Whether this holds true for the 20th century requires analyzing key conflicts to assess the extent to which they were rational.

1. World War I (1914-1918): Often viewed as an irrational conflict, World War I was driven by complex alliances, nationalism, militarism, and imperial ambitions. While states acted in what they believed were their interests, the war's devastation and lack of clear objectives for many belligerents (particularly after years of trench warfare) raise questions about its rationality. Many scholars argue that miscalculations and misunderstandings among European powers made the war more of a tragic accident than a rational policy.

2. World War II (1939-1945): This war presents a clearer case of rational state policy, especially from the perspectives of N**i Germany and Imperial Japan. Hitler's Germany sought territorial expansion, ideological dominance, and revenge for the Treaty of Versailles. While the war was destructive, the German and Japanese leadership pursued it with strategic objectives in mind. The Allies' participation, particularly after being attacked or threatened, also reflects a rational defense of sovereignty and global security.

3. However, as these empires eventually collapsed, the long-term rationality of resisting decolonization can be questioned.

In sum, wars in the 20th century were often initiated based on rational state policies aimed at achieving concrete objectives. However, the outcomes and the cost-benefit calculus sometimes revealed flaws in these decisions, exposing irrational elements such as misjudgments, ideological extremism, or underestimation of the consequences.
