permanently resolved in Sindh, particularly in Karachi?
On Friday, the Sindh Assembly once again unanimously approved a resolution extending the deployment and powers of the Rangers in the province for another year. The latest extension will remain in force from July 20, 2026, to July 19, 2027.
The Rangers are an important and respected law-enforcement institution in Pakistan. Their role in combating terrorism, targeted killings, criminal gangs and serious threats to public order cannot be denied. However, instead of allowing an extraordinary arrangement to become a permanent solution, an important question must be asked: why has the civilian police not been strengthened enough to effectively fulfil its constitutional and legal responsibilities on its own?
One More Year — But When Will It Be the Last?
Every year, an extension of the Rangers’ deployment is presented as a necessity dictated by circumstances. The argument is that Rangers’ operations have helped reduce targeted killings and street crime, while threats from banned organisations and absconding suspects continue to exist. If the security situation genuinely warrants their presence, there is little difficulty in understanding the need for such support.
But another fundamental question remains: if the Rangers have been considered necessary for so many years, how much attention has been given to developing the police force’s training, modern equipment, intelligence capabilities and investigative capacity so that it can eventually take full responsibility for maintaining law and order?
The Rangers’ deployment, along with their expanding responsibilities, involves substantial public expenditure. Citizens have the right to know how much of the government’s overall spending on security is being allocated to strengthening the police infrastructure, modern training, forensic facilities, investigative systems, police stations and the professional capabilities of police personnel.
Why Spend on Rangers Without Investing Equally in Police?
Law and order cannot be maintained through guns, vehicles and checkpoints alone. Sustainable security requires a strong police force, professional investigations, swift justice, effective prosecution, modern forensic systems and a continuous intelligence network capable of identifying and disrupting criminal activity.
If the government has the resources to continue deploying the Rangers, why is the same level of commitment not visible when it comes to modernising the police?
The police need modern vehicles, advanced communication systems, integrated surveillance networks, forensic laboratories, cybercrime training and better investigative facilities. The objective should be to create a system in which, one day, the need for extraordinary deployments can gradually be reduced.
This is not an argument against the Rangers. It is a question about government priorities and long-term policy.
Where Is the Permanent Model for Peace?
Every government in Sindh declares law and order a priority. Yet, from the public’s perspective, the results remain far from satisfactory. In a city like Karachi, complaints about street crime, robberies, narcotics, land grabbing, extortion and other forms of criminal activity continue to surface from time to time.
If the government maintains that Rangers’ operations have contributed to improving security, while at the same time recognising the police as the primary institution responsible for law and order, then why has a clear and long-term policy defining the roles of both institutions not been developed?
The Rangers’ presence may provide temporary support during extraordinary circumstances, but the foundation of lasting peace in any province must ultimately be a strong and effective civilian law-enforcement system.
Citizens Want Results, Not Just Assurances
For ordinary people in Sindh, law and order is as much a part of everyday life as electricity shortages, water scarcity and inflation. For someone leaving home on a motorcycle, returning from work late at night or sending children to school, security is not an abstract term in a government file. It is a question of life, safety and dignity.
The government must therefore answer another question alongside every annual extension of the Rangers’ deployment: when will the police be strengthened to a level where dependence on extraordinary security arrangements can be reduced?
The Sindh Assembly’s decision to extend the Rangers’ deployment for another year may have its own justification. But the same legislature should also subject police performance, budgetary allocations, training, investigative mechanisms and institutional accountability to rigorous scrutiny.
If billions of rupees can be spent on maintaining a temporary security arrangement, why cannot the same determination, resources and financial commitment be used to build a police force capable of providing lasting security?
Sindh needs a system in which the Rangers can play their role whenever their presence is genuinely required, but where the primary responsibility for law and order is ultimately carried by a strong, well-trained, modern and accountable civilian police force.
Because the real measure of success is not how many years the Rangers remain deployed.
The real success will come when the people of Sindh can finally say that they no longer need extraordinary security arrangements to feel safe — because their own police force has become strong enough to protect their lives, property and dignity.

عهدي جو غلط استعمال انسانيت جي توهين آهي،
پوليس جو فرض رڳو ڏوهارين کي گرفتار ڪرڻ يا قانون جي ڀڃڪڙي ڪندڙن کي سزا ڏيارڻ ناهي، پر پوليس جو سڀ کان وڏو فرض قانون جي بالادستي، شهرين جي عزت، جان ۽ مال جي حفاظت ۽ انساني وقار جو تحفظ آهي. وردي ڪنهن به پوليس آفيسر کي اهو اختيار نٿي ڏئي ته هو پنهنجي عهدي، طاقت يا اختيار کي ذاتي رعب، وڏيرن جي خوشنودي يا ڪنهن بي وس انسان جي تذليل لاءِ استعمال ڪري.

پر هن ڀيري معاملو وڌيڪ سنگين نوعيت اختيار ڪري ويو. رپورٽن موجب آندل سنجراڻي ٿاڻي تي هڪ بااثر وڏيري جي مبينا ونگار وهندي ملھڻ شر نالي نوجوان سان تذليل وارو ورتاءُ ڪيو ويو، کيس مبينا طور اگهاڙو ڪري سندس وڊيو رڪارڊ ڪئي وئي ۽ اها وڊيو وڏيري ڏانهن موڪلڻ کان پوءِ وائرل ٿي وئي. واقعي کان پوءِ قابل ڀئيي کي ايس ايس پي انور کيتران معطل ڪري ڇڏيو ۽ هن خلاف ڪيس داخل ٿيو ۽ عدالت طرفان سندس عبوري ضمانت به منظور ڪئي وئي.
ان کان پوءِ اڄ جڏهن هو پنهنجي ضمانت پڪي ڪرائڻ لاءِ عدالت ۾ پيش ٿيو ته عدالت ضمانت رد ڪري ڇڏي. رپورٽن موجب عدالت مان پوليس جي مدد سان عدالت مان ڀڄڻ جي ڪوشش دوران ملھڻ شر جي مائٽن کيس پڪڙي ورتو، جنهن دوران سندس ڪپڙا ليڙون ليڙون ٿي ويا. منظر ڏسي انسان جي ذهن ۾ اهو سوال ضرور پيدا ٿئي ٿو ته جنهن انسان کي ڪنهن ٻئي جي عزت ۽ جسماني وقار جو خيال رکڻ گهرجي ها، جڏهن ساڳي بي توقيري سندس سامهون اچي بيٺي ته کيس پنهنجي عمل جو احساس ٿيو هوندو يا نه؟
پر هتي هڪ ڳالهه بلڪل واضح هجڻ گهرجي: ڪنهن به انسان سان ظلم ٿيو هجي ته ان جو جواب ٻي ظلم سان ڏيڻ انصاف ناهي. جيڪڏهن ڪنهن پوليس آفيسر هڪ نوجوان جي تذليل ڪئي، ته ان جو فيصلو قانون کي ڪرڻ گهرجي، نه ڪنهن فرد يا ميڙ کي. پوليس آفيسر جي مبينا زيادتي به غلط آهي ۽ عدالت کان ٻاهر ڪنهن کي ڪپڙا ڦاڙي تذليل ڪرڻ به قانون جي حڪمراني لاءِ خطرناڪ عمل آهي.
اصل سبق هتي هڪ شخص لاءِ نه، پر پوري پوليس نظام لاءِ آهي.
پوليس جي وردي عزت جي نشاني آهي، پر اها عزت ذميواري سان حاصل ٿيندي آهي، خوف پيدا ڪرڻ سان نه. هڪ ايس ايڇ او وٽ اختيار ضرور هوندو آهي، پر اهو اختيار قانون کان مٿانهون ناهي. ٿاڻي جو انچارج جيڪڏهن پنهنجي عهدي کي ڪنهن وڏيري جي ونگار وهڻ، ذاتي دشمني ڪڍڻ، ڪنهن غريب کي ڊيڄارڻ يا ڪنهن بي وس انسان جي عزت مجروح ڪرڻ لاءِ استعمال ڪري ٿو ته هو رڳو هڪ شهري سان ظلم نٿو ڪري، پر رياست جي نالي سان ظلم ڪري ٿو.
پوليس آفيسر کي اهو سمجهڻ گهرجي ته سندس سامهون بيٺل ماڻهو جوابدار هجي، شڪي هجي يا بي گناهه، هو سڀ کان پهرين انسان آهي. قانون ڪنهن کي گرفتار ڪرڻ جي اجازت ڏئي سگهي ٿو، پڇا ڳاڇا جو اختيار ڏئي سگهي ٿو، پر قانون ڪنهن انسان جي عزت کسڻ جو اختيار نٿو ڏئي.
اسان جي معاشري ۾ طاقتور ماڻهو اڪثر پوليس کي پنهنجي اثر رسوخ لاءِ استعمال ڪرڻ جي ڪوشش ڪندا آهن. وڏيرا، بااثر سياسي ماڻهو ۽ مقامي طاقت جا مرڪز جيڪڏهن پوليس کي پنهنجي ذاتي مفادن لاءِ استعمال ڪرڻ لڳن ته پوءِ ٿاڻو انصاف جو مرڪز نه، پر خوف جو هنڌ بڻجي وڃي ٿو. اهڙي صورتحال ۾ غريب ۽ ڪمزور ماڻهو قانون کان مدد وٺڻ بدران قانون کان ڊڄڻ لڳي ٿو.
پوليس جي اصل بهادري ڪنهن غريب کي مارڻ، اگهاڙو ڪرڻ يا ڪئميرا اڳيان تذليل ڪرڻ ۾ ناهي. اصل بهادري اها آهي ته پوليس آفيسر طاقتور ڏوهاري کي به قانون جي ڪٽهڙي ۾ آڻي ۽ ڪمزور شهري کي تحفظ ڏئي. اصل دٻنگ آفيسر اهو ناهي جنهن کان ماڻهو ڊڄن؛ اصل بهادر آفيسر اهو آهي جنهن تي ماڻهو اعتماد ڪن.
قابل ڀئيي خلاف جيڪي الزام سامهون آيا آهن، انهن جو فيصلو عدالت ۽ قانوني عمل ذريعي ٿيڻ گهرجي. جيڪڏهن الزام ثابت ٿين ٿا ته قانون موجب سزا ملڻ گهرجي، ۽ جيڪڏهن الزام ثابت نٿا ٿين ته قانون موجب کيس انصاف ملڻ گهرجي. پر هن واقعي کي پوليس کاتي لاءِ هڪ سنجيده سبق ضرور بڻجڻ گهرجي ته وردي کي ذاتي طاقت جو هٿيار بڻجڻ نه ڏنو وڃي.
اسان کي اهڙي پوليس گهرجي، جيڪا ٿاڻي تي ايندڙ غريب سان عزت سان ڳالهائي، عورتن، ٻارن، بزرگن ۽ ڪمزور ماڻهن جي حرمت جو خيال رکي، جوابدار سان به قانون مطابق ورتاءُ ڪري ۽ ڪنهن به بااثر شخص جي غيرقانوني فرمائش کي رد ڪرڻ جي همت رکي.
ڇو ته آخرڪار عهدو عارضي آهي، وردي عارضي آهي، طاقت عارضي آهي؛ پر انسان سان ڪيل سلوڪ تاريخ ۾ رهجي ويندو آهي.
اڄ جنهن هٿ ۾ اختيار آهي، سڀاڻي اهو ئي هٿ قانون جي سامهون بيهي سگهي ٿو. ان ڪري هر پوليس آفيسر کي پنهنجي عهدي سان گڏ پنهنجي انجام کي به ياد رکڻ گهرجي. طاقت جو صحيح استعمال تحفظ آهي، ظلم ناهي؛ اختيار جي خوبصورتي انصاف آهي، تذليل ناهي؛ ۽ وردي جو وقار خوف ۾ نه، احترامِ آدميت ۾ آهي.
پوليس جيڪڏهن واقعي عوام جي محافظ بڻجڻ چاهي ٿي ته کيس پنهنجي طاقت جو مظاهرو ڪمزور ماڻهن تي نه، پر پنهنجي نفس، لالچ، سفارش ۽ ناجائز اثر رسوخ جي خلاف ڪرڻو پوندو. تڏهن ئي وردي عزت بڻبي، خوف نه؛ ۽ ٿاڻو ظلم جي علامت نه، انصاف جي اميد بڻبو.( روزاني اپيل ڪراچي، جمعو، 11 سيپٽمبر 2026).

The Fate of Qabil Bhayo: A Uniform Is a Responsibility, Not a Source of Power

The misuse of authority is an affront to human dignity.
The duty of the police is not limited to arresting criminals or bringing lawbreakers to justice. Its foremost responsibility is to uphold the rule of law, protect the lives, property and dignity of citizens, and safeguard human rights. A police uniform does not give any officer the right to use his position, authority or influence for personal intimidation, to serve the interests of powerful individuals, or to humiliate a vulnerable person.
Qabil Bhayo, who has served as a Station House Officer at various police stations in Ghotki district, had previously gained a reputation as a tough and allegedly overbearing police officer. Various incidents and allegations associated with his conduct reportedly contributed to this reputation. These included alleged mistreatment of passers-by, detaining the female relatives of suspects instead of the suspects themselves, reportedly visiting a hotel and spilling containers of milk, and allegations of damaging a religious sabeel dedicated to Imam Hussain Allehesalam Muharram and disrespecting the sacred alam.
Whether all such allegations are ultimately established or not, conduct of this nature, when associated with a public official, does not merely damage the reputation of an individual. It can also undermine public confidence in the police as an institution.
This time, however, the matter became considerably more serious. According to reports, at Andal Sanjrani Police Station, Qabil Bhayo allegedly acted at the behest of an influential landlord and humiliated a young man named Malhan Shar. He allegedly stripped the young man and recorded a video of the incident, which was reportedly sent to the influential landlord and later circulated widely on social media.
Following the incident, Qabil Bhayo was suspended by SSP Anwar Khetran. A case was registered against him, and the court subsequently granted him interim bail.
Today, when he appeared before the court seeking confirmation of his bail, the court rejected his request. According to reports, as he allegedly attempted to leave the court premises with the assistance of police personnel, relatives of Malhan Shar caught him, during which his clothes were torn.
The incident inevitably raises a painful question: when a person who is expected to protect the dignity and physical integrity of others finds himself facing similar humiliation, does he realise the gravity of what another human being may have suffered?
Yet one principle must remain absolutely clear: injustice against one person cannot be justified by committing another injustice. If a police officer has humiliated a young man, the matter must be decided through the law and the courts, not by an individual or a mob. Alleged police abuse is wrong, but humiliating a person outside the court by tearing his clothes is equally dangerous for the rule of law.
The real lesson here is not only for one individual; it is for the entire policing system.
A police uniform is a symbol of responsibility and public trust. Respect for that uniform is earned through duty, discipline and integrity—not by creating fear. A Station House Officer may possess considerable authority, but that authority is never above the law. When a police officer uses his position to serve the interests of an influential landlord, settle personal scores, intimidate the poor or violate the dignity of a helpless citizen, he is not merely wronging an individual; he is undermining the authority and credibility of the state itself.
Every police officer must understand that the person standing before him—whether a suspect, an accused person or an innocent citizen—is, above all, a human being. The law may authorise an arrest and permit questioning, but it does not grant anyone the right to strip a person of his dignity.
In our society, powerful individuals often attempt to use the police to advance their personal interests. When landlords, influential politicians or local power brokers succeed in turning the police into an instrument of their private agendas, the police station ceases to be a place where people seek justice and becomes a place they fear. The poor and vulnerable then begin to fear the law instead of looking to it for protection.
The real courage of a police officer does not lie in beating, stripping or humiliating a poor or powerless person in front of a camera. True courage lies in bringing even a powerful criminal before the law and protecting the vulnerable citizen. A truly strong police officer is not one whom people fear; he is one whom people trust.
The allegations against Qabil Bhayo must ultimately be decided through due process and by the courts. If the allegations are proven, he should face the punishment prescribed by law. If they are not proven, he should receive justice in accordance with the law. But regardless of the outcome of this particular case, the episode should serve as a serious lesson for the police department: a uniform must never be allowed to become a weapon of personal power.
We need a police force that speaks respectfully to the poor who enter a police station; protects the dignity of women, children and elderly people; treats even an accused person according to the law; and has the courage to reject an unlawful demand from an influential person.
Because in the end, a position is temporary, a uniform is temporary, and power is temporary—but the way a person treats another human being can remain in history.
The hand that holds authority today may one day have to stand before the law itself. Every police officer should therefore remember not only the power that comes with his office, but also the responsibility and accountability that accompany it.
The proper use of power means protection, not oppression. The true beauty of authority lies in justice, not humiliation. And the dignity of the uniform lies not in the fear it creates, but in the respect for human dignity that it represents.
If the police genuinely wish to be protectors of the public, they must demonstrate their strength not against the weak, but against their own temptations, favouritism, pressure, recommendations and improper influence. Only then will the uniform become a symbol of honour rather than fear, and the police station a symbol of justice rather than oppression.
