سیکرٹری جنرل ڈسٹرکٹ پریس کلب حافظ آباد پر حملہ کرنے والے افراد کے فرار ہونے کی ویڈیو منظرِ عام پر آگئی ہے، جس میں حملہ آوروں کو واضح طور پر دیکھا جا سکتا ہے۔
سی سی ٹی وی فوٹیج میں 20 سے 25 افراد پر مشتمل مسلح گروہ گینگ نے صحافیوں پر حملہ کیا اور اسلحہ کے زور پر ان کی جیب سے رقم اور دیگر قیمتی سامان مبینہ طور پر چھین کر فرار ہوگیا۔ سوال یہ ہے کہ واقعے کے تمام قانونی پہلوؤں کا جائزہ لیتے ہوئے کیا تعزیراتِ پاکستان کی دفعہ 397 اور دیگر متعلقہ دفعات کا اطلاق نہیں بنتا؟ اسی طرح صحافی کو خوفزدہ کرنے، تشدد کا نشانہ بنانے اور فرائض کی ادائیگی سے روکنے کے معاملے میں انسدادِ دہشت گردی ایکٹ کی دفعہ 7ATA کے تحت کارروائی کے قانونی جواز کا بھی جائزہ لیا جانا چاہیے۔
وزیراعلیٰ پنجاب مریم نواز، وزیر اطلاعات و نشریات، وزیر داخلہ پنجاب، آئی جی پنجاب اور بالخصوص ڈسٹرکٹ پولیس آفیسر حافظ آباد ڈاکٹر فواد احمد سے مطالبہ ہے کہ واقعے کا فوری نوٹس لیتے ہوئے شفاف اور غیرجانبدارانہ تحقیقات کرائی جائیں، واقعے میں ملوث تمام افراد کو فوری گرفتار کیا جائے اور شواہد کی روشنی میں ڈکیتی، تشدد، دہشت گردی یا دیگر قابلِ اطلاق قانونی دفعات شامل کرنے کے معاملے کا قانون کے مطابق جائزہ لیا جائے۔
A video showing the individuals involved in the attack on the (Shoukat Ali Watto) of District Press Club Hafizabad fleeing the scene has surfaced, in which the alleged attackers can reportedly be clearly seen.
According to sources, an armed group comprising 20 to 25 individuals allegedly attacked the and, at gunpoint, forcibly took cash and other valuables from his pocket before fleeing the scene. The question is whether, after examining all legal aspects of the incident, Section 397 of the Pakistan Penal Code (PPC) and other relevant provisions may be applicable. Similarly, the basis for invoking Section 7 of the Anti-Terrorism Act should also be examined in light of allegations that the was intimidated, assaulted and prevented from performing his professional duties.
Chief Minister Punjab Maryam Nawaz, the Minister for Information and Broadcasting, the Punjab Home Minister, the Inspector General of Police Punjab, and particularly District Police Officer Hafizabad Dr. Fawad Ahmed are urged to take immediate notice of the incident and ensure a transparent and impartial . All individuals allegedly involved should be arrested without delay, and, based on the available evidence, the applicability of provisions relating to robbery, assault, terrorism or any other relevant offences should be examined strictly in accordance with the law.
