حکومت کی ناکامی یا کالے ڈالوں کی حکومت؟

لاہور میں حال ہی میں مخصوص بائیک لینز متعارف کرائی گئی تھیں، جو سبز رنگ سے واضح کی گئی ہیں۔ یہ ایک قابلِ تعریف اقدام تھا، جس کا مقصد سائیکل سواروں اور موٹر سائیکل سواروں کی حفاظت کو یقینی بنانا، ٹریفک حادثات کو کم کرنا اور ماحول دوست نقل و حمل کو فروغ دینا تھا۔ تاہم، ان لینز کا غیر متعلقہ گاڑیوں، خاص طور پر بدنامِ زمانہ "کالا ڈالا" (بلیک ڈبل کیبن ویگو) کے ذریعے استعمال، انتہائی تشویشناک اور ناقابلِ قبول ہے۔

یہ اطلاعات ملی ہیں کہ بھاری گاڑیاں بے خوف ہو کر ان مخصوص لینز پر دوڑ رہی ہیں، جس کی وجہ سے یہ ٹریک اپنے اصل مقصد کے لیے بیکار ہو چکا ہے۔ یہ ٹریفک قوانین کی کھلی خلاف ورزی ہے، جو نہ صرف بائیکرز اور سائیکل سواروں کی زندگیوں کو خطرے میں ڈالتی ہے بلکہ ان لینز کی تعمیر کے بنیادی مقصد کو بھی سبوتاژ کر دیتی ہے۔ اس قسم کی حرکات عوامی وسائل کی توہین اور حکومتی نااہلی کو ظاہر کرتی ہیں۔

لاہور ڈیولپمنٹ اتھارٹی (LDA) اور سٹی ٹریفک پولیس اس غفلت کے براہِ راست ذمہ دار ہیں۔ ان کی ذمہ داری ہے کہ وہ یقینی بنائیں کہ یہ لینز صرف بائیکرز اور سائیکل سواروں کے لیے مخصوص رہیں۔ تاہم، ٹریفک قوانین پر عمل درآمد کا فقدان اور ان خلاف ورزیوں پر آنکھیں بند کر لینا سنگین سوالات کو جنم دیتا ہے۔

عوام کے ٹیکس سے بننے والے منصوبے اگر نظر انداز کر دیے جائیں یا غلط استعمال کا شکار ہو جائیں، تو یہ کھلی بربادی ہے۔ حکومت کو ایسے اقدامات نہیں اٹھانے چاہئیں جو صرف نمائشی ہوں اور عملی طور پر کسی فائدے کے بغیر چھوڑ دیے جائیں۔ ضروری ہے کہ متعلقہ ادارے سخت اقدامات کریں تاکہ غیر متعلقہ گاڑیوں کو ان لینز میں داخل ہونے سے روکا جا سکے۔ اس کے لیے مستقل نگرانی، قانون توڑنے والوں پر بھاری جرمانے اور عوام میں شعور بیدار کرنے کے لیے آگاہی مہمات ناگزیر ہیں۔

ایسے منصوبوں کی کامیابی صرف ان کے آغاز پر نہیں بلکہ ان کے مستقل تحفظ اور قوانین کے مؤثر نفاذ پر منحصر ہے۔ اگر متعلقہ ادارے فعال کردار ادا نہ کریں، تو یہ بائیک لینز بھی دیگر عوامی منصوبوں کی طرح عدم توجہی اور بدنظمی کا شکار ہو جائیں گی۔

یہ وقت ہے کہ حکومت سنجیدہ اقدامات کرے، تاکہ یہ منصوبے اپنی اصل روح کے مطابق کام کریں۔ لاہور کے شہری محفوظ اور فائدہ مند انفراسٹرکچر کے مستحق ہیں، نہ کہ ایسے منصوبے جو عدم توجہی اور غلط استعمال کی نظر ہو جائیں۔
